- The Client Company responsible for UK’s new High-Speed Railway to directly link the city centers of: London, Birmingham, Leeds and Manchester. Are looking for a Systems Engineer with Leadership experience to work as Lead Systems Assurance Engineer, initial contract signed off for 6 months and likely to be extended.
The Lead System Assurance Engineer leads the overall technical/engineering assurance management for HS2. The role ensures that the HS2 requirements and process are successfully complied with and properly evidenced a through good quality verification and validation management process which is applied by HS2 and the delivery organisations for their parts of the HS2 scope. The current System Assurance high level strategy is in place but details plans are not and it will be the Lead System Assurance Engineer to create these detailed plans and coordinate and manage the System Assurance Engineers to ensure technical assurance is being managed through out the programme.
The Lead System Assurance Engineer will lead the whole process along all stages of the V cycle – so you will need to have experience on both the up and down cycles. However, this person will have an emphasis on Stages 8 Integration, Stage 9 System Validation & Stage 10 System Acceptance. You will be tasked with completing detailed plans for these stages.
The Ideal Candidate
The Ideal Candidate will be a System Engineer (or qualified engineer with system engineering way of thinking) with Technical Assurance experience with Rail or Infrastructure experience on a major programme of work (other major programme of works experience will be considered – defence, aerospace, avionics, nuclear etc). You will have experience working on all stages of the V Cycle (both up and down) with management/strategy experience working on large complex engineering programmes. Experience implementing and formulating plans for Stage 8, 9 & 10 of the V cycle coupled with management/leadership qualities.
Working Situation – Hybrid
Role is based from either Birmingham (preferred) or London (Euston) coupled with Hybrid working – expectation is to work 4 days a fortnight from the office and the rest of the time at home. This is a modern flexible employer.
Duties & Responsibilities
- Lead the assurance team, setting objectives, reviewing performance and participating in selection/promotion decisions;
- Ensure that staff have the necessary skills and understanding to deliver the team’s objectives and ensure that competence levels for assurance engineering are set out and that HS2 has appropriate competence to undertake the planned assurance work;
- Own and update the HS2 Verification & Validation Plan and any associated process and procedures throughout the HS2 Programme Lifecycle, ensure that the HS2 Verification & Validation Plan is briefed and understood throughout HS2 and assure it is being implemented through participation in audits of this when necessary;
- Maintain a robust and practical framework for V&V;
- Work within a digital environment for Requirements Management (DOORS) and support others to ensure its effective use within HS2 and with suppliers;
- Specify, introduce and maintain an effective digital environment for V&V capture that meets the needs of key stakeholders that will use this information for the authorisation of the railway (in particular for safety assurance)
- Ensure that the necessary training, infrastructure, connectivity, access, security and commercial arrangements are in place for effective use within HS2 and with suppliers;
- Oversee engagement with the Integrated Project Teams and other parts of the supply chain for the delivery HS2 to support the implementation of the HS2 Verification & Validation Plan.
Required Criteria
Skills:
- Able to provide specialist technical support and leadership on all discipline-specific scientific, technical and engineering principles to those working directly with project development / delivery teams in area or phase.
- Capable of being a Standard Discipline Owner / Subject Matter Expert for area or phase.
- Exceeds minimum CPD requirement for professional institution most years.
- Able to provide specialist technical, commercial management and leadership skills to support project development / delivery teams.
- Ability to communicate most discipline-specific technical ideas to colleagues, based largely on examples of application.
- Apply many principles relating to standards, safety and the environment and able to articulate the rest.
- Applies principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from Subject Matter Expert.
- Able to articulate basic understanding of several other disciplines.
Knowledge:
- Knowledge of problem solving and integration using systems engineering thinking within the infrastructural, defence, aerospace, aviation etc sectors
- Knowledge with the principles of change and configuration management.
- Understanding of the roles and responsibilities under CDM Regulations 2015, and have knowledge of the European Common Safety Methods guidance.
- Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
- Qualified Engineer or Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience.
Type of experience:
- Experience in managing multi-disciplinary engineering and safety standards, activity on large complex major projects/ programmes within a complex infrastructure delivery programme.
- Experience of managing and implementing assurance principles, systems and frameworks on large scale projects.
- Experience in managing technical assurance processes across a multi-disciplinary programme.
- Experience of managing competing project and engineering demands, with cost and schedule implications.
