- Construction Assurance Manager (equivalent Assistant Construction Manager) is required to work within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. They are looking for a Construction Assurance Manager who will provide support to the NEC3 Project Manager & NEC3 Supervisor and be accountable for providing specialist constructability support and expertise at each stage of the construction process. The role is based from site near Euston working on the East section of the Southern Main Works Civils Contract on phase 1 of HS2 assuring the JV Costain, Skanska & Strabag, £1.2bn heavy civils section of work.
The Construction Assurance Manager will support the Senior Construction Assurance Manager in providing specialist constructability support and expertise to the HS2 NEC3 Project Manager. The post holder will also undertake a risk-based approach to the assurance of the constructability of the Works, whilst maintaining standards of health and safety, and supporting the required project delivery outcomes, namely, quality, environmental impact, Undertakings and Assurance (U&A) obligations. The post-holder will work closely with HS2 Project Managers, the HS2 QHSSE Compliance Manager, and the Stakeholder and Interfaces Manager and Integrated Project Team (IPT) in undertaking their role.
This is a Site based Construction Management role working in the Integrated Client / Main Contractor Delivery team in the main civil engineering works of Phase 1 where you will provide Constructability Assurance and specialist advice. Working alongside the Costain, Skanska & Strabag on the Southern Section of Phase 1, 26.4km line of route from Euston station to West Ruislip valued c£1.2bn. The main works consists of: earthworks, piling, structures, bridges, tunnelling, rail infrastructure, highways, utilities – current activities in the East section include Bridge Extension at Hamstead, piling, utilities & underground construction box works.
Happy to consider applicants from either Engineering or trades background who had management experience on large civil engineering with multiple stakeholders and interfaces with Principal Contractor or Client background. This is site-based role but also must be comfortable & adept with administrating paperwork (CDM, H&S, Environmental, Quality Assurance etc).
The Construction Assurance Manager will report to the Senior Construction Assurance Manager, taking a risk-based approach some 200 – 250 high risk elements will be your focus within your section these include – heavy lifts, viaducts, poor ground conditions, working at height etc.
Salary & Location
The role is site based close to Euston Stationand the expectation will be that you are on site at least 4 days a week, sometime you might visit othersites in different London areas but mainly based from Euston. Please note no travel to work costs (the commute), car allowance or subsistence is paid.

Responsibilities:
- Responsible for supporting the Senior Construction Assurance Manager in undertaking Constructability Assurance, taking a risk-based approach.
- Supporting HS2 Project Managers by providing specialist advice and expertise at all stages of the construction process for help in administering the contract.
- Co-ordinating and undertaking safety tours and other site based HS2 safety practices.
- Responsible for supporting the NEC3 Supervisor in discharging their duties under the Contract.
- Responsible for supporting the NEC3 Project Manager in discharging their duties under the Contract.
- Responsible for supporting the functional teams in assuring that the works are adhering to U&A’s, Environmental Minimum Requirements and Code of Construction Practice requirements.
- Support the Senior Construction Assurance Manager in managing HS2 cross contract interfaces with respect to constructability.
- Assisting the Senior Construction Assurance Manager and HS2 Project Managers with the HS2 CDM Assurance Process to enable release of the Hold Point Release Letter.

Candidate Criteria
Open to candidates from either an engineering background Construction Manager/Site Agent/Construction Engineer or GF / Works Manager/Clerk of works/Construction Manager from a trades who have worked for either main contractor or client on major civil engineering or construction sites. They will have good supervisory management experience and a good handle on CDM regs, Health & Safety, Quality, Environmental, Risk Management, Planning & Constructability and be able to produce all necessary paperwork. The individual will be a confident communicator with excellent stakeholder management skills and the ability to talk with the public and external stakeholders. They must be able to demonstrate both career and professional development. They will be a good problem solver and confident self-starters, able to manage themselves and their workload. As with all employees at HS2, behaviors are an important aspect and the Construction Assurance Manager will actively promote quality, diversity & inclusion.
Will have major project heavy civils experience – bridges, major structures, tunnels, utilities, highways, rail structures, earthworks and ground engineering – the more varied your experience the better.
Skills:
- Problem Solving– the ability to identify problems and review related information to assist in the development and evaluation of options and the implementation of solutions, including the ability to manage and plan workstreams, considering the competing demands of stakeholders, cost, time and quality.
- Decision Quality- Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason to propose options to the CAM and / or Senior Project Manager using key facts and data.
- Building Relationships– ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations.
Knowledge:
- Knowledge of NEC3 Contract and Supervisor responsibilities along with general management principles and operation of matrix organisations
- Knowledge of UK construction regulations including Construction Design Management (CDM) and Construction Safety Management requirements
- Knowledge and experience of site-based processes and procedures for health, safety and environmental management.
- Understanding of risk identification and management
- Understanding of construction planning and ability to follow and monitor progress against a project programme.
- Degree level qualification in civil engineering, construction or building science or the equivalent experience. Happy for someone from Foreman, Site Manager/GF background (withought qualification) or indeed an Engineer / Site Agent qualified engineer with good site construction experience
Type of experience:
- Construction experience of large-scale Civil Engineering projects including: bridges, structures construction, tunnels, utilities, highways, rail structures, earthworks and ground engineering – the ideal candidate will have a broad range of civils experience on major projects.
- Open to people from Client or Main Contractor background must have the site experience along side being able to administer the necessary paperwork (CDM, Health & Safety, Environmental etc).
- Some exposure to administering contracts, preferably NEC but will consider other contracts
