Description
A Transport Planner is required to work directly for the client organisation who is responsible for building and operating the UK’s New High Speed Rail Network, the role reports to the Head of Transport Planning and will also deputise for position.  The Transport Planner will work in the central engineering group ‘Chief Engineer Group’ which is the technical standard authority for underpinning standards, specification of transport planning.
 
The Transport Planner will provide professional and technical support on transport planning and analysis across all HS2 activity and phases, supporting the development of HS2 policy and strategies and underpinning standards, specification of transport planning through the design process and assurance of design and physical deliverable, supporting assurance that HS2 has met its obligations.
 
The Transport Planner will be responsible for multi-dimensional transport planning across all phases of the HS2 including Phase 2b (50% of time) preparing transport plans ready for the Hybrid bill, Phase 2a (30% of time) currently in design development as Hybrid bill has just been passed and Phase 1 (20% of time) assuring & checking the transportation movements and effects on transport networks caused during construction phase by the main contractors. 
 
The Transport planner will not be planning train movements for HS2 but will be planning all associated transport along the route including integrated transport systems around major stations (movement of people), including - car parks, taxi routes, buses, trams, highways etc), mitigating and solving transportation links affected by HS2 – new road links, junctions etc.  Coordinating and interfacing with multiple external transport stakeholders – Network Rail, Highways England, Councils, TFL etc.

Please note the Transport Planner is a coordination assurance role managing multiple consultants who provide the models and solutions and then the Transport Planner will undertake analysis and assessment of their work.

Working Situation
Due to the pandemic the role is initially based from home and then will be either London Euston or Birmingham based.  Although flexible home working combined with the office is certainly on offer.
 
Salaries
London (pref)    £50 – 58,000 + pen (6:12) + 25 hols
Birmingham       £48 – 54,000 + pen (6:12) + 25 hols
 
 
Accountabilities:
 
  • Support Head of Transport Planning in providing technical support and advice to HS2 through all phases of the programme and over the whole life of the programme on all matters related to transport planning and assessment. This includes scheme design, Hybrid Bill development, Hybrid Bill defence, design development and delivery activities;
  • Provide support on transport planning and analysis activity including transport modelling and forecasting and scheme design across all phases and stages of the programme.
  • Provide support with environmental assessment and reporting of transport impacts and compliance with Environmental Minimum Requirements and Undertakings and Assurances;
  • Development of policies, strategies and standards that will ensure that HS2 meets its obligations and delivers credible and coherent transport solutions;
  • Support Head of Transport Planning in developing and managing the company’s transport planning and analysis activity including the management of direct resource, resources deployed across the phases and across the Professional Service Contractors (PSC) and contracting teams.
  • Provide support in developing the company’s transport planning and modelling capability
  • Support Head of Transport Planning in managing the relationship with and preparing material required by external stakeholders (TfL, DfT, TfN etc.), industry partners (NR etc.) and technical bodies and institutions on matters related to transport planning and analysis;
  • Assurance of transport planning and analysis as it relates to HS2 and other programmes and projects that may influence or affect HS2;
 
 
Candidate Criteria
 
The Successful candidate will be an experience Transport Planner who has either client or consultant experience on large transportation projects and would have some experience in transport planning for Highways and managing integrated transportation systems for major train stations.  The Transport Planner will have coordination / assurance experience analysing and assessing multiple transport plans. Another key part of the role is environmental consideration – the person will have experience delivering transport planning and environmental assessment related elements of a major infrastructure project ensuring compliance with Environmental Minimum Requirements an Undertaking and Assurance.

Skills:
  • Technical skills – including the ability to address and resolve complex multi- dimensional transport planning issues, including relationships with other technical disciplines, HS2 contractors/consultants and external stakeholders
  • Able to work collaboratively and provide advice across technical disciplines and teams
  • Ability to specify, interpret and communicate transport planning information at varying levels of detail
  • Ability to consider the needs and wishes of all transport users, including those with protected characteristics as per the Equality Act 2010
  • Ability to produce and present documents and reports to a variety of audiences, including internal stakeholders at various levels in the organisation
  • Ability to influence senior internal and external stakeholders
  • Problem identification and solving skills

Knowledge:

  • Knowledge of the policy framework within which public transport schemes are developed, financed, assessed and reviewed
  • Knowledge of the laws, regulations and guidance within which transport decisions must be taken
  • Understanding of relevant transport data sources and appropriate modelling and assessment techniques in the evaluation of transport schemes
  • Membership of a relevant professional body, including IHT or TPS or Chartered Transport Planning Professional (CTPP)
 
Type of experience:
 
  • Experience of delivering transport planning and environmental assessment related elements of major infrastructure projects
  • Experience of planning and design of transport systems to feasibility level, including interchange between modes
  • Experience of understanding, managing and mitigating transport-related issues arising from major transport schemes
  • Experience of the development, support and coaching of teams including other internal teams and external consultant teams
  • Experience of technical transport planning leadership
  • Experience of partnership working with and direction of consultant teams
  • Experience of transport planning and analysis activities in a complex multi- dimensional program environment with cost and schedule implications.
