High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The Senior Traffic Management Engineer with the most senior technical authority for Traffic Management System within HS2, responsible for developing the technical standards, requirements and specifications to which the Traffic Management system will be designed and constructed as outlined in the Command, Control and Signalling strategy. The role reports to the Lead Command, Control and Signalling (CCS) Engineer.
The post holder can decide the following:- Makes decisions with respect to planning, prioritising and delivering Traffic Management & Rail Control Systems work for self.
- Makes strategic decisions based on sound technical judgement to offer robust, cost effective solutions to meet HS2 requirements.
- Make recommendations to governance panels on the best technical, cost effective solution to meet HS2 requirements
Duties & Responsibilities- Leading the engagement and management of stakeholders to ensure a holistic approach for development of engineering solutions
- Providing technical assurance for Traffic Management & Rail Control Systems
- Provide LoD Level 1 technical input against designated system
- Working closely with the wider operations and engineering disciplines to develop Engineering Asset Management and Control solutions that consider all relevant systems and sub-systems
- Lead the development of requirements, specifications and standards which deliver railway capability, while mitigating environmental impacts, within the programme and budget
- Lead the development of technical solutions involving proof of concept
- Act as the technical lead for commercially sensitive aspects such as tender evaluations
- Lead the management of technical risk for Traffic Management & Rail Control Systems works
- Providing technical expertise and advice relating to Traffic Management & Rail Control Systems to the wider project organisation and external stakeholders
- Manage engineering aspects of work packages and suppliers, as required.
Required Criteria
Skills:- Provides specialist technical support and leadership on all discipline-specific scientific, technical and engineering principles to those working directly with project development / delivery teams in area or phase.
- Capable of being a Standard Discipline Owner / Subject Matter Expert for area or phase.
- Exceeds minimum CPD requirement for professional institution most years.
- Provides technical, commercial management and leadership skills to support those working directly with project development / delivery teams in area or phase.
- Ability to communicate most discipline-specific technical ideas to stakeholders and colleagues, based on examples of application.
- Ability to apply the full range of principles relating to standards, safety and the environment.
- Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from other Subject Matter Experts or others.
- Able to articulate reasonable understanding of many other disciplines
Knowledge:- Applicable UK construction regulations including CDM requirements.
- The application of the Common Safety Method (CSM) for risk evaluation and assessment.
- Understanding of Traffic Management & Rail Control Systems and their relationship to railway operations
- Understanding of development, design and construction of similar Traffic Management & Rail Control Systems projects
- Application of technical standards, both national and international, which apply to Traffic Management & Rail Control Systems and railway system design and operation
- Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience.
Type of experience:- Development or delivery of Traffic Management & Rail Control Systems associated with modern railways or similar client organisations.
- Working as part of a multidisciplinary management team within a large, complex project
- Establishment of requirements and evaluation of proposed solutions
- Project planning and organisation to meet significant project deadlines including cost delivery and schedule targets
Key Dimensions of Role- Jobholder will have a significant impact on the specification and award of contracts associated with the provision Control, Command and Signalling (CCS) and TM systems, proportionally worth millions of pounds across all phases of the project. This represents a significant proportion of the scheme’s total value in terms of capital expenditure and will have a significant impact on the potential operational cost and business revenue
- The jobholder will influence whole life costs through works carried out while developing and specifying the system and through activities such as value engineering.
- The job holder will shape the technical solutions to meet the operational, technical and functional requirements of HS2 Traffic Management & Rail Control Systems
- No line management responsibility: works with a team Professional Services Consultancy staff and within matrix organisation structure to provide project deliverables.
- Budget management responsibility for Professional Services Consultants (PSC’s)
- Management responsibility for Professional Services Consultancy staff working on tasks associated with telecoms engineering tasks
