Description
I am looking for 6 Contracts Managers to work within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.   Working within the Corporate services department, largely working on professional services contracts.
 
The Corporate Contract Management Team are made up of 22 individuals managing over 300 contracts valued c£1.3bn with another £500m in new contracts to be awarded this year.  Working in an exciting, complex, dynamic environment on one of the world’s largest capital infrastructure projects. 
 
Reporting to a Senior Contract Manager you will be managing 5 - 10 Professional Services Contracts varying in size and value – most of the contracts are professional services (consultancies services) contracts examples include Risk Management, IT, Engineering Services, programme controls, HR services, Legal, finance etc.  You will utilise a wide variety of contracts including, NEC, Crown Commercial Services (CCS main one), NHS frameworks, OFGEM frameworks, High Speed Contracts (standard government forms)working on a wide variety client terms. 
 
The main distinctions in the Corporate Contracts Management team is working on the largest single Contract a £500m Engineering Services framework which is based upon NEC suite of contracts and your ‘typical’ corporate services (HR, legal, fiancé) working typically on standard government forms and then IT which as well as Professional services will include software and some hardware.
 
Candidate
  • Contract Management of Professional Services/Consultancy Contracts through the contract lifecycle -  Pre Contract, Mobilisation, Performance, Exit
  • Governance based environment – Utility Contract Regs (UCR) or Public Contract Regs (PCR)
  • Knowledge of multitude of contracts – Standard government, NEC, Crown Commercial Services & G cloud, ESPO. (Contractual Awareness).
 
Ideally would like a Contract Management with full contract lifecycle experience and worked within UCR or PCR, however, open to have a Procurement Manager who has some Contract Management experience within Contract Performance and has worked in a PCR or UCR environment.  Also will have had some Professional Services (Consultancy / People spend) contract management experience.
 
Please not training can be given, for instance, in NEC3 contracts or another element as long as they have most the other elements that HS2 are looking for.

High Speed Two is a rapidly growing organisation with the opportunities for progression and development truly fantastic.  HS2 already have a superb reputation for progressing from within highlighted by the fact 40% of all vacancies are filled internally. The next step on the ladder within he Contracts Management department is Senior Contracts Manger which pays £70 – 80k.  There are also huge opportunities throughout the Commercial & Procurement Department as Procurement Manager, Supply Chain, Commercial Manger etc. 
 
Work Situation - Hybrid
The office location is Birmingham Snowhill OR London, Euston they operate a flexible hybrid working model working 2 days a week from the office.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
  • Manage a portfolio of corporate contracts.
  • Manage the progress of change requests through the company’s governance structure, systems, processes and in association with other HS2 functions;
  • Proactively monitor and mitigates risks associated with their contract portfolio
  • Liaise with stakeholders with respect to the progress, spend and performance reporting of contracts, imposing and monitoring performance plans and Early Warnings where applicable
  • Managing formal disputes
  • Undertake compliance checks against contracts
  • Work to achieve value for money at each stage of the contract
  • Produce and work against contract management plans for each contract
  • Manage contract mobilisation, transition and exit
  • Monitor contract performance and administer service credits and warranty payments where applicable
  • Review financial standing of suppliers on an ongoing basis and manage any resulting actions.
  • Analysis on a range of commercial and technical information.
  • Setting up and facilitating meetings and information sharing with other functional areas
  • Development of reports and presentations to update key stakeholder groups
  • Ad hoc support to high-profile projects.
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work,and support and comply with all organisational initiatives, policies and procedures on EDI
 
Candidate Criteria
Ideally candidates will have full Contract Management lifecycle experience working on professional Service / consultancy services contracts working within Utility Contract Regs (UCR) or Public Contract Regs (PCR) environment – Regulated utility or public sector/public funded. However open to Procurement professionals or commercial managers who have had some Contract Performance experience on professional service contracts and have worked within UCR or PCR environments.  Also open to candidate with narrow Professional Services Contract experience – such as IT or engineering and looking to broaden their experience.
Open to Category Managers who have worked bother procurement & contract management as long as they now want to concentrate on Contract Management.
Interested in talking to Contract Managers, Commercial Managers, Category Managers who have worked for Utility, Government Funded Armslength body (Crossrail, TFL, Network Rail), NHS, Government department, council, university etc.
 
Skills:
  • Experience of corporate contract management
  • Analytical, commercial and negotiating skills
  • Ability to lead stakeholders through contract change request processes
  • Ability to manage contract risk and understanding of different forms of contract and risk allocation
  • Knowledge of working with or for publicly funded bodies including central government departments
 
Type of experience:
  • Experience managing a variety of corporate contracts
  • Experience monitoring performance and compliance of suppliers
  • Stakeholder and supplier management 
  • Competent using a range of programmes and software  (Excel, SAP, Outlook, PowerPoint, Access, Project, CEMAR)  - CEMAR experience not essential.
 
Knowledge:
 
  • Ideally have knowledge ofPublic Contract Regulations (PCR) or Utility Contract Regulations (UCR) – working within strong governance, assurance and compliance regimes. However if you have strong Contract Management experience through the whole lifecycle and have the patience and are prepared to learn the governance and assurance regime.
 
  • Contract Management & Administration - Knowledge of Contract Management lifecycle - Pre Contract, Mobilisation, Performance, Exit – however if you have contract performance experience (perhaps as Procurement manager) and experience within working within UCR or UCR will still be interested.
 
  • Should have knowledge of – Contract strategy development, Project management & planning, creating third party agreements, negotiation, despite resolution, cost control, risk & value management.
