Description
Working within the Test & Commissioning Department of HS2, reporting to the Lead Test & Commission Engineer - this role is the Number 2 in the Test & Commissioning department with superb opportunity to develop into to the lead role in the future.

High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester is seeking a Senior Systems Integration Facility Engineer whose role is to ensure that the HS2 Systems Integration Facility is specified, designed, procured and implemented successfully as an overall part of HS2’s testing and commissioning strategy. Working within the infrastructure directorate, the Engineer will be the standard Authority for the System Integration Facility and reports to the Lead Test & Commission Engineer.
 
System Integration Facility will enable the various systems such as: Stations building control, signalling system, train control systems etc. to be tested to ensure the software developed is working and configured correctly and importantly the systems interface and integrate between each other.
 
The Senior System Integration Facility Engineer after specifying the requirement of the facility will be in charge of the procurement of the building, computers and test systems to set up the facility.  Then will be in charge of managing the test facility, supervising the contractors and suppliers who will be testing the hardware & software of the associated system.
 
The System Integration Facility will give HS2 and its suppliers an opportunity to test, improve and perfect concepts before they are made reality in the operational railway.  The Senior System Integration Facility sits within the Test & Commissioning Team, currently this team is made up of 3 individuals though this will grow to over 50 very quickly meaning the opportunities for development and progression within the department is huge.
 
Dimensions of Role
 

  • Job holder will have a significant impact on the ability of HS2 Ltd to meet its obligations defined in the Sponsors requirements to reduce risks of in situ testing for the overall T&C schedule.
  • The job holder will have a significant impact on the testing of sub-systems associated with the provision of railway system, rolling stock, stations and infrastructure across the programme. This testing will be a part of demonstrating systems integration and the overall functionality and capability of the railway.
  • The job holder will develop the System Integration Facility (SIF) to meet the systems integration requirements of HS2 and that of the supply chain who need to use the SIF. The role will involve the management of the SIF, including access, logistics and commercial management.
  • Budget management responsibility for Professional Services Consultants (PSC’s) who are supporting the SIF.
 
 
Working Situation
Due to the pandemic the role is initially based from home and then will be either Birmingham (Pref) or London Euston based.  HS2 are a flexible employer, and they will be an element of flexible working on offer.
 
Salaries
London (pref)                £75 – 81,000 + pen (6:12) + 25 hols
Birmingham                   £65– 72,000 + pen (6:12) + 25 hols
 
 
Duties & Responsibilities
 

  • Work with the Testing & Commissioning lead to develop the plans, processes and
    procedures for the Systems Integration Facility as a part of the overall testing strategy for HS2;


  • Lead the specification development and procurement of the Systems Integration Facility;


  • Lead the build / fit-out and commissioning of the Systems Integration Facility;


  • Work with the railway systems and rolling stock supply chain to build a detailed
    test plan for the utilisation for the Systems Integration Facility;


  • Manage the logistics and facilitate testing within the Systems Integration Facility for the supply chain to meet the overall needs of the HS2 test plan and achieve the goals of systems integration;


  • Act as the HS2 witness for testing within the Systems Integration Facility;


  • Collect information and test data from the testing in a format suitable for V&V assurance.


 
 
Required Criteria
Interested in both a Test & Commissioning Engineer who has previously used a Test Facility & understands how it can be planned and run or someone who has managed Systems Integration Test facility working within the rail industry perhaps for a train / rolling stock manufacturer (Siemens, Bombardier, Hitachi) or a client organisation (Network Rail, Crossrail, TFL)  or any other company/consultancy who set up a testing facility / Signalling Lab.  They would also consider someone who has set up a similar facility within another complex engineering environment such as Nuclear, aerospace, defence etc, however, given complex rail systems being tested Rail and particularly rail systems experience would be beneficial.
 
 
Skills:
 

  • Able to provide specialist technical support and leadership on discipline-specific
    scientific, technical and engineering principles to project development / delivery teams, but knowing when to seek further guidance from other Subject Matter Experts or others.


  • Capable of being a Standard Owner, working under the guidance of the Standard Discipline Owner.


  • Meets minimum CPD requirement for professional institution every year.


  • Able to provide technical, commercial management and leadership skills to support project development / delivery teams, working under supervision of line manager (or delegate).


  • Ability to communicate most discipline-specific technical ideas to colleagues, based largely on examples of application.


  • Ability to apply many principles relating to standards, safety and the environment and able to articulate the rest.


  • Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from other Subject Matter Experts or others.

 
 
Knowledge:


  • Applicable UK construction regulations including CDM requirements.


  • The application of the Common Safety Method (CSM) for risk evaluation and
    assessment.


  • Understanding of the Regulatory/Legislative Framework relevant to HS2


  • Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.


  • Knowledge restricted to own discipline


  • Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience.

 
Type of experience:
 

  • Experience in managing multi-disciplinary engineering and safety standards, activity on large complex major projects/ programmes within a complex infrastructure delivery programme.
 

  • Experience of managing competing project and engineering demands, with cost and schedule implications.
