Description
Interim Programme Manager is required to for a 12-month contract & 1 Permanent Programme Manager working within the Land & Property team for the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. 

The Programme Managers will be responsible for the programme management and successful delivery of land requirements for Phase 2a – this principally looking at the land acquisition programme which is a wide-ranging complex programme interfacing with technical property experts such as: land assembly & land acquisition experts and HS2 technical property supply chain.  You will be responsible for the programme management and successful delivery of land requirements for an Area within Phase 2a; to own the relationship and interface with the relevant Construction/Delivery team & report to executive level.

The role is to manage a wide mix of stakeholders, technical specialists, commercial/finance, senior executives working within a very complex matrix environment where there is significant ambiguity where requirements and priorities regularly change, requiring flexibility and a pragmatic delivery focus.

The Programme Manager will be supported by Project Controls and Commercial team so the main focus of the Programme Manager is to ensure the programme is met, resolve problems / blockages by consummate stakeholder management and a pragmatic delivery focus to resolve issues quickly and efficiently or ideally before they happen.  In addition, the Programme Manager will be use to producing and presenting project overviews, should have experience producing helicopter reviews suitable for senior executive consumption (1 page dash boards).

Successful Candidate
The Interim Programme Manager will have Land & Property experience with a track record of delivery in complex matrix environments, liaising with technical experts and senior executives on a programme with significant ambiguity where requirements & priorities often change.  They will have superb stakeholder management skills with evidence examples alongside reporting and presenting to senior executives (one page dash boards).

However, for the permanent Programme Manager will consider someone from a range of backgrounds such as: Construction, IT, Engineering, Management Consultancy but if no land & property experience must have a track record delivering a programme in an area with no previous expertise.  Also for the perm role will consider a Project Manager who is ready to take the next step up to Programme Manager.


Work Situation – Hybrid
The office location is Birmingham, Snowhill and they operate a flexible hybrid working model working 4/5 days a fortnight from the office - so 2 /3 days a week.  Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
  • Acting as Land & Property’s relationship manager with Phase or Area Construction/ Delivery; working with Project Directors to agree Area wide strategies and priorities
  • Leading Land & Property’s programme of delivery of land and utilities access, acquisition, possessions and hand back in a matrix environment, to meet the needs of the Construction/Delivery programme; coordinating across the Land & Property acquisition and land assembly teams to address resource, commercial and other delivery issues
  • Ensuring that change generated from both the Construction/Delivery teams and Land & Property teams is managed; including scope changes that drive different land requirements and property cost changes that impact on the affordability of the project
  • Providing robust reporting on the progression of Area level deliverables to the Programme Delivery Board and where required more broadly within HS2, on a routine and ad hoc basis
  • Ensuring that Land & Property programme plans are developed, maintained and analysed in order to identify and mitigate delivery risks
  • Identifying and ensuring that appropriate mitigating actions are implemented to address potential milestone slippages and escalating issues to the Phase Programme Lead as required
  • Interfacing with other HS2 functions including central PMO, community engagement and health, safety and security to ensure the achievement of the broad suite of objectives in relation to the delivery of land
  • Management of compliance with and discharge of Undertakings and Assurances.
  • Ensure compliance with the established Data and Information Management responsibilities (e.g. Share point folders etc).
  • You will be expected to actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI
  • Adhere to HS2 Ltd’s Health and Safety policies.

Skills:
  • Programme management skills including the ability to deliver complex and changing requirements
  • Ability to identify programme level delivery risks and work with groups of stakeholders to test the relationship between cost and programme in order to determine mitigation plans
  • Communication skills, including managing stakeholder relationships and the ability to adopt different styles with different stakeholders
  • Ability to present strategies and solutions through papers, reports and presentations
  • Able to recognise commercial risks and supply chain behaviours and determine appropriate strategies to maintain delivery
  • Analysis skills, particularly in relation to delivery programmes, cost and risk
  • Ability to assess financial risks, budgets and forecasts and set the direction for how to handle time/cost/quality issues
  • Ability to work effectively across teams and lead delivery through matrixed relationships
  • Innovative and critical thinking skills with relation to managing programme deliverables and competing priorities

Knowledge:
  • Knowledge of best practice project and programme management techniques
