- I am looking for 2 Senior Contract Managers to work within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. Working within the Corporate Contract Management team, largely working on professional services contracts working within he Commercial & Procurement Directorate.
Reporting to the Contract Management Lead the Senior Contracts Manager will provide corporate contract management across HS2 Ltd’s contracts portfolio. HS2 have a growing portfolio of contracts, including both standard government forms and NEC3 Professional Service contracts mostly utilised by professional services. The Senior Contracts Manager is a Leadership role managing a team of 6 Contract Managers part of a Corporate Contract Management Team made up of 22 individuals managing over 300 contracts valued c£1bn with £400m in tenders awaiting award.
One of the Senior Contract Managers will manage the Engineering professional Services Contracts which includes the largest single contract a £500m Engineering Services framework which is based upon NEC Professional Services Contract – their portfolio of contracts will be valued up to £750m.
The other Senior Contract Managers will manage the more typical ‘pure play’ Corporate Contracts this is your typical’ corporate services (HR, legal, finance, procurement, IT, PMO) working typically on standard government forms (such as CCS) – still largely professional/consultancy services.
Candidate
- Comprehensive Contract Management Experience of Professional Services/Consultancy Contracts through the contract lifecycle - Pre Contract, Mobilisation, Performance, Exit.
- Rounded Commercial Experience including procurement experience.
- Governance based environment – Utility Contract Regs (UCR) or Public Contract Regs (PCR)
- Knowledge of multitude of contracts – Standard government, NEC, Crown Commercial Services & G cloud. (Contractual Awareness, don’t need to know them all).
- Leadership Experience – Must and experience managing, training, performance managing a team.

The office location is Birmingham Snowhill OR London, Euston they operate a flexible hybrid working model working 2 days a week from the office. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Birmingham £70 – 81,000 + Pen(6/12) + 25 hols

Duties & Responsibilities
- Take the Lead in Supporting HS2 Ltd’s delivery teams in the commercial and contract administration of NEC forms of contract, specifically in relation to Phases One and Two of HS2;
- Provide leadership, commercial assurance, and governance support to the relevant Directors, Heads of Department, Contract Managers, Assistant Contract Managers and Project Managers around the effective administration of corporate contracts.
- Coach and supervise team members and direct reports to bring about technical competence and consistency of corporate contract management across all contracts and check that HS2 related actions or inactions which could result in constructive contract changes are identified and making recommendations on their resolution.
- Develop and manage procedures to recognise and identify contract issues as they develop (whether formally crystallised disputes or not) and managing their resolution under the change’s provisions wherever possible, obtaining claims and legal expertise as appropriate.
- Work with the Functional Managers and Directors to check that decisions with commercial implications receive careful consideration, that appropriate business cases are developed, and commercial reporting is fully reflective of a true commercial position.
- Takes the lead in the drafting of change instructions on corporate contracts and the assurance of such work produced by direct reports;
- Manage the progress of change requests through the company’s governance structure and in association with other HS2 functions;
- Proactively support mitigation measure initiatives captured on the respective contract risk registers and ensuring compliance with contract processes ;
- Liaise with teams with respect to consultants’ progress, spend and performance reporting;
- Take the lead in the assessment of quotations and assessments by others in connection with compensation events;
- Oversee corporate contract management of other HS2 Ltd contracts;
- Work to achieve value for money at each stage of the contract and Develop and manage appropriate mechanisms to monitor compliance with contract terms and conditions.
- Maintaining a working relationship with Construction, Engineering, Procurement, Legal and Risk Management to facilitate organizational interfaces between those performing (sub)contract management
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI
Candidate Criteria
The ideal candidate will be a Senior Contract Manager, Commercial Manager or equiv. with thorough Contract Management experience working within Utility Contract Regs (UCR) or Public Contract Regs (PCR) environments. The individual will have rounded commercial experience including procurement knowledge. They will have experience of Contract Management of Professional Services ideally have experience using the NEC3 Professional Service Contract, however not essential, CCS & other standard forms will suffice.
Leadership experience is essential – must have experience managing, training, inspiring, developing and performance managing a team. Please note that although a leadership position the role is still very much delivery focused not just strategy – will have to roll your sleeves up and manage contracts where necessary in a very busy dynamic environment.

- Experience in applying knowledge recognised by other senior professionals, who is called on by others for advice on the competence and educates others.
- Experience of corporate contract management in publicly funded projects;
- Experience in working with or for publicly funded bodies such as central government departments
- Experience using different forms of contract and management of risk allocation – CCS, Standard forms, NEC3
- Experience managing different forms of Professional Services contract through the contract management cycle and management of risk allocation;
