Description
Initially 6 month contract up to 19th Nov, start on 1st June - potential for extension.

I am looking for Supply Chain Manager, working on the new build of a High-Speed railway project in the UK.  The Supply Chain Manager will deliver the development, implementation and communication of supply chain activities across all stages of the procurement lifecycle, working with potential suppliers and partners to engage with and prepare the industry for the scale of this major project procurement and to position the High-Speed Rail organisation as the client of choice for suppliers in the rail and construction sectors.

The Supply Chain Manager reports to the Supply Chain Lead with Supply Chain Analyst reporting to the role. The role is within the Supplier Management Team working on the Procurement department. The Supplier Management team engages with the supply chain to ensure it is appropriately engaged, informed and visible, from pre-procurement through to procurement and contract delivery and captures the post contract value from key business relationships.

Key Aspects the Role & Candidate
Key aspects of the role are for the Supply Chain Manager to have experience of managing early market engagement activities where you are testing industry’s ability, capacity and appetite for the procurement of construction / infrastructure services (rail, civils, highways etc).  Alongside the ability to take financial data and turn them into Management Reports assessing financial stability of companies.  The successful candidate will have knowledge of public sector / OJEU procurement process, ability to access risk and opportunity and Construction / Infrastructure experience + NEC3 contract knowledge will be an advantage.

The candidate must have superb stakeholder engagement skills with ability to communicate across all levels and with external partners such as Chambers of Commerce, MP’s, local government, DFT, focus groups.  The person must feel comfortable presenting in front of others at Workshops and events.

Due to the pandemic the role is initially based from home and then will be either London (Euston) or Birmingham based.  HS2 are a flexible employer, and there will be an element of flexible/hybrid working.

Duties & Responsibilities
  • Manage their respective Supply Chain Management (SCM) portfolio.
  • Develop and implement a co-ordinated supply chain engagement strategy to communicate strategically with all potential suppliers as relates to their specific SCM portfolio.
  • Engage with and prepare industry for the scale of the procurement, positioning the organisation as a client of choice within the industry.
  • Undertake capability and capacity analysis to identify strengths, weaknesses, opportunities and risks in the marketplace in order to ensure HS2 Ltd is an informed client.
  • Promote a culture of building excellent supply chain relationships, based on trust and openness, which enhance the High Speed Rail Organisation reputation in the market place.
  • Lead market sounding exercises relating to their own SCM portfolio and contribute towards the delivery of others as required.
  • Lead meetings, workshops and engagements events required to support the delivery of SCM.
  • Support with timely and accurate reporting in accordance with SCM programme governance.
  • Work with other members of the Procurement & Supply Chain Directorate team where cross working between the various groups and SCM is needed.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work, and support and comply with all organisational initiatives, policies and procedures on EDI.

Must Have’s   
  • Superb Stakeholder engagement skills working for complex organisations and complex external stakeholder landscape.
  • Supply Chain Experience – early market engagement activities ideally client experience for infrastructure programmes – testing commercial & technical proposition
  • Procurement knowledge and commercially aware (NEC3)
 
REQUIRED CRITERIA
SKILLS
  • Analytical, commercial and negotiating skills.
  • Ability to produce and present documents and reports to a variety of audiences, including internal stakeholders at various levels in the organisation
  • Stakeholder management skills – including the ability to establish, grow and develop effective strategic relationships with internal and external stakeholders
  • Ability to effectively engage with both the awarded and potential supply chain, and with any related industry bodies and stakeholders.
  • Project management skills.
  • Ability to use Microsoft applications (Excel, PowerPoint, Word) or equivalent
  • Ability to manage meeting calendars and co-ordinating workshops / events

KNOWLEDGE
  • Knowledge of government initiatives, policies and best practice approaches relevant to Supply Chain Management.
  • Understanding of the commercial and contract delivery lifecycle including key activities during market engagement, procurement and delivery
  • Understanding of systems and reporting applications including procurement and commercial tools
  • Knowledge of applicable EU and UK procurement legislation
  • Knowledge of different procurement routes including use of OJEU processes and government frameworks (doesn’t need to be in depth)
  • Understanding of project scheduling, planning and project management approaches and techniques.

TYPE OF EXPERIENCE
  • Experience of complex projects and analysing micro and macro sector developments (e.g. financial stability assessments)
  • Experience of developing and implementing a supplier or stakeholder engagement programme.
  • Experience within the public sector or heavily regulated environment.
  • Experience of establishing and leading projects end-to-end.

Please note the Supply Chain Management role isn’t involved in logistics, stock levels or inventory the client organisation managing the build of HS2 is involved in multi million and billion pound procurements in construction, design management and rolling stock the successful candidate will have been involved in similar supply chain activities for a client organisation working in industries such as Infrastructure (water, highways, major projects), utilities,  Defence, pharma, Aviation, Oil & Gas, telecoms, etc.  Ideally will have Construction / infrastructure experience and will have some public sector / regulated industry experience.
