Description

Reporting & Analysis Manager (PMO) – High Speed Two Ltd

SALARY             £60,000 – £65,515 + 12% Pension + Healthcare + 25 Days Holiday |

Employer:         High Speed Two (HS2) Ltd – Direct Employment
Location:          Birmingham – typically 3 days per week in the office
Programme:    HS2 Phase One – Major Infrastructure Programme
Reports to:       Head of Monitoring, Reporting & Analysis
Progression:    Significant development and progression opportunities | HS2 programme                                         continuing through to 2039

Turn Programme Data Into Decisions That Matter

High Speed Two (HS2) Ltd is looking for a Reporting & Analysis Manager to join its Programme Management Office in Birmingham.

This is not a role where you simply populate reporting templates.

You will sit at the point where information from across programme, cost, risk, estimates, schedule and performance is brought together, challenged and turned into reporting that is used by senior leadership, Corporate functions and Board-level decision makers.

Your work will provide visibility across the breadth of the HS2 programme, covering four Main Works Civils contracts, four stations and eleven rail systems packages.

That means working across a complex mix of delivery organisations, contracts and project controls environments, understanding what the data is telling you, challenging it where necessary and making sure the final reporting presents an accurate picture of programme performance.

For someone who enjoys working with senior stakeholders, getting underneath the detail and turning complex information into something decision-makers can actually use, this is a genuinely high-profile opportunity.

The Opportunity

Reporting to the Head of Monitoring, Reporting & Analysis, you will take ownership of key reporting and analysis activity within the HS2 PMO.

You will bring together information from multiple delivery teams and project controls disciplines, ensuring that reporting is accurate, consistent, well governed and delivered to demanding deadlines.

A key part of the role will be interrogating the information rather than simply accepting it.

You will need to understand the detail behind programme, cost, risk, estimates and performance information, identify anomalies or inconsistencies, challenge information that does not look right and work with stakeholders to establish the underlying position.

You will also have the opportunity to improve the way reporting is produced — identifying where processes, responsibilities or governance could be clearer and implementing more effective ways of working.

This is a role with significant stakeholder exposure and requires someone who can operate confidently between detailed project controls information and senior-level programme reporting.

Key Responsibilities

  • Own and coordinate key PMO reporting and analysis deliverables across the HS2 programme.
  • Bring together programme, cost, risk, estimates, schedule and performance information from multiple contracts and delivery teams.
  • Interrogate data and reporting submissions, identifying anomalies, inconsistencies and areas requiring further investigation.
  • Challenge information constructively and work with delivery teams to establish an accurate and evidenced position.
  • Produce clear, concise reporting and analysis for senior leadership, Corporate functions and Board-level stakeholders.
  • Coordinate multiple reporting inputs, stakeholders and deadlines across a complex programme environment.
  • Identify opportunities to improve reporting processes, governance, data quality and ways of working.
  • Provide insight rather than simply data, helping senior stakeholders understand programme performance, emerging issues and areas requiring attention.

About You

We are looking for someone who can combine strong Project Controls understanding with excellent stakeholder and communication skills.

You could come from a Project Controls, PMO, project management or programme management background. The key is that you understand the detail behind programme performance and can translate that detail into reporting that senior decision-makers can trust.

You will be comfortable working across multiple teams and contracts and will have the confidence to question information when something does not appear correct.

You should have:

  • Experience within Project Controls, PMO, project or programme management, ideally within a major infrastructure or construction environment.
  • Strong understanding of programme, cost, risk, estimates and performance information.
  • Experience producing reporting for senior management, Corporate or Board-level audiences.
  • Strong stakeholder management skills and the ability to coordinate information from multiple delivery teams.
  • Experience taking ownership of a reporting process, product or deliverable rather than simply populating an established template.
  • Strong data literacy, with the ability to interrogate information, identify trends and spot anomalies.
  • Experience improving reporting processes, governance or ways of working.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly.
  • Ability to manage multiple inputs, stakeholders and deadlines within a demanding programme environment.

Desirable Experience

Experience in one or more of the following would be highly beneficial:

  • Major infrastructure, rail or construction programmes.
  • Client-side, consultancy or Tier 1 contractor environments.
  • Working across multiple contracts or delivery organisations simultaneously.
  • Project Controls environments involving programme, cost, risk and performance reporting.
  • Advanced use of Excel and PowerPoint to analyse and communicate programme information.
  • Civil Service or other public-sector programme experience.
  • Team leadership or line management experience.

Why Join High Speed Two?

This is an opportunity to work directly for High Speed Two (HS2) Ltd at the centre of one of the UK's most significant infrastructure programmes.

You will gain visibility across the full programme rather than being restricted to a single project or contract, working with information from major civils, stations and rail systems delivery.

The reporting produced by this team is ultimately used to understand how the programme is performing and support decisions at the highest levels of the organisation.

For an ambitious reporting, PMO or Project Controls professional, it offers the opportunity to develop your understanding of how a multi-billion-pound, publicly funded infrastructure programme is actually managed and governed.

With HS2 continuing through to 2039, there is significant scope for professional development and longer-term progression.

The Package

  • £60,000 – £65,515 salary
  • 12% employer pension contribution
  • Private healthcare
  • 25 days annual leave
  • Birmingham-based hybrid working
  • Direct employment with High Speed Two Ltd
  • Significant opportunities for career development and progression

If you are a reporting or Project Controls professional who enjoys bringing together people, data and information to create a clear picture of programme performance, this is an opportunity to work at the heart of HS2's PMO and have genuine visibility of one of the UK's largest infrastructure programmes.
