I am looking for 1 Contracts Managers & 1 Assistant Contract Manager to work on an intial 6 month interim contract for the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. Working within the Corporate services Contract Management department, working in a newly formed Pre Contract Management Team for professional services contracts. Contract extensions defiantly possible.
The Corporate Contract Management Team are made up of 22 individuals managing over 300 contracts valued c£1.3bn with another £500m in new contracts to be awarded this year. Working in an exciting, complex, dynamic environment on one of the world’s largest capital infrastructure projects. Due to high work levels a new team has been developed to manage the Pre-Contract Phase.
The Ass CM & CM will work within a new Pre-Contract Team working closely with the Procurement Team on large professional services procurements valued between £20 – 80m. Where they will be advising the procurement team on Pre Contract Management related matters such as – form of contract (& route to market), Service levels – KPI’s / performance indicators. The Big focus will be producing Contract Management Plans and setting KPI’s. Also will be involved in Mobilisation & Transition – managing supplier meetings before the Contracts go live setting expectations, what, where, when.
The contracts are a largely a mix of professional Services contracts (Consultancies services), contract examples include Risk Management, IT, Engineering Services, programme controls, HR services, Legal, finance etc. The majority of the larger Contracts will utilise NEC3 Professional Service Contracts albeit HS2 also use Crown Commercial Services (CCS), NHS frameworks, OFGEM frameworks, High Speed Contracts (standard government forms) working on a wide variety client terms.
Candidate
- Procurement / Contract Management professionals who have experience within the Pre Contract Phase – setting KPI’s and producing Contract Management plans
- Governance based environment – Utility Contract Regs (UCR) or Public Contract Regs (PCR)
- Strong Contract Awareness – Standard government, NEC3 Professional Services, Crown Commercial Services & G cloud, ESPO. (Contractual Awareness).
Looking for a Contract Manager or Category Manager with Pre-Contract Management experience on Professional Service procurements and work within a regulated environment (PCR or UCR). Experience of NEC3 professional Service contract will be a advantage but would consider someone with strong contractual awareness.
The Ass CM doesn’t require the same level of experience and perhaps had a supporting role during the Pre Contract phase.

The office location is Birmingham Snowhill they operate a flexible hybrid working model working 2 days a week from the office. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
- Provide Pre Contract support to a portfolio of corporate contracts.
- Produce/Draft Contract Management Plans for each contract
- Setting of KPI’s and performance indicators within the Contract before Contract execution

Support the Mobilisation of new contracts & transition of existing contracts which are to be renewed
- Supplier meetings before contract go live to ensure expectations are set regardong service levels and to ensure the programme of events are effectively communicated
- Supplier meetings before the Transition of an old contract to a new contract term.
- Proactively monitor and mitigates risks.
- Liaise with stakeholders with respect to the progress of contracts
- Managing formal disputes
- Undertake compliance checks against contracts
- Work to achieve value for money at Pre Contract Stage
- Manage Pre Contract mobilisation & transition.
- Analysis on a range of commercial and technical information.
- Setting up and facilitating meetings and information sharing with other functional areas
- Development of reports and presentations to update key stakeholder groups
- Ad hoc support to high-profile projects.
Candidate Criteria
Looking for a Contract Manager or Procurement Professionals with Pre-Contract Management experience on Professional Service contracts and worked within a regulated environment (PCR or UCR). Experience of NEC3 professional Service contract will be an advantage but would consider someone with strong contractual awareness.
Open to Category Managers who have worked both procurement & pre contract management.
Interested in talking to Contract Managers, Commercial Managers, Category Managers who have worked for Utility, Government Funded Armlength body (Crossrail, TFL, Network Rail), NHS, Government department, council, university etc.
The Ass CM doesn’t require the same level of experience and perhaps had a supporting role during the Pre Contract phase.
Skills:
- Experience of Professional Services Pre Contract Management
- Analytical, commercial and negotiating skills
- Ability to lead stakeholders through contract change request processes
- Ability to manage contract risk and understanding of different forms of contract and risk allocation
- Knowledge of working with or for publicly funded bodies including central government departments
Type of experience:
- Experience managing a variety of corporate contracts – Ideally NEC3 Professional Services
- Experience monitoring performance and compliance of suppliers
- Stakeholder and supplier management
- Competent using a range of programmes and software (Excel, SAP, Outlook, PowerPoint, Access, Project, CEMAR) - CEMAR useful but not essential
Knowledge:
- Will have knowledge of Public Contract Regulations (PCR) or Utility Contract Regulations (UCR) – working within strong governance, assurance and compliance regimes.
- Contract Management & Administration – Good knowledge of Pre Contract and Contract Mobilisation / Transition
- Should have knowledge of – Contract strategy development, Project management & planning, creating third party agreements, negotiation, despite resolution, cost control, risk & value management.
