- Description
- We are recruiting 2 Ass Procurement Managers to join the Corporate Services/indirect procurement teamworking on the Public Funded New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway. The role will primarily be procuring professional consultancy services such as HR, Legal, finance & Audit but can also include IT professional services. Initially Contract is 6 months with likely hood of extensions.
The APM is responsible for supporting the Corporate Procurement Manager in the development and delivery of major procurement projects, across the end-to-end lifecycle, as well as developing documentation and uploading to the e-procurement tool. The APM also produces procurement sourcing strategies for specific projects, assisting the development and on-going continuous improvement of the procurement tools and templates required by the Corporate Procurement Team.
The Corporate (indirect) Procurement team is 22 strong and are responsible for procuring all HS2 Ltd contracts above £10k that are not Construction or Train related. You will be responsible for low-risk procurement projects typically between £200k and £1m, typically responsible for framework call off’s (Crown Commercial Services / ESCO) and single vendor awards or assisting a Procurement Manager on individual tasks on a more complex procurement.
Work Situation
The office location is Birmingham Snowhill, they operate a flexible hybrid working model working 2day in the office and 3 from home. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
MUST HAVE RECENT EXPEIRENCE (must be evidenced)
- Evidence of managing full End-to-End procurement activities from a framework Call off – from Identification of business need, Scope development, Procurement strategy, Supplier qualification, Tender process, Award decision, Contract placement and execution.
- Must have experience managing procurements in line with Public Sector Regulations PCR or Utility Contract Regulations (UCR), governance heavy process environment.
- Ideally have indirect procurement category experience, Professional Services procurement for instance consultancy, HR, Audit, legal etc. But will consider someone from direct award such as Construction or other procurement category.
- Excellent communication and stakeholder skills, alongside resilience and ability to deliver in challenging governance heavy environment.
Duties & Responsibilities
- Manage procurements through the procurement life-cycle stages from identifying the business need to contract award drawing on internal and external resources as required.
- Advise on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes; to ensure that all HS2 activities are comply with regulations.
- Promote importance of procurement across business units and best practice through continuous improvement so that procurement processes are effective in delivering HS2’s objectives.
- Manage the e-procurement solution for specific categories/projects ensuring all projects are advertised sufficiently, information is correct and meets all UK government transparency requirements and EU procurement legislation. Lead on continuous development of the tool to ensure HS2 maximises its potential.
- Develop processes and review policies relevant to major professional services or indirect procurements in order to ensure they are in line with strategic business objectives.
- Participate in team meetings for procurement, provide specialist guidance and enable the implementation of policy, projects and change initiatives.
- Provide monthly reports to the Corporate Procurement Manager which evidence successful delivery of projects.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
Required Criteria
You could be a Procurement Professional with experience working for the Public Sector or Utility Company (UCR / PCR) and will have managed an end-to-end procurement for example for a framework call off – not strategic sourcing experience required. Ideally will have professional services procurement experience alongside excellent communication and stakeholder management skills.
Ideally will be a Procurement Manager so can confidently pick up the workload straight away.
SKILLS
- Effective analytical and report writing skills;
- Effective time management and prioritisation skills;
- Membership of or willing to work towards, the Chartered Institute of Purchasing and Supply; and
- Able to build relationships and rapport with key internal, external stakeholders and suppliers.
- Awareness and understanding of procuring through OJEU, established Government frameworks and under the Utilities directives or Public Sector Regs – don’t need lots of experience here
- Awareness of various forms of contract and contact drafting; and
- Knowledge and experience of working with or for publicly funded bodies including central government departments or regulated industry such as Utility or companies working on government frameworks who have to abide with regulated and strict procurement processes.
TYPE OF EXPERIENCE
- Experience of market engagement activities;
- Experience of compiling procurement documentations including tender and commercial documents whilst maintaining accuracy and quality;
- Experience of using e-tendering solutions; and
- Experience of procuring corporate services and other indirect projects
