Overview of Role
The Lead Project Engineer, Rail Systems Interface is sought to work for the client organisation responsible for building and operating the UK’s High Speed Rail Network.  The Lead Project Engineer, Rail Systems interface is responsible for leading the interaction between the HS2 Chief Engineer Team (technical authority / develops standards) and the integrated delivery project teams who are delivering the Design & Build contracts on HS2 for the rail systems / Main Works Civils (MWCC) & Stations. 
This role is responsible for leading the dedicated rail system interface engineering team; providing professional and technical support on railway systems engineering interfaces within the Main Works Civils and Station Integrated Project Teams (IPT); leading progressive rail systems integration assurance and enabling technical co-ordination of asset design and construction, in accordance with organisational and sponsor requirements, standards and policies.
The Lead Project Engineer role is a Leadership senior engineer role supporting the Engineering Director – Route Wide in discharging duties of NEC3 Supervisor and Principal Designer Representative as mandated within the Construction Design Management (CDM) Regulations 2015, where co-ordination, integration and interface management is required with Rail Systems.
The Lead Project Engineer will report to Engineering Director – Route Wide and will manage a team of 6 Senior Project Engineers.  The role impacts the progressive assurance of the Phase 1 supply chain design and build contracts values c£12bn.  The role supports the legal duties under CDM regs and the role this role supports the Rail Systems Interface functional duties as set out in the Construction Engineering & Environmental Management Plan.
Please note we are entering the Design and Build phase of HS2 Phase 1 (London to Birmingham) most of the engineering requirements have been gathered and engineering specs specified. The successful candidate will have practical experience leading and managing engineering during the Design & Construction phase of major projects.
 
Duties & Responsibilities
  • To be accountable for leading the team of Senior Project Engineers (Rail Systems Interface) in the enabling of progressive engineering technical assurance within the IPTs, as per the HS2 assurance requirements, through the production of, riskbased verification & validation and submission of assurance evidence for technical stage gates.
  • To be responsible for assuring that the Senior Project Engineers (Rail Systems Interface) team maintains a coherent, co-ordinated and up-to-date reference of the Employer Reference Design for Railway Systems and that when interacting with and progressively assuring the IPT’s design (through recognised processes) they reflect a current, configured design positions.
  • To be accountable for supporting the Engineering Director – Route Wide and the
  • Heads of Engineering and Environment in discharging their duties of NEC3 Supervisor and Principal Designer Representative role as mandated within the Construction Design Management Regulations 2015, where co-ordination, integration and interface management is required with Rail Systems.
  • To be accountable for supporting the Engineering Director Route Wide with internal and external reporting of engineering matters, including escalation and reporting of technical interface issues to System Review Panel/Technical Authority Panel (SRP/TauP) and Design Integration Panel (DIP).
  • To be responsible for leading technical change control implementation on the timing and communication of HS2 Rail Systems Engineering requirements to the IPT contractors and provide responses to IPT technical queries (RFI/TQs).
  • To be accountable for providing guidance on Interface management and contributing to design solutions for the asset, promoting use of best practice and innovative engineering techniques, technologies and processes, driving consistency and identifying opportunities for efficiencies within the IPT.
  • To be responsible for working alongside other technical specialists to develop appropriate and cost balanced mitigation strategies and solutions, contributing to successful system integration
  • To be responsible for promoting innovation within the IPTs and Railway Systems Employers Reference Design (in conjunction with the Head of Innovation)

Candidate Criteria:
 
This is a leadership senior engineering role – the successful candidate will have genuine effective management experience with real gravitas this role is fitting for a Senior Engineering Manager or indeed Engineering Director with delivery experience.
They are looking for a Chartered Engineer any discipline (M&E, Signalling, Power, Civils, Track etc) with Engineering Management/Technical hands-on Leadership experience working on large multidisciplinary infrastructure projects during design & Build phase – ideally rail infrastructure experience and specifically rail system experience (track, signalling, E&P, OHL, MEP etc..).  You could be from a client, consultant or indeed main contractor background, however, a mix of exp would be preferable, as would understanding of the responsibilities of Principle Designer (CDM) and an awareness of System Integration.

  • Technical Leadership – Ability to provide specialist technical support and leadership (based upon required competency and delegated authority levels) on all discipline-specific scientific, technical and engineering principles but knowing when to seek guidance from Subject Matter Experts or others.
  • Able to communicate discipline-specific technical ideas to stakeholders and colleagues, based on examples of application.
  • Able to apply principles and methods that ensure effective information management, modelling and data security; understands the approaches and consequences to data creation, transformation and visualisation and knowing when to seek guidance from Subject Matter Expert
 
Knowledge:
  • Applicable UK construction regulations including CDM 2015 requirements
  • Understanding of the relevant Regulatory/Legislative Framework
  • Engineering design and construction challenges within complex delivery programmes
  • Commercial awareness including understanding of cost delivery, schedule targets and the need to deliver an integrated solution that meets all functional requirements.
  • Chartered Engineer/Membership of an appropriate professional institution or the equivalent experience
 
Type of experience:
  • Experience in managing multi-disciplinary engineering and safety standards, activity on large complex major projects/ programmes within a complex infrastructure delivery programme

Location of Role

The role is ideally based from the Birmingham office where the bulk of the team will be based, however, there will be still travel to London most week.  The person can also be based from the London office but will need to be flexiable and will be going to Birmingham at least 2 days a week if not more.

Intially the role is home working due to the pandemic and there will likely to be agile working for a while  (mix of office and home).
