- We are recruiting for a Commercial Operations Planning and Integration Lead to work directly for the client organization on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The Commercial Operations Planning and Integration Lead works within the Commercial Operations team which is responsible for developing the strategy and managing the operations of the End State Railway.
The Commercial Operations Planning & integration Lead is a Senior role reporting to the Head Commercial Operating Strategy. The success of the operational phase of HS2 depends on a number of organisations working effectively together to develop integrated plans and establish effective operating businesses who can pull the railway into operations. This role will lead the integration of planning and decision making for critical operations work areas, identifying gaps and overlap to establish and deliver integrated programmes and collaboration plans across organisations. It will direct thinking and activity at senior level to deliver coherent operations outcomes on Customer Experience, rolling stock, passenger communications, stations and/or other critical programme areas as required.
This role will establish the Leadership team for the Operations Strategy Team who are proving both strategy and structure so HS2 can understand how the End State Railway should be run. Clearly this is early stages – forming stage bring together all the interested parties / stakeholder – Dft, shadow train operator, Asset Management, HS2 etc looking to develop the Operating Framework by integrating the Operations community – Technical, Customer, operations, commercial.

The office location is Euston, London they operate a flexible hybrid working policy with 2 days at the office expected. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Salary £90 - £94,560 + Pen(6/12) + Health + 25 hols
Duties & Responsibilities
General Planning and Integration
- Manage and influence a range of internal and external stakeholders to secure support for an integrated planning approach to operations, working to resolve complex issues while being cognisant of differing priorities and the political landscape.
- Oversee the development of collaboration plans which will define the work of senior stakeholders across organisations on key areas of operations planning.
- Establish and lead any steering groups or other forums required to deliver coherent planning, managing different perspectives and resolving areas of conflict.
- Represent best for programme planning and decision making in all discussions, negotiating outcomes in areas of disagreement where needed.
- Be responsible for updating and maintaining any relevant baseline documents, working in collaboration with all relevant parties to build the outputs of joint planning into the baseline where needed.
Customer Experience
- Manage the development and maintenance of an integrated programme for Customer Experience planning across the programme, leading a ‘virtual team’ of internal and external stakeholders to ensure all parties are bought into when and how a range of Customer Experience priorities will be brought together.
- Own and lead delivery of the integrated programme for Customer Experience, by:
- Leading agreement to the scope for any individual Customer Experience planning work before it starts, ensuring all relevant parties are consulted and understand the work and their role in it.
- Identifying the appropriate decision-maker (including where relevant the decision-making body) for any Customer Experience proposals, working with DfT and others as needed.
- Influencing senior stakeholders to ensure that all Customer Experience development work is undertaken through a collaborative approach which respects individual accountabilities, securing agreement as far as possible as proposals develop.
- Leading resolution of differences of view across parties as Customer Experience proposals progress in order to ensure plans and proposals are supported by all.
- Support the Head of Commercial Operating Strategy to deliver their role as Technical Authority for Customer Experience by providing high quality, clear advice.
General Leadership
- Direct the work of other members of the Commercial Operating Strategy Team as agreed with the Head of Commercial Operating Strategy, coaching and supporting them to add value.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all work, and support and comply with all organisational initiatives, policies and procedures on EDI.
Required Criteria
Interested in Candidates Whom have:
- Project Sponsorship Or Programme Development Management Experience working on major programmes – Network Rail, Cross Rail, National highways, Infrastructure projects or public sector
- Strategic Project Managers / Programme Managers again on Infrastructure or public programmes.
- Also interested in people working for Government Departments who have both policy & delivery experience on major programmes – e.g. major housing schemes Department of Communities or Energy Project etc
- Experience working in complex policy or project contexts in a public sector or Infrastructure context
- Would have been on projects at early concept stage, are able to bring different stakeholders together often with competing requirements/priorities and are able to find a way forward, Building Operational framework – able to develop an Operations Key:– how it will work, operating cost, future value etc
Skills:
- Ability to identify and work through competing interests and conflicting priorities.
- Ability to build and manage relationships internally and externally and influence stakeholders to secure support.
- Ability to produce and present materials regarding complex issues to a variety of audiences, including internal and external stakeholders at various levels.
