Project Engineer is required to work for the Client Organisation (High Speed Two) responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. Working directly for the client organisation on the HS2 project working on the £4bn Main Works Civils Contracts working directly for the Client HS2.
Working on the EKFB – 80km of main works civils- EFKB (Eiffage, Kier, Ferrovial Construction and BAM Nuttall) based from Milton Keyes & Aylesbury working on a major £4 billion civil engineering main works contract.
Job Purpose
This role is responsible for providing professional and technical support on project engineering issues carrying out assurance of asset design and construction, assuring that it is in accordance with organisational and sponsor requirements, standards and policies.
The main duties will involve concluding design ensuring the design produced by the JV’s consulting team is fit for construction – ‘design assurance’. In addition ensuring the contracting group are following the correct assurance processes – such as ensuring the ‘Single Assurance Pack’ is completed correctly – 40 mandatory certificates & files (CDM, permits etc) that must be completed otherwise construction cannot commence. HS2 Is the Principal Designer and so legal responsibilities for CDM hence the Project Engineer must have a thorough understanding of these responsibilities.
The main duties will involve Design Assurance, Design Reviews, Departure Management, Answer/manage technical queries interfacing with experts& Technical Panel meetings.
Context to the Role
Please note the Project Engineer role is not discipline specific but clearly this is a predominately heavy civils sections of works – piling, RC underground structures, RC bridges, retaining walls and tunnelling and so the candidate must have experience on heavy civils projects and be a qualified civil engineer.
High Speed 2 are looking for an experienced Project Engineer (P.E, Snr Project Engineer) or Design / Engineering Manager, Senior / Principal Engineer to work as Project Engineer working on the Civil Engineering Main Works Contract withEKFB – 80km of main works civils- EFKB (Eiffage, Kier, Ferrovial Construction and BAM Nuttall) based from Milton Keyes & Aylesbury working on a major £4 billion civil engineering main works contract. EFKB (Eiffage, Kier, Ferrovial Construction and BAM Nuttall).
Working Relationship – Co-located & Hybrid
The client team are working alongside the main contractor (Co-located) in the same site offices, the role requires individuals with the correct behaviours – collaboration, engagement, stakeholder management skills who are able to drive the best from the relationship, pick up on problems as they arrive and resolve quickly rather than waiting and reviewing once the problem has manifested.
Role is site office based from Chippin Warden/ Brackley/ Milton Keynes coupled with Hybrid working – expectation is to work 3 days a week from the site office and the rest of the time at home.

Duties and responsibilities
- To be responsible for providing technical assurance, as per the HS2 assurance requirements, through production, checking and submission of assurance evidence for technical stage gates;
- To be responsible for assuring that the design and construction of assets comply with the technical and sponsor requirements and applicable standards, specifications and procedures by supporting planned Technical Assurance Reviews and “spot-checks” of Contractor’s deliverables;
- To be accountable for supporting the Head of Engineering and Environment in discharging their duties of NEC3 Supervisor and Principal Designer Representative as mandated within the Construction Design Management (CDM) Regulations 2015;
- To be accountable for communicating the HS2 Engineering requirements to the IPT contractor and provide responses to technical queries;
- To be responsible for providing guidance on design solutions for the asset, promoting use of best practice and innovative engineering techniques, technologies and processes, driving consistency and identifying opportunities for efficiencies within the IPT;
- To be responsible for working alongside other technical specialists to develop appropriate and cost balanced mitigation strategies and solutions, contributing to successful system integration;
- Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures in EDI.
Candidate Criteria
Looking for a Qualified Civil Engineer (or equivalent subject), ideally chartered or working towards chartered status. You will have design assurance experience working in the delivery stage of infrastructure project (Grip 5 onwards) – open to heavy civils, rail, highways, tunnels, RC structures etc.
Open to candidates from Client, Consultant or Main Contractors. Also open to people working in a range of engineering roles – Project Engineers (P.E, Snr Project Engineer), Design/Engineering Managers, Snr / principal Engineers etc.
The candidate will have excellent communication, collaboration and engagement skills and comfortable working alongside the main contractors in the integrated project teams.
Looking for someone who can demonstrate examples of innovation- whether a technical innovation or indeed change in process – looking for problem solvers who can see the holistic view (bigger picture).
Skills:
- Complex problem solving – Able to identify complex problems and review related information to develop and evaluate options and implement solutions. This includes the management and planning of multiple workstreams and the competing demands of stakeholders.
- Decision Making Able to gather and synthesise information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
- Technical Leadership - Specialist technical support and leadership on at least one discipline-specific scientific, technical or engineering principles whilst knowing when to seek further guidance from Subject Matter Expert or others.
- Technical Leadership - Specialist technical support and leadership on discipline- specific analysis, problem solving and design techniques but, knowing when to seek further guidance from Subject Matter Expert or others.
- Technical Communication -Able to communicate a range of technical ideas in at least one discipline-specific area to colleagues, based on a mix of training and examples of application.
- Technical Leadership – Able to apply principles and methods that ensure effective information management, modelling and data security, basic understanding of data creation and visualisation, working under supervision of line manager or in liaison with relevant Subject Matter Expert.
Knowledge:
- Applicable UK construction regulations including CDM requirements
- Understanding of the Regulatory/Legislative Framework relevant to HS2
- Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
- Chartered Engineer/Membership of an appropriate professional institution or working towards with the equivalent experience.
Type of experience:
- Experience in managing standards, engineering and safety activity on any engineering projects/ programmes.
- Experience of managing competing project and engineering demands, with cost and schedule implications on any engineering projects/ programmes.
