- Description
- We are recruiting for an Interim Procurement & Contract Assurance Manager for an initial 6 months contract, likely to be extended working on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The Procurement & Contract Assurance Managerworks within the Commercial & Approvals function providing assurance reviews for procurement and contract management decisions within High Speed Two.
The Procurement & Contract Assurance Manager will report to and support the Senior Approvals Assurance Manager working as part of a flexible and multi-disciplinary Commercial & Approvals function, leading on a variety of procurement and Contract Management decision assurance reviews (second line of defence) across all areas of the Procurement lifecycle (PQQ, ITT, Moderation and Contract Management Plans).
The Procurement & Contract Assurance Manager typically work on strategic high value procurements typically £100m + - this includes Construction Procurements but also large-scale corporate procurements which are strategic to the business such as Security or high value engineering Professional services contracts. The role holder will provide assurance support to procurement and contract management decision providing 2nd Line of defence reviews. The assurance reviews are across the procurement lifecycle and so include PQQ review, ITT review, Moderation Review and Contract Management Plans reviews. This is a scheduled programme of reviews, once the Procurement team have prepared an ITT, then this would be passed to the role holder to preform an ITT review – the review picks out any inconsistencies, challenges the logic, challenges assumptions, ensure there is no bias & governance is correctly followed. They then write a 3–4-page review report of their findings. Also, the role holder may get involved in suggesting process or template changes to make the procurement process more robust or efficient.
Ideal Candidate Background
- The successful candidate will have experience as Procurement Manager or Contract Management professional within the public Sector – have good understanding of the procurement lifecycle and the governance and processes of procuring within the public sector – OJEU (find a tender), PCR or UCR
- Strong Communication and stakeholder management skills – comfortable communicating senior executives & directors, able to politely and diplomatically discuss sensitive subjects with others. In addition good report wring skills.
- Not essential but useful to have some Procurement Assurance Review or Compliance experience – could of peer reviewed procurement activities (ITT, PQQ, Moderation etc) as a procurement Manager / Category Manager. Good analytical skills alongside attention to detail.
Work Situation - Hybrid
The office location is Birmingham Snowhill (Preferred) or London Euston they operate a flexible hybrid working model working 2 days a week from the office - so 2 days a week. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Interim Approvals Assurance Manager £500 – 550 A DAY INSIDE IR35
Duties & Responsibilities
- Be responsible for the independent reviews, with manager support, of Procurement and investment decision-making assurance activity including PQQ, ITT, Moderation and CMP documentation, while acting as an advocate and champion for the brand and integrity of assurance.
- Assist the Senior Approvals Assurance Manager in procurement and contract management activity at key stages of the procurement and investment lifecycle, in line with the applicable assurance framework, and produce assurance reports as required
- Work with teams such as Compliance/Procurement to ensure that the conclusions from assurance reviews and compliance analyses are understood, prioritised appropriately and fed into improvement plans.
- Actively participate in the delivery, and continuous improvement of the commercial assurance and investment decision-making assurance framework.
- To assist the Senior Approvals Assurance Manager in the delivery of specific projects/initiatives to implement and embed the HS2 approvals assurance policy, strategy, procedures and reporting format across the organisation
- Establish effective relationships with key stakeholders to facilitate effective and timely assurance reviews and contribute to the maintenance of an accurate pipeline of assurance activity.
- Maintain good working relationships with partners (e.g. Department for Transport, Network Rail, P-Rep, IAP), other assurance providers within and outside HS2 Ltd
- Contribute to the development of assurance engagement and training materials that support delivery of effective assurance throughout the HS2 programme;
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
Candidate Specification
Procurement Manager or Contract Manager with experience within the public sector will have good knowledge of the procurement management lifecycle a good understanding of the governance and processes of procuring within the public sector – OJEU (find a tender), PCR or UCR. Strong Communication and stakeholder management skills – comfortable communicating senior executives & directors, able to politely and diplomatically discuss sensitive subjects with others. Skills:
- Ability to support the end to end delivery of assurance reviews to a professional standard and to agreed deadlines, working with assurance providers, both internally and from 3rd parties where required
- Ability to identify and scope the impact of assurance findings, and communicate the implications to a range of audiences
- Ability to engage with and influence senior management and executives
- Experience with cross-functional collaborative working methods
- Excel, MS Project and PowerPoint skills
- Project Management skills, leadership and team-working ability
Knowledge:
- Knowledge of applicable EU and UK procurement legislation.
- Knowledge off the procurement and contract management lifecycle
- Knowledge of a range of assurance activities, tools and techniques
- Experience of working within a procurement assurance function including the production of supporting policy and processes.
- Educated to degree level or equivalent
- Awareness of government initiatives and policies.
- Professional procurement and/or assurance qualifications (e.g. MCIPS/Audit) or equivalent
Type of experience:
- Experience of delivering procurement and contract management assurance across a major programme, or a complex organisation, with multiple stakeholders
- Experience in managing multiple workloads/work strands with varying deadlines
- Assurance, internal control or audit experience within both the private and public sector is preferable
