Description
Asset Information Systems Manager is required to work on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.
 
As the Asset Information Systems Manager, you will be responsible for the strategic leadership and management of HS2’s Asset Information Management System (AIMS), a critical component of HS2’s Common Data Environment (CDE) and the depository for HS2’s Asset Register in order to deliver HS2 Digital Engineering and Asset Management objectives.
 
The role will manage the Asset Information team, engaging with various programme stakeholders developing HS2 asset data dictionaries, ensuring the specification and configuration of AIMS is in line with the HS2 Digital Engineering and Asset Management strategies to ensure an up to date and controlled Asset Register and related information is maintained, shared and managed throughout the HS2 programme.  Create a step change in moving towards data-driven object-oriented ways of managing various data types about HS2 assets.
 
Dimensions of Role
First and foremost this is a Leadership Asset Management role where skills such as leadership, business planning and project planning are essential.  The post is responsible for the strategic direction, day to day management and continuous improvement of one of HS2’s core business systems which is estimated to manage circa five hundred million asset objects, which will form the core of the Asset Management System in the Operations and Maintenance regime with impacts on the programme’s overall value in terms of capital and operational expenditure.  Providing the link between Digital Engineering and the End State Strategy Asset Management Team, although the post holder can be trained on the digital / BIM aspects of the role if necessary.
 
The role holder will engage with various stakeholder groups, supply chain, technology vendors and engineering delivery partners. Reporting to the Head of Digital Engineering managing a team currently compromising of Asset Information Technicians (2) and 1 Asset Information Coordinator, liaising with GIS Lead, CAD Specification Manager, Digital Engineering Management Team and the End State Strategy Asset Management Team.

Working Situation – Hybrid
Role is office based from Snowhill, Birmingham or London (Euston) coupled with Hybrid working – expectation is to work 4/5 days a fortnight from the office and the rest of the time at home once Omicron has passed (currently working from home following Government guidance).
 
Asset Information Systems Manager Salary

Birmingham (Snowhill)               £70 – 75,000 + Pen (6:12) + Health + 25 hols (Mid- Point £71,160)
London (Euston)                         £78k – 84,000 + Pen (6:12) + Health + 25 hols  (Mid- Point £80,760)
 
Duties & Responsibilities
  • Set the strategic direction and be the guiding mind for the Asset Information Management System (AIMS) in the context of Digital Engineering
  • Subject Matter Expert for the AIMS programme of work, ensuring itis fed into the wider Digital Engineering  programme and resources are managed effectively and projects delivered on time
  • Lead the creation of HS2’s asset data dictionary, through engagement with Engineering, Environment and Asset Management disciplines, and collection of asset data requirements in-line with Digital Engineering’s Information Requirements Framework 
  • Define the AIMS data model, in-line with Digital Engineering’s Ontology Framework, and ensure wider alignment across the programme,
  • Establish and continually improve governance processes relating to asset data dictionary and AIMS configuration changes
  • Provide technical, commercial management and leadership skills to support end state and delivery functions across the programme
  • Lead the continual improvement of AIMS functionality through specifications and requirement definition to meet evolving business requirements;
  • Identify and implement changes to workflows and quality processes to improve data quality and the efficiency and effectiveness of information exchange processes;
  • Promote Digital Engineering strategy and uptake of AIMS in all areas provide training, and deliver presentations to both internal and external audiences
 
Required Criteria
You will have experience within a Leadership Asset Management role – with strong grasp of the asset management standards, data management practices alongside good leadership, business planning & project planning skills.   Experience in Asset Information Management, preferably in the rail industry and linear assets (utilities, highways, tunnels etc) would be a real advantage.  Good knowledge of Digital Engineering / BIM is an advantage but can be learnt on the job. Client asset owner experience preferable either for the asset owner or consultant.

  • Stakeholder Management – Identification of stakeholders, analysis of their expectations and influences, development of appropriate strategies to work with stakeholders.
  • Communication - Ability to manage relations with both internal and external stakeholders. Good negotiation skills to manage expectations
 
Knowledge:
  • Educated in Engineering, Computer Science, Information Systems or a related field to at least degree level or equivalent and/or a track record demonstrating professional development;
  • Knowledge of data management practices is essential;
  • Knowledge of the requirements of ISO19650, ISO 55000 & ISO 8000-150;
  • Knowledge of information governance, integration and analysis analysis;
  • Knowledge of data quality processes and the ability to analyse and articulate the impact of change;
  • Understanding of the influence that a data quality has on the asset lifecycle;
 
Type of Experience:
  • Experience in Asset Information Management, preferably in the rail industry and linear assets
  • Project planning and organisation to meet significant programme milestones, including cost delivery and schedule targets
  • Experience of working in large complex organisations, managing multifaceted stakeholder landscape and influencing key stakeholders is essential
