Description
Senior Property Surveyor is required for 6-month interim contract working within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  Contract Extension likely.
 
As Senior Property Management Surveyor within the Land and Property Team you will have the Lead role in the effective and efficient management of the property acquired by HS2 Ltd on Phase 2a (Birmingham to Crewe).  Responsible for the commercial management of HS2’s land and property portfolio.  The property portfolio includes mostly acquired residential properties also includes some industrial / rural property and also sizable Commercial Properties. You will manage and be point of escalation for the Property Surveyor whom will manage the residential and rural properties and the Senior Surveyor will take control and responsibility of the Commercial Properties within Phase 2a.
 
Liaising between the Land and Property’s Acquisition and Construction teams to acquire and take into management and then allow for construction.  Includes managing Suppliers undertaking initial repairs and health and safety compliance works to make properties lettable before handing them to the Construction Teams.
 
The Land and Property Team are responsible for:
  • Acquisition of over £7 billion of land and properties over the two Phases of HS2 delivery
  • Assessment of thousands of applications for acquisition under statutory blight and discretionary schemes
  • Negotiation with hundreds of petitioners in the Hybrid Bill process
  • Acquisition of Land required by HS2 for the construction of the railway
  • Management of Land and Property acquired by HS2 Ltd
  • Hand back of Land and Property no longer required for the construction of the railway
 
Working Situation –Hybrid
Role is office based from Snowhill, Birmingham coupled with Hybrid working – expectation is to work 5 days a fortnight from the Birmingham office and the rest of the time at home.

Salary   £500 - £550 INSIDE IR35
 
Duties & Responsibilities
  • Manage and lead the approach to ensure the HS2’s land and property portfolio is commercially focused.
  • Lead contact with HS2’s appointed property managing agents to ensure high quality estate management including monitoring through monthly reports and KPI’s their performance on lettings, rent collection, maintenance, repair and disposals  .
  • Lead and manage the liaison with the Property Acquisition team to develop full awareness of the delivery programme to ensure timely issue of instructions to Managing agents to undertake pre-completion inspections and the handover of properties into management on legal completion.
  • Lead on the co-ordination of the suppliers in the development and implementation of technical and strategic projects to ensure compliance with new and current legislation, best practice and improvement of the performance of the portfolio[CH1] .
  • Manage the monitoring of day-to-day management of properties by the appointed agents including evaluation and instruction of repair and maintenance works and subsequent monitoring and budgeting of fees and expenses.
  • Ensuring all land and buildings in the HS2 property portfolio comply with Health and Safety regulations and legislation including CDM and that the Company’s Health and Safety policy and processes are fully implemented.
  • Taking ownership of all property and management related information that is developed or influenced by the scope of work undertaken and ensuring complete and accurate data is recorded in L&P property systems in an efficient and effective manner.
  • Working with the Property Management team and Land and Property’s Finance representative in the preparation of financial reports and forecasts including monthly income and cost statements.
  • Leading on Investment refurbishment project from completion of acquisition through budget and tender stages through project being on site including reporting and obtaining relevant sign off from DfT and reporting on KPI adherence.
  • Leading on ongoing Investment tracking of costs to feed into budget forecasting and reporting both in-house and to DfT.
  • Assist on yearly budget forecast and quarterly reforecasting and leading on Investment model reporting.
  • Demonstrate flexibility in support of senior members of the Land and Property team on property management matters and deputising for the Head of Property Management as required.
  • Participate as necessary in consultation events to explain aspects of the compensation schemes to members of the public, stakeholders or interested groups.
  • Building strong and ongoing relationships with senior colleagues from within different departments at HS2 and the Department for Transport.
  • Share knowledge and learning experiences with colleagues in Land and Property and the wider organisation.
  • Input to the production of regular management reports from Land and Property to HS2 corporate governance bodies.
  • Line Management of 2 members of staff.
 
Required Criteria
You will be a chartered property surveyor with Commercial Property background as you will take the lead on the more complex large value Commercial Properties in the portfolio, although some residential experience will also be useful.  You will have experience managing other surveyors.  Someone who understands the governance and processes an arm’s length public bodies operate would be distinct advantage but also anyone who has worked in a busy complex organisation again would be of interest.  The successful candidate will be a superb communicator with excellent stakeholder management skills to navigate both external stakeholders (DFt, local authorities etc) and internal stakeholders (matrix environment).

  • Ability to manage communications and negotiations in a tactful way

  • Communicating effectively with teams to ensure smooth flow of information
  • Skill in developing public-facing communications
  • Capability in project management techniques such as planning and organisation.
  • Report writing skills, data compilation and analysis
  • IT skills, including Word, Excel, PowerPoint or equivalent
  • Ability to access, analyse and maintain information from multiple IT databases and systems.
 
Knowledge:
  • Knowledge of lettings, rent collection, maintenance, repair and disposals processes and technical aspects of general practice surveying
  • Understanding of legal obligations in relation to property ownership, occupation and management
  • Understanding of property income and expenditure budgeting, forecasting and accounting
  • Degree qualified or demonstrable relevant experience
 
 
Type of experience:
  • Experience in operating in Commercial Property Management although the ideal background would be mixed asset property management and / or project environment.
  • Ability to lead and operate in a team environment
  • Experience of working with suppliers to develop effective working relationships and manage performance to ensure delivery through the supply chain.
