- Description
- I am looking for Supply Chain Management Lead, working on the new build of a High-Speed railway project in the UK. This role is responsible for delivering the implementation of the Supply Chain Management strategy, and for supporting the deployment of the people, processes and systems for critical supplier engagement, mapping and monitoring. The role reports to the Corporate Procurement Director and you will manage a large team of Supply Chain Managers and Supply Chain Analysts.
Duties & Responsibilities
- To be responsible for the daily management of internal and external Supply Chain management (SCM) resource and lead the Supply Chain management (SCM) recruitment process including aiding the selection process and interviewing
- To be responsible for owning and managing the Supply Chain Management (SCM) portfolio and providing first line of assurance for formal Supply Chain Management (SCM) Reports, including Market Sounding Reports, Capacity Analysis, Financial Risk Reports, Case Studies etc. and to be accountable for delivering timely and accurate reporting in accordance with SCM programme governance.
- To be accountable for leading the engagement with and preparing industry for the scale of the procurement, positioning the organisation as a client of choice within the industry.
- To be accountable for leading Supply Chain Mapping to identify strengths, weaknesses, opportunities and risks in the market place in order to ensure it is an informed client and in addition lead market sounding exercises relating to their own SCM portfolio and contribute towards the delivery of others as required.
- To be responsible for promoting a culture of building excellent Supply Chain relationships built on trust and openness that enhance HS2 reputation in the market place.
- To be responsible for leading meetings, workshops and engagement events required to support the delivery of SCM and lead ongoing operation support in the maintenance of all sources of SCM data and tools.
- To be responsible for working with other members of the Procurement & Commercial directorate team where cross working between the various groups and SCM is needed.
- To be responsible for being the on point representative for steel issues (and other critical commodity items), responding to Freedom of Information requests (FOI’s), Parliamentary Questions (PQ’s), & providing copy for press enquires, liaising with the UK Government Department for Business, Energy and Industrial Strategy (BEIS, Cabinet Office & Crown Commercial Services) and leading industry representatives in responding to the steel industry issues, embedding new government policy into organisational procurement processes and delivery.
- To be responsible for the collation & presentation of compliance data against PPN 11/16 (Steel Procurement Guidance) for Cabinet Office.

Knowledge:
- Knowledge of government initiatives, policies and best practice approaches to SCM
- Familiar with the commercial and contract delivery lifecycle including key activities during market engagement, procurement and delivery.
- Understanding of systems and reporting applications including procurement and commercial tools.
- Knowledge of large projects or working within/under a similar matrix organisational structure.
- Knowledge of the approaches to, and benefits of, good stakeholder management, internal and external communication, coordinated 3rd party and supplier engagement.
- Appreciation of applicable EU and UK procurement legislation.
- Knowledge of different procurement routes including use of Official Journal of the European Union (OJEU) processes and government frameworks.
- Understanding of project scheduling and planning.
- Membership of (or to be currently working towards) the Chartered Institute of Procurement and Supply (CIPS), International Association for Contract and Commercial Management (IACCM) or equivalents e.g. RICS (Royal Institution of Chartered Surveyors).
Type of experience:
- Experience of managing a Supplier Chain Management (SCM) or supplier engagement programme in either the public or private sector.
- Must have some public secotor expeirience coupled with expeirence working for a client organisation simply industry experience will not suffice
- Experience within a procurement, financial or commercial governance structure with supporting policy and processes.
- Experience in managing a team.
Please note the Supply Chain Managment role isnt involved in logistics, stock levels or inventory the client organsaition managing the build of HS2 is involved in multi million and billion pound procurements in construction, design managment and rolling stock the successful candidate will have been invovled in similar supply chain activities for a client organisation working in industries such as Infrastrucutre, Defence, Avaition, Oil & Gas, Shipping etc.
