- JOB PURPOSE
To support the Head of Programme and Corporate Assurance in the development and management of the assurance strategy, leading specific implementation initiatives, and conducting reviews across the HS2 programme.
The Senior Corporate Assurance Manager manages a team of 5 Corporate Assurance Managers who undertake Assurance and Audit Activities across HS2 Corporate Controls (finance, procurement, H&S, HR etc). The role entails oversight and delivery of assurance activities ensuring HS2 Ltd as a corporate entity has the correct processes, policies & systems to adhere to and maintain ISO certifications combined with a risk based continuous improvement approach.

ROLE OF DIRECTORATE/DEPARTMENT
The Safety & Assurance Directorate sets the strategic direction, policy and standards for HS2 in relation to Health, Safety, Security, Environmental Management, Quality and Assurance. As well as providing assurance to the Executive and Board, leading major strategic projects and offering expert advice to the business, an important part of its remit is to develop a ‘Safe at heart’ culture throughout the supply chain which drives health and safety performance beyond current industry best practice.
The directorate is organised around six functional areas:
- Quality, Health, Safety and Environment Systems and Controls
- Safety Culture Development and Communications
- Corporate Health, Safety and Environment
- Security and Resilience
- Programme and Corporate Assurance
- Directorate Business Management
ACCOUNTABILITIES
- Support the Head of Programme and Corporate Assurance to gain agreement to an audit/assurance programme based on identified risk areas for HS2.
- Development of individual audit/assurance scope through communication with stakeholders
- Lead the programme of audits and produce/ review audit reports to ensure compliance with HS2 processes and procedures and thereby maintain consistency.
- Lead the HS2 Corporate Compliance team
- Liaise with and monitor the work of external audit and assurance teams to ensure HS2 receives value for money and agreed processes and procedures are adhered to.
- Support the Head of Programme and Corporate Assurance in developing the audit programme for the corporate control environment within the integrated assurance and approvals plan (IAAP). Work with the Head of IMS to assure all elements of the management system are subject to the necessary assurance to support the maintenance of our ISO certifications.
- Development of individual audit scope through communication with audit stakeholders, such as Environment, Technical and Health and Safety teams
- Review audit findings reports, escalate major issues or inadequate responses to the Head of Programme and Corporate Assurance and monitor the close out of audit findings to ensure that the improvements identified are implemented and that risks are managed effectively.
- Lead HS2 Corporate Assurance team, setting objectives, reviewing performance and ensuring that staff have the necessary skills and understanding to deliver the team's objectives.
- Identify, procure and monitor the work of externally sourced assurance resources, brought in to supplement the corporate assurance team, assuring value for money and agreed processes and procedures are adhered to.
- Lead the development of a robust, auditable and transparent assurance model which ensures that policies, processes and work instructions are developed to support the need to source, select, manage and deliver the diverse range of works, goods and services required by HS2
- Monitor UK Government initiatives and policies and EU Public Sector Procurement regulations to ensure HS2 is current and compliant in all HS2 related activity.

KNOWLEDGE
- Educated to degree standard or equivalent experience
- Professional assurance, internal control or audit qualifications or equivalent
- Knowledge of range of assurance activities, tools and techniques and their application
- Knowledge of best practice in project, programme and portfolio management
- Successful completion of IRCA Registered lead auditor course (5 day) for ISO 9001, IRCA
- Registered lead auditor or equivalent preferred
- Expertise in the implementation and on-going development of management systems, based on recognised standards such as ISO 9001, ISO 14001 or BS OHSAS 18001
- Membership of relevant professional body, such as the Chartered Quality Institute (preferable)
TYPE OF EXPERIENCE
- Experience of delivering assurance across a major programme, or a complex organisation, with multiple stakeholders
- Experience leading cross-functional teams to deliver common objectives in a matrix environment
- Assurance, internal control or audit experience within regulated corporate company
- Experience of planning and conducting internal and external audits in a regulated / safety critical environement such as - Infrastructure, Utility, transport, automotive, construction, defence, aerospace, pharmaceutical etc.

DECISION MAKING
The post holder can decide the following:
- Appropriate control requirements to deliver assurance underpinning decisions and approvals within the HS2 programme around cost, schedule, risk and benefits
- Risk-based application of the Assurance Strategy and Framework, it’s interpretation and implementation
- When to escalate findings or lack of action by areas of the business on audit reports
- Development of audit scope such that it is relevant and proportionate and will provide the appropriate assurance against key programme risks.
The following decisions are referred for approval:
- Decisions that would fundamentally challenge how the Assurance Strategy and Framework is interpreted and applied within HS2
- Decisions that have the potential to expose HS2 Ltd to a level of risk that is above the risk appetite defined by the Board
DIMENSIONS
- The role has an impact across the HS2 Ltd organisation through the delivery of specific projects/initiatives to implement and embed the HS2 assurance policy, strategy, procedures and reporting format
- The role holder will lead the provision of assurance support to project baselines (scope, cost, risk and schedule) and the Financial and Economic models which use this information, working with specialist assurance providers, both internally and from 3rd parties where required
- The role has no direct reports, but the role holder will be responsible for managing consultants engaged through the Risk and Value Management Framework to deliver specific projects and outcomes. Projects are likely to involve 1 – 3 consultants and will range in value from £20k to £100k
KEY CONTACTS
- The post holder will work on a day-to-day basis with a wide range of internal and external stakeholders, at all levels in the organisation, to provide assurance activity
- The post holder will also be responsible for liaising with external parties who are conducting assurance activities on the HS2 Programme, such as the DfT and NAO, and responding to their reports, and recommendations, as appropriate
- The role holder will deputise for the Head of Assurance in key meetings with DfT, IPA and Treasury
COMPLEXITY
- The role holder will provide advice and recommendations to senior leaders around assurance requirements, to support Board-level decision making. Values-based interpretation of areas of uncertainty and ambiguity will be critical to success.
- The role holder will be required to deliver cross-directorate assurance activities and drive actions/improvements in areas where they have no direct management control by providing effective leadership and engagement
- The role has cross-HS2 Ltd impact through implementation of the Assurance Strategy and Framework. Delivering an appropriate levels of assurance will mean the HS2 Board, DfT, Treasury and IPA develop trust and confidence in HS2 Ltd’s ability to deliver the strategic objectives and benefits
- The role will be expected to promote awareness of quality across HS2.
