Description
We are recruiting for a Senior Programme Assurance Manager to work on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  The Senior Programme Assurance Manager works within Technical Services Directorate in the Programme Assurance department which provides oversight and Assurance to all the main delivery Programmes on HS2 (Civils, Stations, Rail Systems, Rolling Stock, Phase 2 Design Development) – this role is a mix of Project Controls & Assurance – separate from the main project controls department one step removed providing oversight & Assurance
 
Supporting the Head of Programme and Approvals Assurance in the development and management of the programme and approvals assurance strategy, leading specific implementation initiatives, and conducting reviews across the HS2 programme.
 
This role provides Bench marking across the HS2 Programme proving a Progressive Assurance Programme asking important question such as:- do we understand the scope? is the scope chosen correct? – for each HS2 delivery Programmes – Civils, Stations, Rail Systems, Design Development of Phase 2, Rolling Stock.  Within the Programme of Assurance you will be benchmarking against scope, schedule, cost, risk / opportunities.  Coordinate reviews from Assurance providers (internal & external) – develop reports, actions plans, improvement plans.  Part of the Programme of Assurance is to provide scrutiny and oversight of the Operating Model chosen for the 14 rail system contracts – check the operational capabilities, identify risks and opportunities.
 
Ideal Candidate Background
  • The successful candidate will have Project & Programme Management techniques & processes – either as Project Manager, Project Controls, Programme Management and so strong understanding of Project baselines – scope, cost, risk & Schedule – APM cert would be helpful
 
  • Experience of delivering Assurance / Compliance across major programmes – providing oversight, independent reviews – Internal Audit Qualification / Assurance qual would also be useful.
 
  • Open to people from a numerous background – public sector or regulated industries would be preferred such as Utilities (Water, Gas, Electric, Power), Rail, Infrastructure  (Network Rail, Crossrail, TFL)
 
  • Superb Communication and stakeholder management skills – comfortable communicating senior executives & directors, able to politely and diplomatically discuss sensitive subjects with others.

Work Situation - Hybrid
The office location is Birmingham Snowhill they operate a flexible hybrid working policy with 2 days at the office expected.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties & Responsibilities
  • To provide support to the Head of Programme and Approvals Assurance in the development of the strategy and the framework of processes, tools and templates that define assurance expectations across all aspects of the HS2 programme and organisation
  • To lead the delivery of specific projects/initiatives to implement and embed the HS2 assurance policy, strategy, procedures and reporting format across the organisation
  • Coordinate periodic reviews of project baselines (scope, cost, risk and schedule) and the Financial and Economic models which use this information, working with specialist assurance providers, both internally and from 3rd parties where required
  • Undertake assurance mapping reviews aligned to the requirements of each programme/project stage gate and work with Risk Champions to make recommendations regarding coverage
  • Manage reviews into compliance with assurance policies and procedures, and the integration of assurance control activities across HS2
  • Work with other teams to ensure that the conclusions from assurance reviews and compliance analysis are understood, prioritised appropriately and fed into improvement plans
  • Contribute to the development of assurance engagement and training materials that support delivery of effective assurance throughout the HS2 programme; deliver training to colleagues, support partners, and suppliers, as appropriate
  • Maintain good working relationships with partners (e.g. Department for Transport, Network Rail, P-Rep), other assurance providers within and outside HS2 Ltd
 
Candidate Specification
The successful candidate will have a mix of Project Controls / Project Management skill set –understanding of Project baselines against scope, cost, risk & Schedule, coupled with experience of delivering Assurance / Compliance (Audit) across major programmes.  Highly likely would of worked on major government or regulated industry programmes such as Utilities (Water, Gas, Electric), Rail, Infrastructure, Highways, Government Housing / Building Programmes or could come from outside of the wider construction sector working on major Government programmes providing project control & assurance oversight.  Useful qualifications would be APM or other equivalent Project Management qualifications and Lead Auditor ISO9001, CQI, IRCA, Audit training / memberships.
 
Skills
  • Skilled in distilling information from multiple sources and turning it into clear written materials
  • Ability to influence and negotiate with senior colleagues
  • Ability to engage with and manage stakeholders and Government on sensitive issues
  • Management skills, working on multiple activities simultaneously and prioritise the most critical activities to agreed deadlines.
 
Knowledge:
  • Educated to degree level or equivalent experience
  • Understanding of project and programme management techniques and processes
  • Knowledge of a range of assurance activities, tools and techniques
  • Knowledge of best practice in project, programme and portfolio management
  • Professional assurance qualifications (e.g. Audit) or equivalent
  • Knowledge of matrix organisations and programme delivery
  • Knowledge of relevant interfaces for similar infrastructure projects
 
Type of experience:
  • Experience of delivering assurance across a major programme, or a complex organisation, with multiple stakeholders
  • Experience leading cross-functional teams to deliver common objectives in a matrix environment
  • Assurance, internal control or audit experience within both the private and public sector is preferable
