- We are recruiting a Benefits Realisation Manager to join the Benefits & Analysis Teamworking on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The Benefits Realisation Manager works within the Phase 2 Sponsorship Directorate;- The Benefits and Analysis Team is the primary source of evidence, analysis, and modelling expertise in HS2 Ltd, supporting the scheme through key decision stages and ensuring that commitments in the HS2 Business Case are embedded in the delivery of the HS2 scheme. Benefits realisation team are very much concerned with ‘Social Value’ alongside economic and engineering value.
Benefits Management goes to the heart of successfully delivering High Speed Two (HS2). The Benefits Realisation Manager will lead projects which identify, develop, and baseline the benefits of HS2, ensuring that commitments are embedded throughout the whole of the project lifecycle. The Benefits Realisation Manager will use their skills and experience to identify achievable benefits relating to Phase Two of the HS2 scheme; Implement processes that improve HS2 Ltd Benefits Management capability; and provide advice to the Department for Transport and Other Government Departments to support decisions on the HS2 scheme.
The Benefits Realisation Manager will lead benefits realisation for Phase 2a of the project and as the role develops will manage 1 or 2 Benefits Analysts. Liaising with the wider Benefits Team across the HS2 programme, the Phase 2b development team driving benefit realisation for Phase 2a.
Duties & Responsibilities
- Lead the Benefits realisation activities related to Phase Two of the HS2 scheme, ensuring that HS2 Ltd and supporting organisations understand their role in delivering the strategic goals of the HS2 scheme and they have the information to monitor progress against agreed goals. This will include attending relevant meetings with leadership and delivery teams.
- Lead the relationship, on behalf of the Benefits and Analysis Team, with colleagues within HS2 Ltd to embed the approach for assessing and monitoring the realisation of the benefits, including identification of new benefits and measures, distilling this into clear project plans, and managing a team to deliver against agreed milestones.
- Proactively build, maintain, and lead working relationships with colleagues across HS2 Ltd, providing advice on the development of benefits related capability and processes; and agreeing requirements to ensure decision making is informed by high quality information.
- Communicate the progress of HS2 Ltd and supporting organisations against the delivery of agreed benefits, ensuring that communication styles are adapted to suit the audience, and providing appropriate challenge to stakeholders when action is required to improve performance.
- Proactively seek opportunities for evidence to support investment decisions, by drawing conclusions on outputs from HS2 Ltd delivery teams and supply chain and giving well-judged advice on a range of high-profile investment decisions even where the evidence may be incomplete or ambiguous.
- Manage at least one Benefits Analyst, setting objectives, building capability, reviewing performance, participating in recruitment, and ensuring that they have the skills and understanding to deliver the team's objectives.

Work Situation - Hybrid
The office location is Birmingham Snowhill (Preferred) or London Euston they operate a flexible hybrid working model working 2 days a week from the office - so 2 days a week. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can. London candidates will need to spend 1 day in Birmingham and 1 day London.

Candidate Specification
The successful candidate will have experience of managing Benefit Realisation / Social Value within public sector organisation – Transport Authority (e.g. TFL, National highways, environmental agency), Central or Local Government, Public Sector body or indeed private company – utility authority, large corporate organisation, which will measure benefits in a structured way.
Strong Communication and stakeholder management skills – professional confidence to build relationships with senior member of staff within HS2, DFT and other stakeholders such as Train Operating companies & development agencies.
Worked on complex programmes or indeed inside complex organisation.
Strong analytic skills, previous analyst experience or similar helpful.
Skills
- Ability to lead the relationships with stakeholders to develop work programmes from high level requirements and effectively manage the delivery of a quarterly reports in time and to a high standard.
- Ability to reflect the wider strategic priorities of the organisations, and the views, perspectives, and diverse needs of HS2 Ltd and the Department for Transport in to work programmes and activities to achieve progress on shared objectives.
- Ability to analyse and interpret data from various sources, identifying and securing appropriate stakeholder inputs, to provide analytical advice to support policy decisions, ensuring that risks and implications are identified.
- Ability to present complex information in a clear, concise way so that it is easily understood by stakeholders and to produce effective presentation, written and briefing material that facilitates decision making and actions, adapting their communication style to suit the audience.
- Ability to lead small teams to deliver projects on time, to the required quality and in line with benefits management best practice, ensuring decision making, planning and risk considers the impact on benefits realisation throughout the project lifecycle.
- Degree level qualification or the equivalent qualification and/or experience in business administration, management consulting, programme delivery.
- Understanding of matrix organisations and programme delivery.
- Knowledge of relevant interfaces for benefits realisation in projects and programmes.
- Knowledge of best practice in benefits realisation.
- Experience of developing and implementing benefits management frameworks and/or capability in a complex environment, notably a government department, partner body or commercial/consultancy environment.
- Experience of building and managing positive working relationships with stakeholders, communicating complex evidence with clarity and authority to influence decisions and promote the value of benefits management.
- Experience of working in a multi-disciplinary team, and quality-assuring benefit assessments conducted by peers, or developing quality-assurance plans for their own workstreams.
- Experience of managing a team to deliver high quality benefits assessments and quarterly reporting.
