- We are recruiting for an Interim Compliance Manager (Procurement & Contract Management) for an initial 6 months contract, likely to be extended working on for Phase 1 of High Speed Two.The Compliance Managerworks within the Procurement & Commercial function where you will be supporting the Contract Management Compliance Programme & Conflicts of Interest Management.
Future of HS2 & Phase 1
Phase 1 of the project, which, is valued c£50 billion has 10 years left to run & so the Procurement & Contract Management oversight will be vital throughout this time.
Reporting to the Senior Compliance Manager the Compliance Manager the role is responsible for developing, implementing and managing compliance related policies and procedures across the Contract Management lifecycle. In addition compliance management of the conflicts of interest within the HS2 team affecting procurements and contract management.
The Compliance team role is to check the processes in place are robust, effective and that Procurement and Contract Management team are following the process.
Work Situation - Hybrid
The office location is Birmingham Snowhill they operate a flexible hybrid working model working 2 days a week from the office - so 2 days a week. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Interim Compliance Manager £500 – 550 A DAY INSIDE IR35
Duties & Responsibilities
- To be responsible for managing an independent and challenging approach to support production of consistent documentation across all procurements and ongoing commercial management activities, that follow the relevant policies and procedures. In turn ensuring a smooth transition through the HS2 governance & assurance models.
- To be responsible for managing and undertaking compliance reviews including recommendations for improvement, escalation as appropriate, and to ensure compliance with Procure to Pay Control Framework and Commercial policies and processes.
- To be responsible for developing and implementing conflicts of interest procedures to ensure staff and suppliers are aware and compliant with related policy and procedures.
- To be responsible for acting, where requested, as Secretary for the HS2 Conflicts of Interest Panel and as point of contact for the reporting, registering and monitoring of all potential/actual conflicts of interest and gifts & hospitality.
- To be responsible for producing written and verbal reports for the Senior Compliance Manager and Procurement & Commercial Directorate leadership as required.
- To be responsible for managing the delivery and analysis of cost verification services, taking a risk based approach to the assessment of cost and payments managed within integrated delivery teams.
- To be responsible for supporting the delivery of change initiatives from identification through to implementation and embedding.
- To be responsible for developing, implementing and managing processes to identify and record Procurement, Supply Chain and Commercial risks, protecting HS2 and the commercial programme from key risks.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work. Support and comply with all organisational initiatives, policies and procedures on EDI.
Candidate Specification
Ideal Candidate Background
You will have experience within Compliance, Governance, Policy, Risk Management or Audit of Contract Management within a large corporate environment (public or private). The ideal candidate will have experience setting up or working on a Contract Management Compliance programme in addition to conflicts of interest management.
Strong Communication and stakeholder management skills –able to politely and diplomatically discuss sensitive subjects with others. In addition good report wring skills.
Skills:
- Ability to analyse data, present insights and recommendations using available systems and tools, includes conflicts of interests register and compliance reviews data.
- Ability to review and present improvements to processes, procedures, templates and systems
- Ability to produce and present high quality and consistent documents and reports for a variety of audiences.
- Ability to prioritise and organise workload.
- Ability to manage and facilitate meetings and workshops with internal colleagues and/or suppliers to achieve desired outcomes.
- Ability to develop and maintain positive stakeholder relationships across the organisation and with key supplier contacts
Knowledge:
- Understanding of procurement and contact management processes
- Understanding of Contract Management compliance function
- Understanding of Conflicts of interest management.
