- Open to candidates from Project Management, Commercial Management Or ideally Project Controls with an understanding of Change, Risk & Reporting. Looking for Client or consultancy background could be from a range of backgrounds rail, infrastructure, Nuclear, Aviation, Finance, Energy, Oil & Gas, automotive etc.High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. This role is responsible for the development of the project baseline tracking Change, Risk & Reporting on Phase 1 of High Speed Two. Providing analysis of performance against the baseline and highlighting any trends or risks to support decision making. It will also support controls governance and change management to ensure all impacts to the baseline are assessed and managed.Working within the CFO (Chief Finance Officer) directorate, the role will report to the Head of Project Controls and the Senior Project Controls Manager. The role will be based in Birmingham, Snow Hill but initially working from home pandemic, however looking for someone who lives in daily commuting distance to Birmingham. The role will be responsible for Change, Risk and Reporting of various projects (tracking: cost, schedule, risk, earned value, change, engineering reporting - assembling) on Phase 1 (London to Birmingham)The successful candidate will have client or major consultancy background, please note we are are not looking for people with a contractor background. Candidates could be from any major complex project background such as Nuclear, Aviation, Finance, Energy, Oil & Gas etc. and must have experience or awareness of Change, Risk and Reporting. NEC contract experience may be helpful but certainly not necessary. The candidate should be system savvy but experience is not required working on specific system softwares (listed in Skills Primavera P6, Power BI etc. )SalaryLooking to pay £55 – 61,140 + Pen (6:12), however, if you are from a Project Controls background might be able to get a little more up to £64/65,000.Accountabilities:
- To be responsible for developing and maintaining an integrated baseline across scope, time, cost, risk and quality and track performance for project and contract.
- To be responsible for managing, supporting and co-ordinating project controls activities within the supply chain, for projects or contracts to assure the accuracy and quality of cost, risk and schedule information being captured.
- To be accountable for analysing the data & reports submitted and providing insights and trends on performance and risks to support decision making.
- To be responsible for managing the periodic correlation of schedule, cost, quality and risk to drive expedient programme delivery and manage performance whilst capturing and analysing cost data, including inputting cost data into data capture systems.
- To be responsible for reviewing supply chain programme submissions and updating client schedules.
- To be accountable for managing risks for a development or delivery area of the Programme, leveraging SME advice and technical knowledge from specialists to respond to project delays, issues and other challenges throughout the project.
- To be responsible for supporting and coordinating the change management process, ensuring impacts to the baseline are effectively assessed and managed.
- To be responsible for managing the co-ordination and communication of the Period reporting cycle ensuring compliance with the reporting life cycle and undertaking self-assessment of procedural compliance, sharing lessons and best practice within the Project Controls community.
- To be responsible for managing the assurance of Project Controls Data and ensuring adherence with Project Management Office (PMO) and Project Controls policies, processes and standards across development and delivery areas.
- To be responsible for providing functional line management, performance management and objective setting support to direct reports.
Skills:
- Prioritisation - Ability to define and prioritise objectives, analyse inputs, assess and challenging data, define strategies and support rationales.
- Influencing & Negotiating Skills - Ability to be assertive without causing unnecessary conflict.
- Effective verbal and written communication skills - Ability to present at Project level; Ability to confidently communicate on project controls updates and processes to project and supply chain teams, citing a wide range of examples of application; Ability to produce and present documents and reports to project and supply chain teams.
- Facilitation - Ability to manage workshops to solve critical problems and provide clear direction to team members on the actions needed to manage and mitigate any critical issues.
- Data analysis - Ability to analyse and interpret data and produce accurate timely and informative reports in multiple formats targeted to the needs of the audience
- Problem Solving – Ability to identify problems and review related information to develop and evaluate options and implement solutions.
Knowledge:- Knowledge of one or more of the core Project Controls disciplines, including; Change Management, Risk Management & Reporting
- Basic knowledge of baseline development and maintenance of baselines.
- Basic level of knowledge of the fundamentals of Project and Commercial Management including understanding of cost delivery, schedule targets.
Type of experience:- Experience in project controls on projects/programmes – or Project / Commercial Manager with a good understanding of Change, Risk an Reporting and keen to move into Project Controls
- Experience in one or more the core project controls functions, including; baseline maintenance, schedule management, cost performance, change management, risk management and performance reporting.
- Experienced in the management and control of key Project Controls systems (e.g. Primavera P6, Prism, CEMAR, Power BI etc. ) – Training will be provided but need to be Computer System savvy.
- Experience of facilitating and administering project performance reviews and presentation with stakeholders.
- Experience of managing and/or influencing governance forums including project change and investment boards with delegated decision-making powers.
