Description
The Client organisation who are building and then operating UK’s High Speed Rail network to directly link the city centres of: London, Birmingham, Leeds and Manchester.  Are looking for a Utility Land Rights Manager who is responsible for managing the processes established to ensure timely delivery of utility land rights required for the HS2 project. This scope covers non-contestable and contestable utility diversions (electricity, gas, water, telecoms) for the entire HS2 line of route both Phase 1 and Phase 2.  Reporting to a Senior Land Rights Manager the role offers huge opportunities for progression.
 
Working within the Land and Property team who are responsible for acquiring and managing the land and property to enable timely construction of HS2 in a way that is sympathetic to those affected. In the case of utility diversions, either non-contestable or contestable assets, Land and Property are required to agree and obtain or approve suitable land rights for all utility companies. This involves reviewing, advising and managing the process with our External Strategic Suppliers and Internal Stakeholders to ensure rights are secured in a controlled and standardised manner, to enable consistency across HS2.
A Utility Land Rights Manager is accountable for the transactions that are to be delivered under their direction. The incumbent will ensure appropriate adherence to all current governance policies and processes on behalf of land and property, and be accountable for striking the right balance between delivering value for  money to the tax payer and ensuring fairness to the parties. The role will be given  delegated authority in accordance with the financial delegations for HS2.
 
Interested in people who negotiate Wayleaves & Easements – acquisition of land rights. Also interested in people who have experience with utility new connections, land acquisition knowledge.
 
Working Situation
The office location is either Birmingham Snowhill or London Euston, they operate a flexible hybrid working model with plans to be working 2/3 days a week from the office; however, they will take into account the current state of the pandemic.  Overall this is a very flexible modern employer who cares about delivery not where you deliver from.

Duties & responsibilities
  • Responsible for overseeing utility land right cases on the route that includes a highly diverse mix of land and property; spanning cities and large areas of rural land on behalf of the Senior Utility Land Rights Manager
  • Overseeing the process to ensure consideration sums are negotiated to settlement within governance, industry guidelines and budget parameters so that land rights are complete at the right time for the project
  • Proactively build relationships across a range of organisations; external strategic suppliers and utility companies along with internal stakeholders and teams, enabling the negotiation process to be carried out effectively
  • Provide relevant technical advice to the delivery function to inform decision making at the early stages of design and construction work
  • Collaborate and communicate with other members of the Land and Property Acquisition and Management teams to ensure a common and consistent approach is adopted across HS2
 
Candidate Criteria
You will have Experience working for or into a utility authority/company, most likely working for a utility asset owner or land consultancy with comprehensive knowledge of Utility Land Rights.  You could be a Wayleave officer working for a Stats authority (water, gas, electricity, telecoms) or for an independent connection provider – happy to consider someone with knowledge of only 1 field, although the ideal would be multi-stats experience.  Alongside excellent communications and stakeholder management skill.
 
SKILLS
  • Ability to manage communications and negotiations in a tactful way
  • External Strategic Supplier management to ensure efficient delivery
  • Stakeholder management
  • Communicating effectively with teams to ensure smooth flow of information
  • IT skills, including Word, Excel, PowerPoint or equivalent
  • Ability to access and maintain information from multiple IT databases and systems.
 
KNOWLEDGE
  • comprehensive knowledge of Utility Land Rights
  • An understanding of the compulsory purchase process or other government compensation schemes (training will be provided if not).
  • A detailed understanding of the utility and telecommunications industries
 
TYPE OF EXPERIENCE
  • Experience of working in or with the utilities sector – working for a utility authority or into one.
  • Experience of working with suppliers to develop effective working relationships and manage performance to ensure delivery through the supply chain.
  • Experience in managing Strategic Suppliers
  • Experience in delivering largescale infrastructure projects
