Looking for 2 Procurement Manager to work within a CIPS award-winning procurement department for a major council in Southwest Greater London. Working within the busy Corporate and Communities team OR IT Procurement department you will be working on a very wide spread of commissions both services and commodities such as - parking, leisure, waste management, social care, film services, equipment, professional services (health & Safety, HR, Construction) OR servicing IT Porcurments across all departments.
The role reports directly to the Senior Commissioning and Procurement Manager and is responsible for supporting the Council in undertaking a wide range of procurement services in support of stakeholders, achieving Best Value through the use of professional procurement skills, and aligning procurement activity of organisational goals. To contribute to the effective running of the Council’s corporate procurement function.
You will be responsible for delivery of procurement projects end-to-end, developing procurement documentation in line with internal and external governance. Work closely with colleagues across the business to guide, prepare and deliver the procurement activities and will align potentially conflicting information requiring significant influencing skills.
Procurement projects are valued typically between £50k - £3m, utilising a range of routes to market - open, framework call off's. negotiated etc. However, the bulk of the procurements will be managing the end-to-end process using a framework such as Crown Commercial Services (CCS) ESPO, Fusion 2, London Construction Program Dynamic Purchasing System. You will be personally responsible for these procurements through the entire end-to-end process managing multiple stakeholders.

- Excellent knowledge of commissioning and procurement best practice
- Managing full End-to-End procurement activities – from Identification of business need, Scope development, Procurement strategy, Supplier qualification, Tender process, Award decision, Contract placement and execution.
- Excellent knowledge of Public Contracts Regulations (PCR 2015)
- Ability to analyse and interpret complex data to identify commercial opportunities
- Experience of e-tendering portals or P2P systems
- Excellent communications and influencing skills
- Experience of formal report writing and excellent writing skills
- Experience of planning, organising and prioritising workload
- Professional qualification (or willing to work towards one)
- Proven commercial skills and procurement experience in a public sector environment - local authority, council, NHS, government ministry, univeristy, any public funded or heavily regulated environment.
- Substantial understanding of Public Sector procurement regulations and experience of managing procurement over PCR threshold (OJEU)
- Ability to manage multiple projects and effectively manage own workload
