About the role: Head of Procurement / Procurement Lead  
A Head of Procurement (HOC) / Procurement Lead (PL) operates within the HS2 strategic framework in line with policy, displaying HS2 values, formulating and delivering the agreed procurement strategy to a successful conclusion, and in so doing lays the foundation to realising HS2 benefits.  The Head Of Procurement / Procurement Lead will -

  1. Define the delivery & management of roles and responsibilities to the procurement team to ensure collaborative and effective delivery of procurement activities.
  2. Deliver to the baseline procurement schedule, which in turn is anchored against the overarching milestone schedule for the HS2 programme.
  3. Be responsible for the procurement of complex projects and/or multi-million-pound projects, ensuring procurement strategies and plans are developed and fulfilled.

Duties & Responsibilities
  • Ensure procurement activities are undertaken in compliance with HS2 policies that support relevant UK government and EU legislation, whilst driving a process that will deliver the strategic objectives and benefits of the HS2 programme and drive best practice.
  • Develop and assure all procurement deliverables required for HS2 Governance in accordance with the HS2 Procure to Pay process on a package-by-package basis. This includes accountability for developing the necessary Prequalification and ITT documentation to agreed timelines;
  • Lead and manage the procurement evaluation processes ensuring that shortlisting and contract award recommendations are assured and delivered to an agreed timeline.
  • Implement and embed key strategic themes of innovation, value for money and legacy within the process and contracts that will form the foundation of successful delivery of the project.
  • Manage major procurements from strategy development, expression of interest to contract award in an efficient and accurate manner, meeting the timelines required. •Manage, support and develop a procurement team, ensuring their output is quality-assured at its source (and prior to being offered for approval);
  • Interface with suppliers during pre-procurement market engagement, and at controlled points throughout the process, deliver compliant outcomes in accordance with published procedures, protecting the probity of the process and maintaining compliant procurements at all times;
  • Be responsible for the strategic management of major procurements within the Project, including the delivery of innovative and commercially robust strategies and plans for each package in accordance with statutory requirements and relevant government policies, demonstrating its procurements are fair, transparent, non-discriminatory and deliver value for money.
Conduct and deliver successful assurance and governance outcomes, through assurance panels, investment and committees, HS2 Ltd Board and the Department for Transport governance.
  • Represent Procurement in a variety of internal and external fora and interface with other Senior Procurement roles such as Stations, Rail Systems and Phase 2b; and
  • Train and develop the procurement team, conduct succession planning and recruitment activities, regular appraisals, and professional development of the team, develop competency framework activities, grow team capabilities and act as an exemplar for role competencies and behaviours.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.
 
About You:
  • Experience of leading a team to deliver value for money and whole life value propositions.
  • Experience of leading the development of procurement strategies, through workshop development, translating this to a procurement strategy and delivering this through assurance and governance.
  • Experience of procuring construction or similar services, with significant risk and complexity, through OJEU and/or frameworks.
  • Experience of leading procurements via early contractor involvement, collaborative and/or incentivised contracts with differing pricing and risk models; and
  • Experience of setting metrics for procurement selection purposes and contract performance measurements.
