- Senior PMO Manager is required working within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The role is placed within The Euston Partnership which is a non-corporate collaboration between Network Rail (NR) Infrastructure Limited and High Speed 2 (HS2) Ltd, under sponsorship from the Department for Transport (DfT) to optimise outcomes from the estimated £7.5bn public investment in Euston.
Firstly, this is not a mundane PMO role where the successful candidate will be simply churning out lots of MI data. The Euston Partnership is an integrator providing Future Horizon Scanning (6 month look ahead) for this unique Programme. Not performance or cost monitoring for instance. Taking information from the partners (HS2, Network Rail, Lendlease) such as Benefit Realisation, Social Impacts, Sustainability, Risks, opportunities etc and presenting that in one place and ensuring no clashes or contradictions.
Key Aspect - The successful candidate will be a Relationship builder able to form relationships with senior individuals across multiple organisations (HS2, Network Rail, DfT, Lendease, HS2 Joint Ventures). You will be able to articulate a compelling narrative from the data informing the key stakeholders.
Role Overview:
Working within the Strategy & PMO team of 5 within The Euston Partnership (TEP) reporting to the Strategy & PMO Director. The Senior PMO Manager will be accountable for monitoring delivery against The Euston Partnership (TEP) programme milestones, reporting and escalating issues. This role will lead on integrating the project baseline across scope, time, cost, risk and quality for a number of complex and high-value development and delivery areas of the OneEuston programme.
Progression & Development
The opportunities for progression and development are a huge, firstly the role reports to Strategy & PMO Director who you will be deputising for and likely successor. Working in a small but senior team which is working on a £7.5bn development of Euston working with industry leaders across multiple organisations (HS2, Network Rail, DfT, TFL, Lendease) this can be a career defining role.
Work Situation – Hybrid
The office location is London, Euston and they operate a flexible hybrid working model working 4/5 days a fortnight from the office - so 2 /3 days a week. Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Salary £75,000 – 85,000 + Pen(6:12) + 25 days Hol (mid-point signed off £80,760)
Duties & Responsibilities
- Ensure alignment to HS2/Network Rail Project Controls systems with latest information and data.
- Monitor delivery against programme milestones, reporting and escalating issues.
- Identify programme conflicts and interface opportunities.
- Oversee the maintenance of key control products (risk register, benefits baseline, etc).
- Advises Euston Area Director on trade-off opportunities and cost impacts based on Integrated Programme.
- Advise on compliance to the sub-set of requirements for each component project to ensure integration of the OneEuston projects.
- Manage the processes for benefits realisation over time, including reporting requirements (using existing capability at HS2 and Network Rail).
- Accountable for managing and maintaining the integrated programme plan and baseline.
- Manage the reporting requirements across the TEP programme to HS2 and Network Rail organisations, but also developing a single source of truth across the Euston Campus.
- Collate cost information across the OneEuston programmes to develop a pan-Euston cost baseline, reviewing and validating information received, ready for supporting TEP reporting. Ensure the mitigation of risks is being carried out by maintaining the strategic and programme risk registers and ensuring a risk escalation process is in place.
- Maintain an interrelated OneEuston programme plan showing dependencies between the major programmes and ensure a deconflictions and escalation process is in place to escalate schedule delays or conflicts.
- To be responsible for understanding, managing and communicating to complex stakeholder groups.
- To be responsible for being the escalation point for the programme and understanding the interdependencies with TEP deliverables.
- To be responsible for providing mentoring, guidance and support to direct reports.

Candidate Criteria
Looking for a Senior PMO Manager who has set up or made improvements to an existing PMO function and understands what a good PMO looks like. You will have superb relationship management skills and ability to influence and communicate with senior members of staff across multiple organisation all with slight competing needs. You will have a good awareness of Project Controls & Project Management skills set (understand change & risk). You will have developed Continuous Improvement Plans for a PMO and driven through those improvements. Open to people from a range of industries not just Rail or infrastructure.

- Influencing and negotiation skills – including the ability to influence a wide network of senior colleagues without direct line management control to deliver objectives and action plans as a senior individual contributor
- Relationship Management
- Analysis Skills – including the ability to develop, interpret and analyse inter-related sources and complex information to produce succinct reports and recommendations to inform decision making for senior leaders
- Business Judgement skills – including attention to detail, thoroughness with an ability to make sound judgements and recommendations to peers and leadership team
- Programme and project management awareness – please note not looking for a delivery focused Project Manager
Knowledge:
- Knowledge of the core Project Management disciplines – understand Change & Risk
- Practical experience in developing and managing plans
- Knowledge of risk management, business impact analysis and contingency arrangements.
- APM qualification or equivalent would be useful
Type of Experience:
- Experience setting up or improving existing PMO’s in any sector – Should know what a good PMO looks like – Develop Continuous Improvement Plans
- Project Controls awareness
- Awareness of Project Controls systems such as P6, Microsoft project etc
- Experience of managing and/or influencing governance forums including Executive boards, partnering boards, collaboration boards, local/regional political stakeholders and Joint Venture partner boards with delegated decision-making powers of multi-millions of pounds.
