- I am looking for Senior Project Manager for a Delivery Manager – Safeguarding & Zoned Schemes to work within the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. Working within the Property Services team within the Land & property directorate.
Delivery Manager – Safeguarding & Zoned Schemes will be responsible for the DfT and HS2 Ltd lead on and implement the safeguarding and zoned property schemes within the HS2 programme (Phases 1, 2a and 2b), ensuring that the HS2 route is protected from conflicting development and property compensation and assistance schemes are designed, launched and publicised to a high standard and with all affected parties directly notified in a timely way. Manage contractors and secondees to deliver supporting functions on behalf of Land & Property.
Its essentially programme and project management of a range of small, medium and large projects (the largest projects being the complete updating of all property related mapping for one phase of HS2 alongside a mailout to all owners of properties within those zones / no longer in any zones, all MPs and Local Authorities etc), with a significant element of delivery activity as well, plus leadership of a policy area both internally and on behalf of DfT. The delivery activity centres on delivering mailouts via contractors, GIS and Excel mailing list quality assurance and supplier management, creation of public facing communications including press lines, complex letters to the public and strategic stakeholders and HS2 Ltd and DfT governance papers.
The reports to the Head of Operations within property Services and managing 2 Ass Project Managers.
A typical week in this role would involve:
- Weekly Hands on catch ups and mentoring of two project managers reporting to you.
- Weekly Full project management run through of all live projects that you and your managers are running: detailed run through and then follow up run through with you line manager
- Informal call with Safeguarding lead at DfT to discuss live project activities
- Chair Safeguarding working group with HS2 Ltd stakeholders and DfT Legal and policy team
- Brief senior management team rep on any new sensitive/political/problematic issues emerging / prep for governance papers coming / items for his approval
- Chair regular update meeting with Land Referencing suppliers and the HS2 Ltd contract manager
- Informal / ad hoc Technical meetings with internal and external Land Referencing specialists, including a strong element of supplier oversight
- Drafting and presenting of governance papers to progress decisions to make changes to SG, forward planning, strategy
- Creation of letters and public facing comms materials for launches
- Briefings to our public facing helpdesk, technical colleagues, comms teams etc on our public announcements
- Quality checking of mailing lists to deliver letters to named property owners, to a very high level of accuracy, in collaboration with specialist colleagues
- Quality checking of GIS outputs and creation of mapping / approval of products for publication
- Hands on activities for the creation of bespoke letters, posting, printing, liaising with print suppliers etc if we have a launch (once every few months).
Work Situation - Hybrid
The office location is Birmingham Snowhill or London (Euston), although if based from London you will travel to Birmingham once a week & if based in Birmingham occasion travel to London. They operate a flexible hybrid working model working 5 days a fortnight from the office - so 2 /3 days a week. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
Delivery Manager – Safeguarding & Zones Schemes £600 – 650 A Day INSIDE
Duties & Responsibilities
- Represent HS2 Ltd Land and Property and also the DfT where required on all safeguarding and zoned schemes planning matters across both organisations, at all levels.
- Lead on the implementation and revision of Safeguarding Directions across phases 1, 2a and 2b within HS2 Ltd, working closely with the respective phase delivery teams, DfT and Bill team, legal, engineering and town planning colleagues across HS2 Ltd.
- Lead on the implementation of the zoned compensation and assistance schemes - namely statutory blight, Express Purchase, Rural Support Zone (Voluntary Purchase and Cash Offer) and Homeowner Payment – within HS2 Ltd, working closely with DfT and Land and Property and Legal colleagues across HS2 Ltd.
- Manage the preparation and delivery of the following safeguarding and RSZ products and technical documents for publication:
- Safeguarding Directions from Secretary of State & guidance for Local Planning Authorities
- Economic Impact Assessments
- Safeguarding plans and zoned scheme plans
- Letters to Property/land owners Phase 2a/2b 2018/2019
- Estimated Volume 2b (mail out x 2) = 4500
- Estimated Volume 2a (+ HOP =350) = 1600
- Estimated Total for Programme = 7000
- Guide to statutory blight and express purchase
- Training sessions and ‘Lines to take’ and Q&A documents for HS2 Ltd Helpdesk & Media teams
- Coordinate HS2 Ltd mapping (Gviewer) updates to reflect Safeguarding changes
- Lead on the preparation of safeguarding strategies ensuring they have cross functional buy in and full governance.
- Manage the interfaces between the Engineering, Environmental and Land Referencing disciplines to ensure processes are adhered to, and to ensure accuracy and consistency of safeguarding and zoned schemes.
- Act as the Technical Expert and single point of contact for safeguarding matters, responding to enquiries from within HS2 Ltd and from external stakeholders in a timely manner.
- Lead on the preparation and delivery of supplier contracts.
- Manage the budget/expenditure for the delivery of Safeguarding and Zoned schemes, working closely with suppliers and contract mangers.
- Influence the activities and deliverables of other directorates to deliver the above, negotiating and ensuring their buy-in to the required activities and their agreement and commitment to the programme.
- Manage the delivery of technical documentation, both for consultation and final launch.
- Provision of property count figures and supporting analysis on safeguarding and property assistance zones.
- Work closely with compensation and assistance scheme leads to develop and improve scheme guidance documentation and resolve problems as necessary.
- Manage high profile, sensitive or specialist property acquisition cases on behalf of the Head of Property Services as required.
- Take an operational lead on interfaces with all external and internal stakeholders relating to project areas managed.
- Report project progress (including progress reports and papers) to the L&P Senior Management Team, Phase 2 Boards and the DfT Sponsor Board and all other governance panels/boards as required
- Provide direct, specialist input to communications, press and media for internal and external stakeholders by collaborating with the Corporate Affairs and Community Engagement Directorate.
- Establish and maintain relationships with key customers, including contractors, and key stakeholders in order to resolve issues quickly.
- Manage a broad programme strategy to delivery by setting individual objectives, managing and developing direct report(s), reviewing performance/appraisals and providing on-going feedback on a formal and informal basis so direct report(s) are aware of objectives and requirements.
Candidate Criteria
Looking for a Project Manager or Programme Manager with either - Land Referencing, compulsory purchase order, GIS, Statutory Blight, safeguarding & zoned schemes planning matters understanding and has delivery experience (policy, announcement, information etc), excellent stakeholder management experience (civil service, Dft, public), supplier management, ability to quality assure mapping & referencing & most have a high standard of written English.
SKILLS
- Project management skills gained across a range of projects –not-construction – ideally policy, announcement, comms, mailshot etc
- Ability of working with maps and spatial data – ability to provide assurance and oversight on mapping & land referencing.
KNOWLEDGE
- Understanding of matrix organisations and programme delivery under strict governance.
- Knowledge of relevant interfaces for similar infrastructure projects.
- Degree qualified or equivalent.
- Understanding of Town Planning and Parliamentary process relating to Statutory Blight and compulsory purchase – (desirable)
TYPE OF EXPERIENCE
- Experience of working with large, complex, multi-disciplinary projects
- Experience in engaging with and manage stakeholders for a range of backgrounds on sensitive issues – Dft, Internally within HS2, Property Owners, MP’s etc
- Experience in leading cross-functional teams (including matrix management)
