Job Overview
The Compliance Manager is a technical assurance role you will be working for the client team on the UK’s new High Speed Rail Project, reporting to the Senior Compliance Manager you will be responsible for managing all commitment compliance activities, including project managing the processes for Undertakings and Assurances (U&As) and third party and commercial agreements through to discharge completion, whilst working with the delivery teams (Integrated Project Teams (IPTs)) to ensure compliance.
The Compliance Manager is a technical assurance role with responsibility to assure and ensure that HS2 sub contractors deliver upon some 4000 Undertakings and Assurances (U&A’s) on which HS2 legally have agreed to deliver on Phase 1 of the Project (London to Birmingham), of which 1000 are multi-area route wide such as a commitment to Natural England that no buildings works will happen within 15m of ancient wood land. With the reminder owned ad delivered by the Integrated Project Teams (IPT), with oversight and assurance by this team – such as build a roundabout and junction for a local authority.
Context
HS2 has a strategic objective to ‘Be a Good Neighbour’, and this Departments acts as the voice of the stakeholder and communities within the organisation, managing and mitigating reputational risks. The Department has wider responsibility for external & internal performance and outcome reporting on the delivery of the public commitments in the Community Engagement Strategy including Undertakings and Assurances (U&As) and 3rd party agreements.
Duties & Responsibilities
- To be responsible for managing all commitment compliance activities on behalf of HS2 stakeholders and project managing the processes for Undertakings and Assurances (U&As) and third party and commercial agreements through to completion, working with the Integrated Project Teams.
- To be responsible for HS2 led U&As, collaborating with teams as required to identify the compliance required, support the development of compliance plans to ensure that all aspects of design, construction and land and property activity will meet with the U&A requirements and ensure evidence is recorded.
- To have accountability for Contractor led U&As, providing instruction and facilitation to ensure U&As are completed on time and within budget.
- To be responsible for undertaking assurance checks and audit, ensuring the process for dealing with non-compliances and potential non-compliances is followed as appropriate.
- To be responsible for contributing to all compliance reporting as required.
- To have accountability to work with other Directorates to ensure consistency of approach in management of U&As.
- To be responsible for the management of the governance and process for third party agreements from initiation to sign off and compliance, including issue of payment where required.
- To be accountable for managing dispute resolution and identifying risks and opportunities
Required Criteria
Ideal candidate will have worked for an infrastructure/construction arm’s length management organisation such as Network Rail, LUL, Highways England, Crossrail or a utility authority (Nation Grid, UKPN, water authority etc) with superb stakeholder management and communications skills. Analytical, report writing, and computer skills are also a must and in addition some familiarity with understanding Legal text would be useful. Previous experience of a similar Undertaking and Assurance process would be a distinct advantage.

Knowledge:
- Knowledge of engagement and communications on high-profile and sensitive projects or policy areas at a similar level.
- Knowledge of high-quality compliance management and reporting
- An understanding and experience of developing important stakeholder relationships within the context of local community engagement and local politics.
Type of experience:
- Ability to deliver in a maturing environment against challenging timescales and developing requirements.

- Experience of providing counsel across an organisation on community engagement, and performance monitoring and management
