Are you an experienced Transport Planning professional with transport modelling experience and interested in working on Europe’s largest infrastructure project HS2, with the most demanding Environmental Impact Assessment for a scheme of its kind, this role will set the bench mark for future policy for major projects in the UK.
The Lead Transport Planning Analyst required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. The role sits within a dedicated Transport Planning Team at High Speed Two, who are responsible for assessing and managing traffic & transport (vehicles, flow of people) during construction and end state railway ensuring transport risks & the affects on communities are mitigated and in line with the obligations set out within the Environmental Impact Assessment; HS2's hybrid bill.
Job Purpose
Provide strategic and technical direction on transport analysis matters across all HS2 activity and phases, and in particular in relation to scheme design and traffic and transport assessment. Lead the development of HS2 transport assessment related analysis, in support of previous and future hybrid Bills. Lead analysis to support assurance of design and physical deliverables, and provide assurance that HS2 has met its obligations.
This is varied role with a wide scope working right across the High Speed Two programme (140 mile) assuring the transport analysis & assessment both during construction and for the operational railway, assuring the transport assessments provided by the main contractors & their consultants for all the major construction contracts principally the Main Works Civils, Stations (including flow of people inside and out of the station) & Rail system contracts. Will require a technical understanding of transport modelling techniques to properly assess the modelling provided by consultants and when occasionally required do the modelling themselves.

The office location is Birmingham Snowhill or London Euston (your choice) they operate a flexible hybrid working model with plans to be working 2 days a week from the office. Birmingham £65 – 71,160.00 + Pen (6:12) + health + 25 days (Potentially up to £74,718)
London £75 – 80,760+ Pen (6:12) + health + 25 days (Potentially up to £84,798)
Duties & Responsibilities
- Lead transport analysis activity including transport modelling and forecasting for scheme design (highways and stations) across all phases and stages of the programme
- Provide oversight and technical authority to the development of traffic impact assessments, in support of both future Transport Assessment and compliance with Environmental Minimum Requirements and Undertakings and Assurances.
- Provide expert advice on the methodological approach to fulfil the analytical requirements of the Environmental Statement and Transport Assessment, working closely with Lead Transport Planner.
- Lead assurance of transport planning and analysis as it relates to HS2 and other related projects, and in reference to HS2’s own internal guidance and standards.
- Lead the development of policies, strategies and standards that will ensure that HS2 meets its obligations and delivers credible and coherent transport solutions.
- Manage transport planning and analysis activity, including the management of direct resource, resources deployed across the phases and across the Professional Service Contractors (PSC) and contracting teams.
- Support the Head of Transport Planning in setting delivery strategy and developing the functional requirements of the Transport Planning discipline.
- Develop and manage relationships with external stakeholders (TfL, DfT, TfN etc.), industry partners (NR etc.) and technical bodies and institutions on transport planning and analysis matters related to the HS2 scheme.

Required Criteria
You will be an experienced transport planning professional with transport assessment experience coupled with good understanding of transport modelling techniques and principles, with experience with working on large infrastructure schemes working under Planning Acts such as HS2 Hybrid bill or DCO orders.
You will be an excellent communicator capable of communicating and advising across HS2, supply chain (contractors), local authorities, on occasion might have to assist with public forums.
SKILLS
- Ability to address and resolve complex multi-dimensional transport planning and analysis issues, including relationships with other technical disciplines, HS2 contractors/consultants and external stakeholders
- Define complex analytical requirements and able to interpret key messages within a wider business context.
- Able to provide specialist technical leadership on discipline-specific scientific, technical, and engineering principles to project development / delivery teams
- Able to provide technical and commercial management skills to support project development / delivery teams
- Ability to consider the needs and wishes of all transport users, including those with protected characteristics as per the Equality Act 2010
- Ability to influence senior internal and external stakeholders
- Apply principles relating to standards, safety, and the environment and able to articulate to others
KNOWLEDGE
- Understanding of relevant transport data and assessment techniques in the development and evaluation of transport schemes
- Knowledge of the specification, interpretation and limitations of transport modelling and forecasting, including pedestrian planning, highway, and public transport modelling for both strategic and local assessment
- Knowledge and understanding of the policy framework within which transport schemes are developed, assessed, reviewed, and financed
- Understanding of the Regulatory/Legislative Framework relevant to HS2
- Knowledge of the transport interactions with and requirements of related environmental topics and engineering disciplines, including construction and logistics
- Knowledge of major scheme design processes and the requirements of the hybrid Bill
