Job Overview
As Senior Delivery Sponsor working for the client organisation on the UK's High-Speed Rail, This role is accountable for leading the HS2 Ltd Sponsorship Directorate’s accountabilities for at least two critical delivery packages on Phase 1 – Rolling Stock & Rail Systems. Reporting to the Head of Delivery Sponsorship.

The accountabilities are leading the relationship with the Department for Transport (DfT) on issues that relate to the relevant delivery packages, supporting the delivery of key work packages within the HS2 programme and owning and managing change to the consolidated set of programme requirements for the relevant delivery packages. In addition, the Senior Delivery Sponsor will contribute to the effective overall Sponsorship of the programme through communication and coordination of key work areas across the Delivery Sponsorship Team.

The role sits within the Chief Financial Officer Directorate but has touch point across the entire organisation and especially within project & programme delivery where they will be the interface with DFT solving issues and risks & seeking approvals for changes in the programme which could be in the £100’s of million.
Duties & Responsibilities
  • To be responsible for leading the delivery of the Sponsorship Directorate accountabilities for at least two critical delivery packages, proactively building and maintaining senior level relationships with DfT and the relevant delivery Directors within HS2 Ltd.
  • To be accountable for supporting the Head of Delivery Sponsorship to effectively prioritise and plan the work of the Delivery Sponsorship Team across all key business priorities, managing trade-offs and conflicts.
  • To be responsible for leading all sponsorship activity for the relevant workstreams, ensuring that the Delivery Sponsorship Team is able to act as the single gateway into HS2 Ltd for DfT and Government for all Delivery Sponsorship matters, establish and maintain credibility with HS2 Ltd development and delivery leaders, and maintain formal and informal dialogue with Government officials.
  • To be accountable for ensuring DfT requests for information are responded to, coordinating input across HS2 Ltd, protecting HS2 Ltd development and delivery teams from ad hoc engagement and ensuring consistent and joined up responses.
  • To be responsible for facilitating discussions between technical or subject matter experts in DfT and HS2 Ltd as needed to address delivery issues or risks.
  • To be accountable for ensuring decision-making on key DfT approvals (e.g. major procurement approvals) happens in line with the HS2 schedule, striving for timely decisions.
  • To be responsible for holding the relationship for Sponsorship with the relevant Client Director or other Director as appropriate, proactively supporting and constructively challenging them and their teams in order to understand progress and anticipate issues.
  • To be accountable for providing proactive and timely support to delivery teams as they progress with delivery to ensure that the cumulative impact of ongoing day to day decisions means the programme remains on track to deliver requirements.
  • To be responsible for leading the resolution of issues or conflicts between requirements, to give space to delivery teams to maintain momentum and ensure they have a clear path to delivery, and engage in discussions with third parties when related to change of top-level requirements
5. Required criteria
The successful candidate will have experience of working in a Senior Delivery Sponsorship role on large complex infrastructure programmes (e.g Network Rail, Highway England, LUL) managing high level relationships with organisations such as Government Department ideally Dft.  Experience being the link between Project delivery and the Dft (or similar Government client) - relationship management, managing risks & issues, managing changes to requirements and gaining approvals.  This is not front-end Sponsorship work but managing relationships and changes to programme & requirements during the delivery stages of major infrastructure projects.
