Description
Head of System Assurance is required for a 12-month interim contract to work for the Client Organisation (High Speed Two) responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  This is an Engineering leadership role managing a team of 20 System & Technical Assurance Engineers reporting directly into the Head of System Integration.

The Head of System Assurance ensures that the top level HS2 System requirements and design are successfully complied with through good quality systems engineering processes which is applied by the HS2 Ltd and delivery organisations for their parts of the HS2 scope.
 
As part of the Systems Integration team, the role ensures the assured systems delivery to meet requirement is maintained throughout the Lifecycle of HS2 and that any change to it is managed so that overall system integrity is protected.  Sets and implements the overall end-to-end framework, policy and process for system assurance for HS2.  Ensures that the systems assurance activities undertaken are appropriate for delivering quality, compliance and system level objective (i.e. a railway with the required functionality and capability needed for operational service).  Maintains a system level view of technical risks and ensures that appropriate assurance mitigations are in place to manage the risks. 
 
There has recently been a reorganisation where System Assurance reports into System Integration this is a focus brought about lessons learnt from major Infra-structure programmes such as Corssrail, highlighting the importance of System Integration and a system engineering approach; hence the Technical Assurance focus is on whether technical evidence can prove system integration.  Hence the  successful candidate will have a challenge manage the re-organisational change and systems integration approach is delivered.

Successful Candidate
  • Senior Engineering leader with major rail programme experience.  You will be a System Engineer or a Senior Engineering leader who understands the systems approach to delivering major programmes – (V Lifecycle, requirements management, configuration management, system assurance). Alongside knowledge of CSM and CDM.
 
  • Strong Track record of Senior Engineering Leadership, capable of managing a large engineering team, with the correct inclusive, collaborative inspirational behaviours, coupled with the ability to manage organisational change.
 
 
Work Situation – Hybrid

The office location is Birmingham Snowhill or London Euston they operate a flexible hybrid working model with plans to be working 4/5 days a fortnight from the office - so 2 /3 days a week.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.


Head of System Assurance     £750 - £850 a day INSIDE IR35 (12 month Contract)
 

Duties & Responsibilities
 
  • Lead the system assurance team, setting objectives, reviewing performance and participating in selection/promotion decisions;
  • Ensure that staff have the necessary skills and understanding to deliver the team’s objectives;
  • Ensure that competence levels for design assurance, requirements management and engineering are set out and that HS2 has appropriate competence to undertake the planned requirements work;
  • Lead the development and improvement of requirements, system assurance and technical process management on a whole life whole system basis;
  • Develop and put in place process for progressive end-to-end system assurance covering railway system, rolling, stations and civil infrastructure. Embed the process within IMS and communicate across HS2 delivery departments for implementation.
  • Monitor and report on the implementation of HS2 process, in particular for requirements and system assurance using appropriate metrics and KPIs.
  • Accountable for a number of HS2’s key engineering documents including: the HS2 Systems Engineering Management Plan, the HS2 Requirements Management Plan, and the HS2 Verification and Validation Plan;
  • Act as point of escalation where requirements and/or V&V evidence is disputed for purposes of system assurance;
  • Lead the capture and management of systems integration risks, and their relationship to lower level discipline and package level risks.  Provide appropriate system assurance mitigations for the management of the identified risks. 
 
Candidate Specification

Senior Engineering leader with major rail programme experience.  You will be a System Engineer or a Senior Engineering leader who understands the systems approach to delivering major programmes – (V Lifecycle, requirements management, configuration management, system assurance). Alongside working knowledge of CSM and CDM.
 
You will have a strong Track record of Senior Engineering Leadership, capable of managing a large engineering team, with the correct inclusive, collaborative inspirational behaviours, coupled with the ability to manage organisational change.
 
Likely to be Chartered Engineer or have equivalent experience.
 
Open to candidates from Client, Consultant or Main Contractor – mix of experience being preferred.

 
Skills:
  • Provides specialist technical support and leadership on all discipline-specific scientific, technical and engineering principles to those working directly with project development / delivery teams in area or phase.
  • Capable of being a Standard Discipline Owner / Subject Matter Expert for area or phase.
  • Exceeds minimum CPD requirement for professional institution most years.
  • Provides technical, commercial management and leadership skills to support those working directly with project development / delivery teams in area or phase.
  • Ability to communicate most discipline-specific technical ideas to stakeholders and colleagues, based on examples of application.
  • Can evidence application of the full range of principles relating to standards, safety and the environment.
  • Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from Subject Matter Expert 
 
 
Knowledge:
  • Good understanding of systems engineering process and techniques
  • Good understanding or project and programme management process and techniques
  • Applicable UK construction regulations including CDM requirements.
  • The application of the Common Safety Method (CSM) for risk evaluation and assessment.
  • Understanding of the Regulatory/Legislative Framework relevant to HS2
  • Commercial awareness including understanding of cost delivery, schedule
  • targets and the need to deliver an integrated solution that meets all functional requirements.
  • Understanding of the main aspects engineering disciplines in a railway environments.
  • Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience.
 
 
Type of experience:
  • Team leadership in a major project environment, with multiple stakeholders, regular deadlines and competing priorities to manage.
  • Experience in managing multi-disciplinary engineering and safety standards, activity on large complex major projects/ programmes within a complex infrastructure delivery programme.
  • Experience of managing competing project and engineering demands, with cost and schedule implications.
  • Experience of leading technical teams to deliver project outcomes
