Description
Contract length 6 month with potenial for extension, during Cornavirus will be able to work from home, interivews via Skype.

Job purpose

This role is responsible for working with the wider Procurement & Commercial teams to develop and manage procurement and commercial policies and processes and support them to carry out their duties effectively by creating an environment of continuous improvement.  Reporting to the Senior Policy and Process Manager.
 
Role of Directorate/Department
To support the delivery of HS2’s strategic goals by building value adding supply chains with sustainable commercial relationships. To do this we must:-
  • Successfully achieve the award of all contracts required to deliver the construction, testing, commissioning and operation of HS2 in a fair, transparent, and non-discriminatory manner, by the agreed dates (as per Utilities Contract Regulations 2016);
  • Provide commercial support and decision-making across all HS2s contracts and manage those contracts to ensure that they deliver the strategic objectives of the project throughout the term of the agreement and deliver demonstrable value for money;
  • Support the delivery of HS2’s strategic goals by building value adding supply chains with sustainable commercial relationships that deliver value and comply with HS2’s obligations set out in the Development Agreement and any associated Undertakings and Assurances;
  • Negotiate Commercial Agreements with third parties, coordinating interfaces and integrating across contracts and suppliers;
  • Ensure that HS2 has the goods and services required by the organisation to guarantee success across each stage of the delivery lifecycle.
 
Accountabilities
  • To be responsible for managing  the development and improvement of  a robust, auditable and transparent Procurement, Commercial and Contract Management system (Procure to Pay Control Framework), that ensures policies, process and templates are developed to support the need to source, select, manage and deliver the diverse range of works, good and services required by HS2.
  • To be responsible for assisting with the implementation and management of measures and review processes to protect HS2 and the commercial programme from non-compliance from Procurement regulations and commercial policies and procedures, inconsistencies of approach to the market, and conflicts of interest.
  • To be accountable the delivery of change initiatives from identification through to delivery including approvals and Procure to Pay Control Framework updates.
  • To be responsible for delivering process improvement workshops to identify ideas and solutions to support the delivery of greater efficiency through the identification of better ways of working.
  • To be responsible for facilitating Lessons Learned reviews and feedback process improvements into the Procure to Pay Control Framework and commercial policies and processes.
  • To be responsible for the delivery of Policy and Process training within the directorate and the wider teams as identified.
  • To be responsible for regularly liasing with the Department for Transports (DfT’s) Virtual Procurement Policy Team (VPT) regarding updates to Government procurement and commercial policies and procedures and ensuring any updates are communicated to the relevant teams.
  • Actively promoting and embedding Equality Diversity and Inclusion (EDI) in all your work. Supporting and complying with all organisational initiatives, policies and procedures on EDI.
 
Required criteria
Skills:
  • Analytical skills with the ability to review and present improvements to processes, procedures, templates and systems
  • Ability to produce and present high quality and consistent documents and reports for a variety of audiences
  • Ability to prioritise and organise workload
  • Ability to manage and facilitate meetings and workshops with internal colleagues and/or suppliers to achieve desired outcomes
  • Ability to develop and maintain positive stakeholder relationships across the organisation

Knowledge:
  • Understanding of procurement and contact management processes
  • Preferably knowledge of applicable EU and UK procurement legislation (OJEU) Official Journal of the European Union
  • Preferably knowledge of Government Contractos (PCR) and Utility Contracts (UCR)
  • Understanding of continuous improvement methodologies and process mapping.
  • Knowledge of the NEC suite of contracts also an advantage.
 
Type of experience:
  • Experience of working within a procurement, contract management or commercial structure
  • Experience of systems and reporting applications
  • Experience of managing the gathering and analysing information from multiple stakeholders and sources.
 
Decision making
  • Required to make recommendations for decisions which effect HS2’s Procurement, Supply Chain and Commercial ways of working relating to the Procure to Pay Control Framework and wider relevant policies and processes.
  • Required to make decisions in relation to potential/ actual Conflicts of Interest for the protection of business/commercial/reputational interests, and procurement processes.
  • Required to make decisions about the actions required in events of non-compliance.
  • Required to make decisions on the balance between practicality and risk that needs to be applied according to the range of situations encountered;
  • Required to make decisions which affect HS2’s ways of working and supply chain arrangements for the protection of business/commercial/reputational interests, and procurement processes.
 
Dimensions
  • This role supports a multi-site Procurement and Commercial team of 150+ individuals
  • This role has interaction with Department for Transport (DfT) and Cabinet Office in relation to procurement and commercial policies and procedures.

  • HS2; Procurement & Commercial team, and Phase 2 Commercial Teams on a daily basis.
  • Internal Legal and Governance colleagues.
  • Department for Transport (DfT )and Cabinet Office on a monthly basis.
  • HS2 Directors and Executives and other senior staff as necessary to carry out the role.
 
Complexity
  • Interfacing with the various procurement streams to finalise a common approach for documentation and Conflicts of Interest approaches as required.
  • Balancing the demands and prioritisation of routine business process with fluctuating demands from external sources.
