Description
Are you a Project / Programme Manager with experience and interest in Digital Engineering (Digital Twin/BIM/GIS/Asset Information) in the built environment?  Want to contribute to High Speed Two groundbreaking Digital Engineering programme which alongside a whole host of other capabilities is to develop and deliver a Digital Twin that can help build, operate and maintain the end state HS2 railway.

Digital Programme Manager is required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. The role sits within the dedicated Digital Engineering department at High Speed Two reporting directly to the Head of Digital Engineering.

Working on Phase 1 of the project, which, is valued c£60 billion has 10 years left to run, excellent opportunities for development and being involved in first of its kind work.

Job Purpose
The role will contribute to the effective delivery of HS2 Digital Engineering Strategy across the business through planning, managing and delivering the overarching Digital Engineering programme. They will ensure the required capabilities are in place within the specified timescale and to a professional quality and that the complex nature of the programme is managed effectively. As part of a wider Digital Engineering Benefits Realisation Framework they will demonstrate that the capabilities delivered have achieved the benefits intended. They will also work with relevant business functions to capture and feed relevant requirements into the Digital Engineering programme, operating at a strategic level and getting into the detail to make things happen when required.

Programme Managing the overarching Digital Engineering programme working within a team of 16 (including Head of Digital Engineering, GIS Lead, Asset Data Lead, Digital Strategy Manager, Bim implementation Mgr etc) with touch points across almost the entire HS2 organisation this is an ambitious, highly complex programme where the ability to deliver and work with significant ambiguity is essential alongside stakeholder managing in a complex matrix environment.  There are multiple projects some which will be delivered via agile, waterfall or indeed no structured methodology.

The Programme Manager will be responsible for managing programme process, finances, budgets & reports.  Looking for someone to take a tight control of the finances, mange budgets actual vs predicted alongside producing business cases and influence finance to secure future budgets.

This role works alongside Digital Engineering Senior leadership team and has wide visibility across the organisation the last incumbent has just promoted to a Head of Role in another department highlighting the excellent promotional opportunities.

Work Situation – Hybrid
The office location is Birmingham Snowhill or London Euston (your choice) they operate a flexible hybrid working model with plans to be working 1 or 2 days a week from the office.  Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Salaries
London             £60 – 65,580 + pen (6:12) + 25 hols – Potentially up to 68k for the right candidate
Birmingham       £60 – 61,140 + pen (6:12) + 25 hols _ Potentially up to £63,500 for the right candidate
 
 
Duties & Responsibilities
  • Plan and manage the Digital Engineering programme of activities using appropriate maturity management models, including P3M3 to ensure complex nature of the programme is managed effectively
  • Manage and deliver the Digital Engineering programme of activities using a combination of agile and waterfall project management methodologies
  • Work with the Digital Engineering Strategy Manager to develop and maintain an up to date capability roadmap, in-line with HS2’s objectives, including clear capability drops in achieving HS2’s vision of a Digital Twin
  • Establish and manage a matrix that shows the linkage between capabilities, programme activities and associated benefits and demonstrate the capabilities unlock cost savings in-line with Digital Engineering’s Benefits Realisation Framework
  • Develop and maintain a set of KPIs to ensure effective delivery and management of the programme
  • Work with the Digital Engineering Leadership Team to coordinate multidisciplinary tasks and assign individual responsibilities
  • Contribute to HS2 programme plan and work with Project Controls, IT, and other related business functions to and ensure alignment with other similar or related activities
  • Prioritise activities, providing monthly reports for ID as well as other related functions, managing dependencies, issues and risks of a dynamic multidisciplinary team
  • Implement a robust governance structure and appropriate change controls to capture and assess business requirements and feeding relevant activities into the Digital Engineering Programme
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
 
Candidate Criteria
Looking for a Project / programme manager who has a track record of successful delivery alongside has experience and knowledge of Digital Engineering in the built environment. And ideally project managed digital engineering (BIM/GIS/Asset Information) programmes such as Digital Twins on infrastructure / building programme / projects.

Possible programmes include – Network Rail Digital Railway, Hinkley Point (digital twin), digital roads for the future etc

Will have strong Project Management skills set - progamme & financial planning, change control, stakeholder management & excellent communication skills.
