Description
Commercial Development Engineer is required working within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  The role is placed within The Euston Partnership which is a non-corporate collaboration between Network Rail (NR) Infrastructure Limited and High Speed 2 (HS2) Ltd, under sponsorship from the Department for Transport (DfT) to optimise outcomes from the estimated £7.5bn public investment in Euston. 
 
The role requires an engineer who understand construction within a live railway station environment who can facilitate, assist, adjudicate and develop the designs and plans submitted by the developer (Leandlease) who are Commercially developing the Euston Oversite Development (currently in outline planning stage), this is seen as the last major central London development opportunity with the potential of the site being larger than Canary Wharf! 
 
Role Overview:
Working in the Oversite Development Delivery Team (within the Euston Partnership) and closely with the Principal Commercial Development Engineer, the role will support the Engineering, technical and construction delivery of Oversite Development (OSD) enabling works and other technical interfaces with all stakeholders to maximise commercial development opportunities across the Euston campus. The role will be responsible for ensuring OSD enabling works designed and constructed by HS2 or Network Rail are fit for purpose in the delivery of property development by others at specific sites.
 
In order to deliver on responsibilities and provide the required support, the role would require regular contact with the HS2 and NR Station Delivery teams, HS2 and NR contractors, the Department for Transport, the Master Development Partner and other key stakeholders. This is a key element of the role as The Euston Partnership is not the client it’s a integrator hence doesn’t not have any contractual control over the partners, therefore, a relationship builder who can articulate the issues and risks and bring people with them is vitally important.

Work Situation – Hybrid
The office location is London, Euston and they operate a flexible hybrid working model working 4/5 days a fortnight from the office - so 2 /3 days a week.  Overall, this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Salary                 £60,000 – 72,000 + Pen(6:12) + 25 days Hol (mid-point £65,580)
 
Duties & Responsibilities
  • Support the Principal Commercial Development Engineer in implementing OSD engineering requirements in their respective areas, working closely with the Master Development Partner, Stations Delivery teams and both HS2 and NR contractors.     
  • Be accountable for the resolution of all OSD related technical issues, within their area of responsibility, in a timely and efficient manner.    
  • Manage and agree between relevant parties the technical responsibilities for delivering certain aspects of OSD enablement works (by HS2 or NR) and OSD (by the Developer).   
  • Manage joint inspections with relevant parties to agree that the enablement works are suitable for handover to the Developer.
  • Manage the interface with the Developer to ensure adherence to HS2 and Network Rail approvals and consents regime; provide technical advice and opinion where there is a potential conflict.
  • Lead any required procurement activity for the areas of responsibility and continue to administer and manage these contracts once implemented.
  • Support the Principal Commercial Development Engineer in the contract management and administration of any contracts under their responsibility.
  • Provide all reporting information, qualitative and quantitative, to satisfy the requirements of both regular and ad-hoc governance forums, committees and stakeholder requirements.
  • Liaise with internal and external stakeholders to ensure visibility and understanding of progress across the programme, to include liaising with any relevant HS2 and NR contractors, development/property agents, and other key stakeholders.
  • Track progress of each of the developments against a set of key milestones, KPI’s and development lifecycle programme to maintain robust and accurate information on the progress of the programme and projected likely future progress.
  • Support the Oversite Development team in their day-to-day operations through the application of robust and best practice project management processes to include but not limited to; scheduling, reporting, budgeting, cost control, risk management and change management.
  • Implement the defined tools, processes and procedures, with regards to project management and controls.
  • Assist the Oversite Development Directorate to identify, assess and manage risks at project level within the overall framework, to identify and implement appropriate risk responses and review their effectiveness.
  • Track and monitor spend against planned targets and cost accounts.
  • Assist the Senior Commercial Development Manager to understand and control their costs via the management of change, regular production of period end information and associated reporting requirements.
  • Leadership of safety culture and associated behaviours including co-operation with the Master Development Partner, HS2 and NR in all matters relating to health and safety, including following safe working procedures at all times and ensuring reasonable care of own and others’ health and safety including those who may be affected in the day-to-day delivery of this role.
  • Actively promote and embed (Equality Diversity and Inclusion) EDI in all work, and support and comply with all organisational initiatives, policies and procedures on EDI.
 
Candidate Criteria
Looking for a qualified engineer who understand construction within a major railway station in the UK and so understands the Risks & Issues of development in such a space; enabling the development – scope & Specification.  The candidate will be must likely be chartered status or approaching (or sufficient equivalent experience), however, not looking for a Technical Expert or Project Manager the role requires superb communication & Stakeholder management skills.  The individual will be speaking to the Commercial Developer and Dft (amongst many others) and must be able to collaborate, advise, ask difficult questions, bring people with them and particularly understand the needs of the developer to enable the site to gain outline planning and then assist/manage development of designs. The successful candidate will likely work for a client organisation, developer or consultant, open to main contractor background, however, must understand needs of developers and have superb interpersonal skills.

Knowledge:
  • Appreciation of the techniques taken to identify, maximise and develop property and commercialisation opportunities.
  • Understanding of the issues arising in managing the interface between Oversite Development and operational railway.
  • Understanding of the dynamics of large project organisations and ability to work effectively within them.
  • Understanding of the design, construction, procurement, and project management processes of commercial developments.
  • Understanding of public sector decision-making structures and processes.
  • MICE Chartered Engineer or similar engineering professional qualification or equivalent professional experience.

  • Ideally with have experience of managing Oversite Development interfaces in a railway environment.
