Description
Are you an Ass QS, Quantity Surveyor OR Graduate QS with NEC3 Contract experience working on civils/infrastructure projects and are ready to move to Ass Commercial Manager working on Europe’s largest infrastructure project?
 
2 Assistant Commercial Managers are required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK.  Working directly for the client organisation on the project working on a landmark Main Works Civils contract valued in excess of £4bn (NEC3 Option C).  Working on Phase 1 of the project, which, is valued c£60 billion has 10 years left to run, excellent opportunities for development and progression. 
 
As Assistant Commercial Manager you will be responsible for supporting the delivery of commercial activities within the Delivery teams working on this large civils NEC3 Option C Contract. The role works alongside the supply chain and contractors within the development delivery teams, assuring and supporting their commercial activities.
 
The Assistant Commercial Manager will mainly work post contract within the delivery teams on the HS2 Contract and are tasked with supporting contract administration of the contract – supporting the Commercial Manager in all commercial activities such as Compensation Events, Applications of payment, reporting etc.
 
Working on EKFB – 80km of main works civils includes:
Major £4 billion civil engineering main works contract.  EFKB will deliver 80km section of the new high speed rail link between the Chiltern Tunnel and Long Itchington Wood. The scope of the works includes 15 viaducts, 6.9km of green tunnels, 22km of road diversions, 81 bridges and around 30 million cubic metres of excavation.  Engineeirng highlights include - 3 span 60m Oxford Canal Viaduct, 2.7km Greatworth longeset green tunnel on the project, bat protection tunnel arched structure will span four tracks and will be the first of its kind in the world over a railway.
 
Progression Opportunities
 
HS2 already have a superb reputation for progressing from within highlighted by the fact 45% of all vacancies are filled internally. With 3 to 4 year left on the Main Works Civils the successful candidates will move onto one of the Rail System Contracts which includes work packages such as - £550m Rail Depot, £1.2bn Signalling Contract, £500 M&E systems package and £300 Overhead Catenary System to name a few, projects are going onto 2030/1.  There are also huge opportunities to develop quickly to Commercial Manager level – Salaries £60 -70,000.

 
Work Situation – Hybrid
There is a flexible hybrid working model working 2 days a week from the office/site.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based from the office more you can.
 
You can be based from any one of the following office location:–Milton Keynes, Southam, Brackley, Aylesbury, Cultvert or High Wickham.

Commercial Manager               £40 – 47,000 + Pen(6/12) + 25 hols + health (Ideally up to £67k)
 
Next promotional step is Commercial Manager - £60 – 70,000 + pkg

Duties and Responsibilities
Post Contract
  • To be responsible for supporting the delivery of contract management of the contracts to maintain effective commercial control.
  • To be responsible for supporting the administration of the obligations of the Project Manager under the NEC3Contract.
  • To be responsible for supporting the valuation of variations and compensation events.
  • To be responsible for supporting contract payments assessment.
  • To be responsible for supporting the review and analysis of supply chain monthly reports.
  • To be responsible for supporting the input into contract level performance information into monthly MBR reports.
  • To be responsible for supporting the settlement of supply chain disputes.
  • To be responsible for supporting estimate reviews (at all stages)
  • Actively promote and embed Equality, Diversity, and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.
 
Candidate Overview 
Qualified Ass QS, Graduate, Quantity Surveyor etc from a Quantity Surveying background with either Client, Consultant or Main Contractor experience.  Ideal experience will be working on major Rail Infrastructure but happy for someone with either Heavy civils, utilities, Infrastructure or indeed construction background (schools, universities, airports etc) and have had some experience administering NEC3/4 contracts (any type) including (Compensation Events) and with  appreciation of assurance & governance.
 
Key Behavioural – Self Starter, appetite to Develop & learn, excellent communication and collaboration skills, a track record of personal development, organised and driven.

  • Ability to demonstrate an understanding of common commercial policies, processes and procedures.
  • A knowledge of contract, commercial and risk management methods
