Description
Senior Environmental Construction Assurance Manager is required to work for the Client Organisation (High Speed Two) responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  Working within the integrated project team on a £6bn Main Works Civils Contract in West Midlands.  The project teams are largely based from Coleshill – with the line of route from Long Itching in Warwickshire to the centre of Bimringham and to Handsacre in Staffordshire.
 
The Main Works Civil Contract is the BBV JV (Balfour Beatty, Vinci plc) working on the largest Main Works Civils Contract on HS2, £6bn - 90km line of route consists of 42 Viaducts, 66 bridges, 35 cuttings, 56 culverts, 66 embankments & 4 motor crossings
 
The Senior Environmental Construction Assurance Manager will provide support to the HS2 NEC3 Project Manager and be accountable for providing specialist Environmental support and expertise at each stage of the construction process. The post holder will also undertake a risk based approach to the assurance of the environmental issues faces by the Construction Teams - providing professional and technical support in the assurance of achieving compliance with environmental minimum requirements during the construction/delivery phase.  Whilst in addition maintaining standards of health & Safety (CDM etc)and supporting the required project delivery outcomes, namely, quality, environmental impact, Undertakings and Assurance obligations.
 
Context of Role
Working within the integrated project team with responsibilities for Environmental issues right across the BBV contract area, the role reports both to the Area Construction Assurance Manager and Senior Environmental Manager -  the Snr Construction Environmental Manager has a number of focuses:
  • Environmental Consents – ensure environmental concents are gained, achieved, managed from the regulatory authority  - typically Environmental Agency or Local Authority.  This for example could be for flood managemnt or ecology.  Often here you are backing the Main Contriacting team with the regulator so the construciton can proceed.
  • Effectively Manage Environmental Incidents on site – risk mitigation and / or ennsure corrective measures are put in place so they don’t happen again. Have the experience to understand which environmentall incidents to prioroitise on major construction sites.
  • Manage Contractual issues – the main contracting team when mistakes or incidents happen, will often put compensation events in for mitigating circumstances, which, often invovles environmental issues – the post holder will have the experience to cut through this and undersntad what is valid and importantly what is not.
 
Working Relationship – Co-located & Hybrid

The client team are working alongside the main contractor (Co-located) in the same site offices, the role requires individuals with the correct behaviours – collaboration, engagement, stakeholder management skills who are able to drive the best from the relationship, pick up on problems as they arrive and resolve quickly rather than waiting and reviewing once the problem has manifested. 

Role is site office based from Coleshill coupled with Hybrid working – expectation is to work 3/4 days a week from the site office and the rest of the time at home – will also involve travel to the site along t he route from Long Itching to Birmingham City Centre and out to Handsacre

Candidate Specification
Looking for an experienced Environmental Manager with large project delivery/Construction experience.  Must have the technical environmental skills to deal with the regulatory authorities to manage Consents such as for flooding and ground water etc and in addition have significant experience of on site delivery environmental management.  Will have experience dealing with Incidents mitigating risks and ensuring corrective measures are put in place to ensure they never happen again.
 
This is a leadership role with significant Environmental experience required alongside the confidence and authority to effectively deal with both the main Contracting Team and the regulatory authorities.  The Candidate will be Environmentally qualified, ideally with 10+ years’ experience, which, can come from Main Contractor, Consultancy or client but they most have lots of Construction Delivery phase Environmental Management experience.
 
Skills:
  • Conflict Management - Reads situations quickly; good at focused listening; can find common ground and get cooperation and constructive outcomes with minimum noise.
  • Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
  • Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and challenging data, defining strategies and supporting rationales.
 
Knowledge:
  • Best practice IPT management principles and matrix organisations
  • Applicable UK construction regulations including Construction Design Management (CDM) and (Construction Safety Management) CSM requirements.
  • Knowledge and experience of site-based processes and procedures for health, safety, environmental and environmental management
  • Demonstrable record evidencing knowledge of construction methodology.
  • Supply chain sectors across various geographies and industries (incl. civil, construction and rail)
 
Type of Experience:
  • Proven experience in managing and administering contracts, preferably NEC
  • Proven construction experience gained across a range of large-scale projects, with a sound understanding of construction planning
  • Degree level qualification or eqivilient in Environmental Management.
