- JOB PURPOSE
To manage a technical team and ICT interface ensuring the specification, assurance, configuration and integration of the HS2 BIM systems and tools are in line with the HS2 Information and BIM strategy to ensure a consistent and controlled version of approved asset and related information is maintained, shared and managed throughout the HS2 programm.
You will Support and administrate the HS2 Enterprise Geographic Information Systems infrastructure (data, application and web-tiers) to ensure system availability, security and auditability in line with software vendor and industry best practice.

- ROLE OF DIRECTORATE/DEPARTMENT
- Infrastructure Directorate (ID) acts as the future Infrastructure Manager and Network Operator for the HS2 infrastructure. ID also acts as Proxy Operator until West Coast Partner starts as Shadow Operator, subsequently integrating WCP requirements into the programme.
- Derive and maintain the technical standards for HS2
- Own the vision, and the operational concepts and strategies for the railway that will enable the benefits to be delivered, convert these into requirements and assures all verification & validation outputs.
- Set up the Infrastructure Management organisation and accept the infrastructure from delivery teams, maintaining the network through trial operations. ID is the System Integrator ensuring that specifications are integrated so that the system works as a whole.
- Deliver the Rolling Stock Programme.
- REQUIRED CRITERIA
Installing, administration and configuration of ArcGIS Server 10.3.1 and 10.6.1
· ArcGIS Portal at 10.6.1 implementation
· Administration and configuration of Latitude Georcortex to support web mapping and workflow development.
· Spatial Database on SQL Server 2008
· Web development skills, including: C#, SQL, PL/SQL, HTML, ASP.NET, JavaScript, CSS, SQL Server 2008+, Visual Studio 2010+, Team Services, Azure
SKILLS
- Design and delivery of solutions using a Service Orientated Architecture approach
- Design and delivery of RDBMS and NoSQL solutions
- Utilising and integration with a variety of Engineering design products, typical enterprise-scale Electronic Document Management Systems and Content Management Systems
- Software and infrastructure architecture design to industry standards
- Management of Enterprise-scale Geographic Information Systems
- Management of databases including but not limited to Microsoft SQL Server
- Communication skills – including internal and external stakeholder management
KNOWLEDGE
- Understanding of BIM and GIS, its benefits to major infrastructure projects
- Understanding of Government Digital Services framework and service design standards.
- Understanding of public and private Cloud service architectures, Microsoft Azure platform and associated infrastructure architecture.
- Knowledge of portals, integration buses, data warehousing, BI, data migration, workflow engines, document management.
TYPE OF EXPERIENCE
- Agile (or similar) project management experience specifically related to technology projects
- Experience of design and management of technical enterprise scale systems such as EDMS, GIS etc.
- Experience of using programming languages including but not limited to .NET, C#, Java, and Python

7. DIMENSIONS
- The role holder will manage a number of service contracts with a variety of technology vendors.
- The role holder will have responsibility for staff in a matrix structure, with at least 1 solid line report, and 2-3 dotted line reports.
- The role holder will be accountable for at least six core BIM systems comprising Asset Information Management; Design/Model Management; GIS; Visualisation Hub; Assurance Gateway; and BIM Upskilling Platform
