- Town Planning Advisor is required to work for the Client Organisation responsible for High Speed 2 (HS2) will be the UK’s new high speed rail network. As well as improving capacity, the new scheme will shorten journey times between a number of Britain’s major population centres, boost the economy and create thousands of jobs. The Town Planning Advisor will work within the Town Planning Team based within the Technical Service Directorate in HS2 - Town Planning Team is responsible for developing town planning leadership, critical challenge and guidance at each stage of HS2’s evolution and across the HS2 organisation, managing through the legislative process and legal challenge.
The Town Planning Advisor will report to a Senior Town Planning Manager and support the Technical Directorate Town Planning Team in providing advice on a range of legislative, development and planning policy related issues associated with the construction and operation of HS2.
The role has 2 focuses firstly assisting planning on Phase 2b of the project (Crewe To Manchester), which, is currently in hybrid bill stage and will include public facing work for planning forum / public consultation. And secondly assist Safeguarding Planning Manager to ensure the proposed HS2 route and land around the route required to enable construction have no development plans, especially DCO orders from other infrastructure, housing, construction projects and if they do mitigate and manage this so it doesn’t affect the HS2 programme. The role will be varied and will involve Planning Forum (Consultation), supporting implementation of the consents management process, doc control & admin, consultative work and reacting to responses.
Working Situation – Hybrid
Role is office based from Snowhill, Birmingham coupled with flexible Hybrid working – expectation is to work 2 days a week from the office and the rest of the time at home, although if you wish to work in the office more that is also possible. Responsibilities
- Support the area planning managers to implement the consents management process associated with the delivery of planning consents under Schedule 17 of the HS2 Bill.
- Provide support to the Phase 2b Planning Forum and subgroups, assisting the Planning Forum secretariat, and supporting engagement with local authorities on Phase Two of the line of route.
- Preparing responses to local authority and other consultations within the safeguarded line of route, working with the Safeguarding Planning Manager.
- Represent town planning at management systems meetings, including reviewing / updating internal procedures alongside safeguarding and area managers.
- Support the area planning managers in responding to Phase Two internal and external queries on route optioneering, environmental impact assessment preparation and proposed development along the Phase Two line of route.
Required Criteria
You will have a Town planning degree or equivalent, with membership of, or eligibility for membership (working towards membership) of, the RTPI or similar professional body. Coupled with large scale Project / major development Experience – could be any large development – (residential, construction, infrastructure etc), must have experience effectively dealing with multiple stakeholders.
Open to a range of backgrounds – client (Network Rail, National Highways etc), consultancy (environmental / town planning), local authority, developer, public sector, – will have major development experience (housing, industrial, infrastructure) it would be a benefit to have DCO (Development Consent Order) or even better Schedule 17 which is the planning process specific to HS2 but majir development experience will certainly suffice.
The successful must be a confident communicator with the confidence to communicate directly to the public and interested parties (political, business) during the public consultation phase and in addition able to effectively stakeholder managed across multiple departments within HS2 and also external third parties – utilities companies, local authorities, DFT (Client).
Skills:
- Track record working within town planning in the public and/or private sector, with expertise on large development schemes or a major infrastructure project.
Knowledge:
- Town planning degree or equivalent, with membership of, or eligibility for membership of, the RTPI or similar professional body.
- Knowledge of UK planning processes, and hybrid Act planning processes (desirable but not essential– or DCO OR planning or any large development.
Type of Experience:
- Proven track record in project or programme management.
- Demonstrated ability to establish and maintain good working relationships within a multi-disciplinary team, and external stakeholders.
- Ability to work with senior level staff, providing clear advice and briefing.
- Demonstrable multi-tasking and organisation skills.
- Demonstrated ability to manage multiple, high-priority assignments.
- Exceptional communication skills including face to face, telephone, and written with internal and external stakeholders.
- Demonstrable track record of applying an adaptable, flexible approach to working within a team environment.
