- Description
- 5 Commercial Managers from a range of backgrounds (rail experience NOT essential) are required to work on the New High-Speed Rail project in the UK this is a multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. This is a unique opportunity to work within the Rail System commercial department of the project – this department looks after the Rail systems which includes – Signalling, Track (Pway), Power Supply, Rolling Stock. AS mentioned no previous rail experience is necessary, they are keen to receive applications from a range of diverse backgrounds.The Rail Systems packages are due to be put out to tender this year with award following in 2022, therefore the initial commercial stages will be post contract and procurement, followed by moving into delivery next year. The Rail System department is currently made up of 5 individuals with plans to grow the team to 30 there are huge opportunities for growth and development.Overview of Duties & ResponsibilitiesPre-Contract
- To be responsible for developing commercial works information, reviewing works information from other functions and drafting contract documents to ensure consistency and alignment with procurement plans.
Procurement- To be responsible for evaluating tenders and supporting moderation to achieve Contract Award.
- To be responsible for supporting the development of contract management plans.
Post Contract- To be responsible for providing commercial assurance to Head of Commercial of all Delivery commercial activities (HS2 & Supply Chain), including:
- To be responsible for delivering commercial and contract management of the contracts to maintain effective commercial control;
- To be responsible for the administration of the obligations of the Project Manager under the NEC3 Contract, including assessment of:-
- variations and compensation events
- contract payments
- performance incentive
- To be responsible for maintaining effective cost verification;
- To be responsible for reviewing and analysing supply chain monthly reports to drive supply chain performance;
- To be responsible for inputting contract level performance information into monthly MBR reports;
- To be responsible for participating and contributing in and contribute to monthly contract and programme performance reviews and other ad hoc reviews and supporting final cost estimate updates;
- To be responsible for supporting the settlement of supply chain disputes;
- To be responsible for providing day to day ad hoc contract and commercial advice to client team;
- To be responsible for providing commercial assessment of opportunities for project savings supporting the development of associated proposals / business case for approval;
- To be responsible for supporting the development of a collaborative culture within the IPT (Integrated Project Team) that encourages innovation, enhances functional capability, creates consistency of performance, maximises the benefits of knowledge sharing and embeds industry best practice across the organisation;
- To be responsible for supporting the commercial relationship and engagement with key contractors.
- To be responsible for review estimates (at all stages)
Candidates Requirements:As highlighted the candidate’s backgrounds can vary, as they are looking to build a large, diverse team who can draw upon a range of backgrounds and experiences to drive creative commercial problem solving. They are looking for someone who has the ability to pro-actively develop new ways of delivering commercial processes as a lot of the work they are doing has not been done before, thus there are few templates are readily available. They also want candidates to be analytical and to be able to develop relationships with stakeholders effectively in a complex matrix environment. They are still keen on Quantity Surveyors from a rail, civil, build or utilities background but would also consider non quantity surveyor trained commercial individuals who might be from Energy, nuclear, IT, defense, avionics, automotive etc. They are also keen to encourage junior / Assistant Commercial Managers to apply for the role who have the right competencies and are willing and quick to learn.- Commercial experience working for a wide range of sectors – rail, civil, build, utilities, defense, automotive, energy etc
- Commercial experience could include – commercial management, quantity surveyor, procurement
- The Commercial Manager could be from either a client organization, authority, consultancy, contractor – diversity the key
- Open to receiving applications from junior / assistant Commercial Managers, Quantity surveyors, commercial managers – range of experience levels
- Some Contractual experience useful (any contract NEC is a benefit)
- Strong Analytical skills – good with spreadsheets
- Excellent communication and stakeholder management skills
- Willing and quick to learn
- Enquiring creative mindset to problem solving
Commercial Skills- Ability to develop commercial strategies and plans
- Ability to demonstrate contract, commercial and risk and value management skills.
- Experience of using commercial management and reporting processes and systems.
- Ability to develop commercial policies, processes and procedures.
- Ability to support negotiations with both internal and external parties, and to settle disputes.
- Experience of planning, developing and implementing contracts and of working with procurement teams in tender preparation, administration and evaluation.
- Able to carry out contract administration duties without supervision.
