High Speed 2 the new multi-billion-pound high-speed railway to directly link the city centres of: London, Birmingham, Leeds and Manchester. The Programme Manager / Relationship Manager will work within the Land and Property Team who are responsible for the Acquisition of over £6bn of land and properties of the entire HS2 programme. This role is responsible for the programme management and successful delivery of land requirements, land and property acquisitions, for Phase 2b (Birmingham to Leeds & Crewe to Manchester) and to own the relationship and interface with the Delivery team within Phase 2b. Please note Phase 2b is in early stages with a concept design and going through he final public consultations.
The Programme Manager / Relationship Manager must have experience managing a programme on a large complex project, and requires a strong skillset in planning, pulling together multiple programs understanding cost & risk and scheduling of the programme. Furthermore, the ability of cost forcasting development i.e. CAPEX is a necessity within the role also.
The other key aspect of the role is to be able to foster relationships, engage with a wide range of stakeholder to ensure deliver of key outputs. Therefore the successful candidate must evidence where they maintained strong relationship with a wide variety of internal and external stakeholders and be able to manage complex engagements with said stakeholders – delivery teams, DFT, public, land/property owners, technical engineering staff and ensure key outputs under strict tiemscales are met and reported upon.
Duties and Responsibilities
- Acting as L&P’s relationship manager with Phase or Area Construction/ Delivery; working with Project Directors to agree Area wide strategies and priorities
- Leading L&P’s programme of delivery of land and utilities access, acquisition, possessions and hand back in a matrix environment, to meet the needs of the Construction/Delivery programme; coordinating across the L&P acquisition and land assembly teams to address resource, commercial and other delivery issues
- Ensuring that change generated from both the Construction/Delivery teams and L&P teams is managed; including scope changes that drive different land requirements and property cost changes that impact on the affordability of the project
- Providing robust reporting on the progression of Area level deliverables to the Programme Delivery Board and where required more broadly within HS2, on a routine and ad hoc basis
- Ensuring that L&P programme plans are developed, maintained and analysed in order to identify and mitigate delivery risks
- Identifying and ensuring that appropriate mitigating actions are implemented to address potential milestone slippages and escalating issues to the Phase Programme Lead as required
- Interfacing with other HS2 functions including central PMO, community engagement and health, safety and security to ensure the achievement of the broad suite of objectives in relation to the delivery of land
- Actively drive and monitor the performance of our Supply Chain ensuring they consistently deliver a high- quality service and claimant experience whilst also achieving their contractual KPIs.
- Deliver in line with the CAPEX programme as determined by the Acquisitions team, regularly monitoring progress against it and coordinating the Area’s input to the CAPEX forecast.
- Management of compliance with and discharge of Undertakings and Assurances.
- Ensure compliance with the established Data and Information Management responsibilities (e.g. Share point folders etc).

Candidate Requirement
The successful candidate will likely come from a consultant background – management consultant background will be very useful in managing he complex stakeholder management element of the role. Likewise could be someone from construction / infrastructure consultancies / client organisations who have worked during the early pashes of the schemes, perhaps someone with Sponsorship experience. Clearly the successful candidate as well as having the stakeholder management experience will need to have the programme management skill set – APC, planning experience, and cost forecasting.
Skills
- Programme management skills including the ability to deliver complex and changing requirements
- Ability to identify programme level delivery risks and work with groups of stakeholders to test the relationship between cost and programme in order to determine mitigation plans
- Communication skills, including managing stakeholder relationships and the ability to adopt different styles with different stakeholders

- Able to recognise commercial risks and supply chain behaviours and determine appropriate strategies to maintain delivery

Knowledge
- Knowledge of best practice project and programme management techniques – Must have APC qualification or equiv.
