- Working on the High Speed 2 programme within the development of phase 2b (rail line from Crewe to Manchester and West Midlands to Leeds lines)
The Cost and Change Analyst will work within Project Controls and report to a Senior Cost Manager and make recommendations from analysing the effects of the Proposed Change on financial data through an understanding of cost drivers & systems, change management, planning & programming. Analysis involves the understanding of causes and effects and will make recommendations or resolutions based on findings.
ACCOUNTABILITIES
- Analysis of outputs from changes proposed and subsequent effect on cost models to support accurate reporting, benchmarking and analysis of HS2 infrastructure costs.
- Ensuring that the information received is harvested and inserted into the right change/cost systems, in order to drive the mechanics behind the systems for earned value and world class cost reporting.
- Draw onindustry best practice in the development and maintenance of HS2 cost systems to ensure consistent best in class approaches and decision making across all directorates.
- Provide support to the development of programme wide models including (amongst others) indirect costs, whole life, and prelims.
- Provides subject matter expertise to understand the impacts of proposed changes.

KNOWLEDGE, SKILLS, EXPERIENCE- The role involves engagement with other parts of the HS2 programme. This requires the ability to engage effectively with colleagues.
- Essential criteria:
- Understanding of the cost drivers that define a project and ability to convert engineering data into meaningful cost drivers.
- Quantity surveying skills and an understanding of the construction industry. Knowledge of cost systems.
- Ability to analyse effects of the proposed change on the financial data.
- Ability to analyse data and present as meaningful metrics.
- Strong communication and interpersonal skills and specifically the ability to present cost work concisely.
- Ability to interact effectively with colleagues in many different disciplines involved in HS2.
DESIRABLE CRITERIA- Working towards chartered status.
- Experience in infrastructure and/or the rail sector.
PERSON SPECIFICATION- Accurately & clearly interpret and articulate changes proposed, cost data and provide informative conclusions to allow effective decision making;
- Good understanding of data usage;
- Proven ability to successfully conduct detailed project/programme planning; and has experience of working with internal change management and cost systems.
DECISION MAKING
The job holder has the authority to make decisions within the boundaries of his responsibilities and accountability in role, both within the Programme & Strategy Directorate and cross Programme within HS2 Ltd as appropriate.

OTHER CONTEXTUAL
This role interfaces with multiple stakeholders within HS2 Ltd.
The output from this role feeds into the Business Intelligence and data analysis function of the company.
