IT Programme Manager (Senior System Delivery Manger) is required for 6-month interim contract working within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. Contract Extension highly likely possibly for 2 years.
The Programme Manager will be the lead for delivering a number of projects within the Land and Property Continuous Improvement (CI) programme. Working closely with IT and other key partners, they lead on developing and supporting new systems which enable the entire directorate to work more efficiently and effectively. This is a whole set of transformation projects around lessons learnt from the Property Acquisition programme on Phase 1 of HS2 to bring about quicker delivery, process improvements, improved user experience for Phase 2b and Phase 2b Land Acquisition programmes.
The Programme Manager will have business oversight on the projects, ensure workstreams are being delivered to schedule & scope and manage the business Stakeholders. The main project is a Data upgrade to Microsoft Dynamics 365 – there will be a Project manager from the IT department delivering this project and the Programme Manager will provide the business oversight; being able to ask the right questions of the IT department to ensure successful delivery (the Project manager will be answerable to the Programme Manger in terms of the Matrix reporting lines).
In addition, there will be 2-4 smaller non- IT business process improvement projects – this is based around looking at lessons learnt from the original Property Purchasing programme which happened on Phase 1 of HS2 and where they can be process improvements, efficiencies in order to deliver the Property Purchasing programme for Phase 2a and 2b quicker, more efficiently and improving user experience. As you can imagine purchasing people property often via compulsory purchase orders are contentious and so improving the process and embedding in lessons learnt is essential.
Must Have’s for the Role
- IT Programme/Project Manager experience
- Experience and demonstrable successful delivery of IT programme in complex organisations.
- Demonstrate excellent Stakeholder Management experience.
- Experience & understanding of a range of delivery methodologies (Prince, Agile, Srum) and when to best deploy them.
- Business Analysis experience (BA) – Business analysis, requirements gathering, gap analysis – a real plus
Working Situation – Hybrid
Role is office based from London Euston or Snowhill, Birmingham coupled with Hybrid working – expectation is to work 1 day a week either from Birmingham or London and the rest of the time working from home.

- Provide a professional project management service
- Drive embedding and adherence to agreed project standards, that includes templates, tools, governance, planning, reporting, budget tracking, document management, resource management, change control and RAIDs
- Ensure that the project maintains appropriate monitoring processes to ensure accurate and effective reporting, critical path information with clear escalations as required
- Manage the periodic review of L&P data and delivery of enhancements where required
- Lead requirements capture exercises for integrated data solutions and process developments that are driven by business needs
- Manage the L&P directorate’s data models, data schemas and business data glossary
- Develop and manage a data assurance plan, making certain that assurance and monitoring activities are undertaken to maintain a high standard of data quality
- Support systems delivery and business change as required.

Candidate Criteria
Looking for a IT Programme Manager with a track record of delivering IT programmes in complex matrix organisations with complex/tricky stakeholder management landscape, You will have experience of multiple delivery methodology and understand when best to deploy them, In addition experience with Business Analysis (BA experience) would be beneficial particularly around requirements gathering, requirement definition.

Knowledge:
Understanding of the project lifecycle, that includes best practice PRINCE and AGILE and SCRUM methodologies, tools and techniques
Understanding of data and systems, especially integration of data and process between systems
Knowledge of business process modelling techniques
Understanding for the implementation of data governance frameworks, procedures, activities and controls
Knowledge of best practice data management, specifically with data quality standards, measurements and monitoring
