Description
Biodiversity Technical Specialist is required to work for the Client Organisation responsible for the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.  The role is responsible for work right across the programme Phase 1 & 2 but will concentrate on Phase 1, London to Birmingham, which is in Detailed Design & Construction phase.  You will work in collaboration with the supply chain as well as HS2 colleagues to ensure project commitments relating Biodiversity & ecology are delivered and timescales are met within budget. The role will include working with a wide range of stakeholders including contractors and government decision and policy makers.
 
The Biodiversity Technical Specialist will develop the technical quality, specifications, standards and assurance for the ecology and biodiversity aspects of the HS2 programme.  The Biodiversity Technical Specialist will report and deputise for the HS2 Biodiversity Manager, the department will grow as the programme develops this is a superb opportunity to really make a difference on a truly landmark infrastructure project.
 
The Biodiversity Specialist will be part of the Natural Environment Team, within the Technical Services directorate, the Biodiversity Technical Specialist supports the work of the Biodiversity Team and acts as the “internal client” for the topic of biodiversity. A key area of work involves the development of specification and policy and ongoing negotiation with Non-Governmental Organisations and Governing Bodies in relation to proposals and issues. The Biodiversity Team seeks to mitigate impacts along the route and to develop opportunities for the creation of new habitats in order to best to protect habitats and wildlife and to seek no net loss of biodiversity.
 
The Biodiversity Technical Specialist is a wide-ranging holistic role that will Influence management of Biodiversity and ecology throughout all sections of the HS2 Programme (Phase 1, Phase 2a & Phase 2b), and also influence management of Biodiversity and ecology on the End State Railway.  There has never been an infrastructure project with such high and demanding environmental minimum standards and will truly set standards for Biodiversity & ecology throughout the industry for years to come.
 
Work Situation - Hybrid

The office location is Birmingham Snowhill or London Euston they operate a flexible hybrid working model with plans to be working 4/5 days a fortnight from the office - so 2 /3 days a week.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
 
Biodiversity Technical Specialist

Duties & Responsibilities
  • Work within the Biodiversity Team to assist in developing and overseeing the delivery of the biodiversity agenda (and related policies/plans) for HS2 in keeping with programme needs, statutory requirements and broader external requirements in order to deliver on biodiversity commitments, including finalising and overviewing Corporate, Phase specific biodiversity proposals and plans.
  • Prepare and review draft material for the HS2 programme in the lead-up to construction to ensure the HS2 programme designs in and mitigates its impact on receptors specifically with regard to biodiversity.
  • Deliver high quality technical support and advice to the project in order to ensure the best possible outcomes from a biodiversity perspective and ensure compliance with HS2 agreed standards and legislation (e.g. organisational protected species licences).
  • Manage outputs and monitor allocated budgets.
  • Provide information to key persons in agencies (e.g. DfT, DEFRA, Natural England and Forestry Commission) as well as deal with FOI and media requests on biodiversity issues to ensure HS2 plans can be implemented effectively.
  • Contribute to the development and delivery of the external communication plan regarding biodiversity goals and progress.
  • Coach, up skill and influence colleagues from across the organisation (and into the wider supply chain) to ensure biodiversity issues are key considerations in project decision making and management processes.
  • Liaise closely with specialists in other related disciplines, in particular those within the wider Natural Environment Team including water and landscape.
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI
 
Candidate Criteria
The Biodiversity Technical Specialist will have experience within the built environment on complex infrastructure or indeed construction projects.  They will be technically proficient with a working understanding of the biodiversity/ecology standards and legislation.  The candidate will likely be working for an environmental consultancy, client or Tier 1 contractor and have excellent communciaiton an stakeholder management skills.  For a full list of requirements please see below:

  • Ability to produce and present effective written information to a variety of audiences
 
Knowledge:
  • Educated to degree level in a relevant subject.
  • Full Membership of a relevant professional organisation or equivalent (e.g. CIEEM). (or working towards)
  • Knowledge of biodiversity/ecology related policy, legislation, industry standards and best practice.
  • Knowledge of ecological surveys and land restoration, landscape planting, habitat creation and translocation.
  • Knowledge of surrounding and interacting disciplines, such as landscape, green infrastructure, surface water and flood risk, including the relationship between soils and biodiversity for the establishment and management of wildlife habitats.
 
Type of Experience:
  • Experience of engaging with environmental stakeholders.
  • Experience in a lead or review role in ecological impact assessment and environmental statements.
  • Experience of authoring/reviewing Habitat Regulations Assessments.
  • Experience of writing/submitting/holding protected complex species licences.
  • Experience of managing environmental projects on complex schemes.
