Interim Procurement Managers are required to work on High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. Working within the ‘Construction’ Procurement team who are responsible to deliver the procurement activities required to deliver a number of procurement packages for railway systems contracts valued c£250m - £400m each. Initial contract 6 month with likely extensions.
The tenders have just gone through tender evaluation and now are in the Commercial Deep dive and Commercial negotiation period therefore require experienced Procurement Specialists who have worked on similar type sized contracts during this phase.
The Senior Procurement Manager will take the lead for individual Rail System procurement valued £250m - £400m - one being over head line and catenary and will be responsible coordinating and project managing the procurement process managing senior level stakeholders and small procurement team (1 or 2 others) - as detailed you will be leading the commercial Negotiation to fully understand the commercial bids developed by the rail systems contractors.
The successful individual will have:- Experience working on procurements for major construction service contracts £100m+, with through knowledge of the entre procurement process and can evidence experience during the commercial negotiation phase through to tender award.
- You will have experience managing major construction procurements under the Utility Contracts Regulations and the OJEU process & thorough knowledge of the NEC suite of contracts.
- Rail experience helpful but would also be interested in other similar sized public/regulated works or procurement such as Highways, Water, utilities etc
Work Situation - Hybrid
The office location is Birmingham Snowhill they operate a flexible hybrid working model working 4/5 days a fortnight from the office - so 2 /3 days a week. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Duties and Responsibilities
- Responsible for significant elements of the operational procurement for the relevant package(s), ensuring that these are aligned with other similar packages and the overall HS2 objectives, including the delivery of wider benefits.
- Supporting the achievement of governance approval and assurance of all procurement deliverables as defined within the HS2 Procurement Handbook. Following approval of the relevant Category Plan, this includes responsibility for developing key components of the necessary Pre-qualification and ITT documentation to agreed timelines and ensuring that these achieve relevant approvals and assurance to permit release of this documentation.
- Responsible for managing the procurement evaluation processes for the relevant package and ensuring that these achieve relevant approvals and assurance to allow appropriate short-listing and contract award.
- Ensure HS2’s procurement activities are undertaken in compliance with EU and UK legislation whilst driving a process that will become a benchmark for future projects around the world.
- Manage a Procurement Manager and Procurement Officer, ensuring their output is quality-assured at its source
- Ensure procurement reporting and management information is provided accurately and on a timely basis to synch with HS2 business reporting rhythm and cycles.
- Present to boards and committees, as required, in order to respond to challenge and scrutiny

Candidate Criteria
Looking for a Senior Procurement Professional who have managed large complex multi-disciplinary infrastructure contracts, ideally within the rail industry (but not essential) with through knowledge of the entre procurement process especially the commercial negotiation phase through to tender award. You will have experience managing major construction procurements under the Utility Contracts Regulations and the OJEU / CFA process & thorough knowledge of the NEC suite of contracts.

Experience
- Experience procuring large value complex rail systems / heavy civils / construction or similar works/services in compliance with the Utilities Contracts Regulations with knowledge of applicable EU and UK procurement legislation (OJEU) and contracts using the NEC suite of contract forms.
- Experience working on procurements for major construction service contracts £100m+, with through knowledge of the entre procurement process and can evidence experience during the commercial negotiation phase through to tender award.
- Experience in operating in a matrix environment, with influencing and communication skills – able to persuade on the basis of objective argument founded in fact and analysis
- Commercial expertise to ensure that value for money is secured and demonstrated
- Sponsor / Stakeholder relationship and management experience, with communication and influencing skills
