Location: Birmingham Snowhill (Hybrid – 3 days office)
Salary: £50,000 – £55,595 + 12% Pension + Healthcare + 25 Days Holiday

This is a rare opportunity to join the organisation delivering High Speed Two Ltd and take ownership of high-value corporate procurement projects within a nationally significant programme.
We’re looking for two Procurement Managers to join the Corporate Services (Indirect Procurement) team, delivering end-to-end procurement across professional services categories including HR, Legal, Finance, Audit, Consultancy, and IT Services.

The Role
Working within a 12-person Corporate Procurement team, you’ll manage you own portfolio procurement projects – typically 2 – 5 depending on complexity, supporting business-critical services across the HS2 programme.
Reporting to a Senior Procurement Manager, you’ll lead procurement activity from initial business need through to contract award and execution, ensuring compliance with procurement legislation and governance requirements.
Most procurements are delivered via established frameworks such as CCS, ESPO, and internal frameworks, although in the future you could also support open-market and negotiated routes where required.
Key Responsibilities
- Lead full end-to-end procurement activity across indirect spend categories .
- Develop procurement strategies, tender documentation, and evaluation processes
- Deliver compliant procurement exercises under Procurement Act 2023, PCR or UCR regulations
- Manage multiple stakeholder groups
- Run procurement activity via frameworks, call-offs,
- Support governance, approvals, reporting, and commercial documentation
- Ensure transparency, compliance, and value-for-money outcomes
What They’re Looking For
- Recent end-to-end public sector procurement experience
- Strong indirect procurement background — ideally professional services
- Experience working under Procurement Act 2023, PCR, UCR or Find a Tender
- Familiarity with frameworks such as CCS, ESPO or similar
- Strong stakeholder management and influencing skills
- Experience managing multiple procurement projects concurrently
- Background within public sector, utilities, regulated industries, or major programmes
Ideal Backgrounds
You may currently work within central government, local authority, NHS, utilities, infrastructure, transport, universities, or regulated procurement environments where they will be procurement professional services under the Procurement Act 2023 and inline with Utility Contract Regs (UCR) or Public Contract Reg (PCR)
