Description
Configuration Controller (Analyst) is required working within the Client Organisation responsible for the New High-Speed Rail (HS2) project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  Working within the Chief Engineers, Central Engineering ground within High Speed Two.
 
The Configuration Controller will support and govern the technical authority communication and technical change process being the focal point for all change related matters. To support the Configuration Managers with CSR (Contract Submissions) submissions and Contract Baseline administration.  Creating, registering, administrating technical authority communications & Technical Change Requests on the various delivery contracts on High Speed Two.
 
The Configuration Controllers will use Bentley Bridge Software (eb) to track changes and contract baseline administration, however, doesn’t need to have experience using this specific software any document control, asset register software that does a similar job will be ideal.
 
The Configuration Controllers will decide:
 
  • Whether to accept or reject Technical Change Requests prior to submission for approval
  • Whether to accept or reject Technical Authority Communications submission for approval
 
The position has excellent opportunity for development to Configuration Manager and beyond – paying £60 – 65k + pkg
 
Working Situation – Hybrid
Role is based from Birmingham or London (Euston) coupled with Hybrid working – There is a flexible hybrid working model working 2 days a week from the office.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
 
  • Create/register technical authority communications (TAC)/ Technical Change Requests (TCR) in Bentley eB within agreed timescales and to a high data quality.
  • Check technical authority communications TAC/TCR Technical Change Requests quality prior to TAuP to ensure they are fit for governance board approval.
  • Review governance board minutes and approve TACs/TCRs in the CM tool based on board approvals and communicate CM tool approval to stakeholders and originators.
  • Prepare submissions packs (Technical Chance Requests (TCR), TACs etc.) for governance board meetings, advising secretariat of items that are ready to be presented to the board.
  • Maintain a register of TACs including governance board decisions, TCR relationship and maintain the status of TACs. Work with the governance board secretariat on the implementation of TACs across all delivery areas.
  • Provide weekly TCR/TAC status reports and ensure TCRs/TACs are being progressed in a timely fashion to meet business objectives and Lead Discipline Engineer priorities.
  • Plan and co-ordinate TCR/TACs with the Lead Discipline Engineers to ensure business priorities and are achieved.
  • For TACs with related Trends/Changes that require additional funding from Delivery Directorates, work with the Engineer community and Commercial Managers to resolve and communicate.
  • Co-ordinate and communicate the implementation of TACs into the HS2 Configuration baselines with the Configuration Managers.
  • Maintain the Technical Change Work Instruction/Technical Authority Communication Work Instruction and Training material in line with the HS2 Technical Change Procedure. Provide technical change control training and communication to all users of the process.
  • Maintain and test the CM tool process in line with the Work Instructions.
  • Provide administrative support to the Configuration Managers when contract baselines are being updated.
  • Provide administrative support to the Configuration Managers when contract submissions (CSR) are being verified.
 
Skills:
  • Ability to coach the engineering/project team to successfully achieve CM change delivery milestones.
  • Ability to manage stakeholder engagement i.e CM Team, Delivery Team, PMO, CM change/communication interfaces.
  • Ability to perform and manage technical change process from start to finish.
  • Data input and analysis skills.
  • Forward thinker able to work on own initiative.
 
Knowledge:
  • Understanding / knowldge of CM Standards (Def Stan 05-57/EIA-649/ISO10007/ICM CMII/CMMI)
  • Understanding of Engineering Industries standards and business operations – Rail, Defense, Aerospace, etc
  • Knowledge of Systems lifecycle and change lifecycle.
  • Proficient in MS office packages
  • Knowledge of Technical/Quality Assurance principles advantages
 
Type of Experience:
  • Worked in multi discipline cross functional environments, across different industries and at all parts of the system lifecycle. Complex Engineering Environments
  • Maintained a change control process within a complex programme environment.
