- Project Manager (Procurement), BirminghamProject Manager (Common Procurement Deliverables) is required to work on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester.. This role is responsible for managing the delivery of the common works information deliverables for all Rail Systems Procurement (Track, Signaling, Power, Rolling Stock Etc) and maintaining control of their integration throughout the process. The Project Manager will support various different procurement projects (roughly £3bn programme) running in parallel, and will effectively engage with both internal and external stakeholders.
The Rail Systems programme is a large complex 2-year programme consisting of 24 packages of procurements. Once these packages of work are complete, the project manager will move to other departments within HS2 and will have a selection of options including delivery, engineering, procurement, meaning that specific experience in Rail Systems isn’t necessary the key experience alongside strong project management skills is procurement and have worked on a major infrastructure project.HS2 are in need of someone with knowledge of procurement programmes and processes on large complex projects, and who is aware of (or has used) NEC contracts. They also must understand the nature of relevant contract structures and supplier performance systems. Candidates can have client of contractor backgrounds, but must have experience in Project Management. They are looking for someone with a skillset in stakeholder influencing and managing across disciplines, as large proportions of this role will involve communicating throughout HS2 in a complex stakeholder environment.Duties and Responsibilities- To be responsible for managing the resource allocation, schedule and structure of the common works information, ensuring clarity and consistency between all works information and contracts.
- To be accountable for managing the integration of the client cost estimates across Systems Delivery.
- To be accountable for managing the integration of risks and opportunities across Systems Delivery.
- To be responsible for monitoring and actioning all relevant changes between construction directorate and systems delivery.
- To be accountable for managing the integrated team, including matrixed teams and any agency staff or consultants, providing day to day direction and co-ordinating to deliver the common tender documents to the agreed schedule for the procurement.
- To be responsible for managing and delivering the required assurance and governance process for the common procurement deliverables.
Candidate SpecificationSkills:- Project management - the ability to plan and integrate projects to deliver target costs, dependencies, risk assessment and project benefits. Skills profile aligned to APM Project Manager (intermediate).
- Problem solving – the ability to identify problems and review related information to assist in the development and evaluation of options and implementation of solutions, including the ability to manage and plan workstreams, and consider the competing demands of stakeholders, cost, time and quality.

Required CriteriaKnowledge:- Understanding of the project management knowledge aligned to the level of APM Project Manager (intermediate) -
- Understanding of the ethics & governance of public procurement.
- Understanding of the technical elements and architecture of the relevant scope of work within the rail industry or large infrastructure projects – Large Infrastructure project is experience is a must ideally within in rail environment,
- Understanding of the nature of the relevant contract structures and the application of appropriate contract and supplier performance systems. – must of NEC3/4 contract experience
- Understanding of risk identification and management
- Understanding of project schedule management, dependencies and risk assessment
Type of experience:- Experience of leading, managing people and working across functions and disciplines to deliver objectives.
- Experience of leading and managing people directly and in a matrix environment.
- Qualification in project management, engineering, commercial management or the equivalent experience.
