Assistant Project Manager – Birmingham - £300 Inside IR35 - intial 6 month contract with the potenial to be extened and or go permanent.
 
JOB PURPOSE
 
High Speed 2 (HS2) will be the UK’s new high-speed rail network. We have a clear strategic objective to create a railway designed, built and operated to the highest health, safety and security standards.
The Assistant Project Manager will support the Business Manager in the delivery of the HSSE programme and ensuring the effective management of the directorate. The role requires a flexible individual who as well as Project Management will be involved in procurement, contract management and anything else that could pop up.
 
ROLE OF DIRECTORATE/DEPARTMENT
 
Purpose of Corporate Health, Safety, Security and Environmental Management (HSSE):
 
  • To support and guide the development and implementation of a culture capable of delivering HS2’s strategic theme on health, safety and security.
  • To set the strategic direction, policy and standards for HS2 in relation to HSSE, and provide assurance to the Executive and Board that these requirements are met and that good HSSE performance is maintained.
  • To undertake business wide HSSE projects on behalf of HS2, where the embedded HSSE resources will lead on implementation within the Business Units.
  • To provide expert advice, support and guidance to the business in relation to HSSE, and Line of Defence 1 support to corporate functions.

ACCOUNTABILITIES
 
The Assistant Project Manager will support the Business Manager in the delivery of the HSSE programme and ensuring the effective management of the directorate.  In summary, this will involve:
 
  • Day to day contact with members of the HSSE directorate, key reporting facilitators across HS2, and with key points of contact in HR, Procurement and Finance.
  • Collecting, consolidating, verifying and analysing reporting data from across the organisation to produce informative, high quality reports for various internal governance and decision-making forums, such as for HSE Panel and HSE Committee.
  • Collecting and consolidating reports from across HSSE to support monthly HSSE management meetings.
  • Assisting in the preparation of ad hoc reports as required.
  • Supporting the management and tracking delivery of the HSSE programme.
  • Supporting finance processes in the directorate, such as raising purchase orders and monitoring spend against budget.
  • Coordinate HSSE events, such as away days, networking (i.e. Health and Wellbeing Champions network) and pilot training events that are part of the safety leadership programme.
  • Support project management of key corporate and directorate projects, such as the Health and Safety Passport and GDPR compliance programme.

SKILLS
Essential skills
 
  • Formal project management qualification APM, Prince2 etc
  • Procurement or Contract Managment 
  • Proven ability with large Excel spreadsheets, MS Word and PowerPoint.
  • Planning – To plan and manage his/her own workload to contribute to the delivery of timely high quality reports.
  • Communication and stakeholder management skills – Strong written and verbal communication skills to liaise with personnel at various levels within the organisation and its key partners, to gather and query the business information provided, to contribute to the narrative sections of reports and to convey the information in an easily digestible manner.
  • Has good attention to detail and developing strategic awareness (recognises key issues and their wider implications).
  • Flexibility and team player – We are a small team, so the role holder will need to be willing and able to adapt to meet the workload’s requirements at any given time.  Must be able to take direction and work closely and effectively with colleagues, but also show initiative and work effectively with minimal supervision on tasks as they grow into the role. 
  • Ability to learn and adapt in an evolving and fast-paced environment.
 
Desirable skills
 
  • A project management qualification e.g. APMP.
  • An understanding of earned value analysis and reporting.

KNOWLEDGE
 
  • Knowledge of programme and project management techniques, such as holding Managing Successful Programmes (MSP) foundation level; and/or PRINCE2 foundation level; and/or an APM Project Qualification.

  • Knowledge of contributing to the production of corporate/executive level reports.
 
 
TYPE OF EXPERIENCE
  • Previous experience of programme or project coordination, planning and reporting (with multiple work stream leads and report contributors).
  • Procurement or contract management experience 
  • Some experience in assessing and analysing business information and reports to identify key issues.
  • Previous experience working in a matrix organisation
  • Experience of project management and programme planning and scheduling.
  • Experience with project/programme management software packages.

6.         DECISION MAKING

  • Development of reporting structure and processes
  • The following decisions are referred for approval:
  • Project plans for sign-off
  • Expenditure against budget
 
7.         DIMENSIONS
 
  • Provides project coordination for all key HSSE programmes and projects (at least 4 programmes/projects, all with multimillion pound budgets).
  • Support HSSE reporting for key executive and board level meetings, such as HSE Panel and HSE Committee (these take place six weekly and quarterly).
  • Support HSSE leadership reporting (monthly).

  • Corporate HSSE directorate (daily, all methods of communication)
  • HSSE leads/key contacts across HS2 (monthly, to support reporting for key meetings)
  • Finance Business Partner (monthly, to monitor directorate spend)
  • Procurement Managers (monthly, to support delivery of HSSE procurements)
  • IT contacts (to support Business Manager and Senior HSSE Programme Manager deliver IT related projects)
  • External partners, such as Network Rail and Transport for London (weekly, in supporting delivery of HSSE projects delivered in conjunction with partners)
 
9.         COMPLEXITY
 
  • Balancing a wide range of responsibilities, most with defined timelines and deadlines.
  • Ensuring all relevant parts of HS2 provide reports, updates etc to support production of HSSE key reports and papers, such as or HSE Panel and HSE Committee.
  • Monitor time, cost and quality of numerous projects, ranging from relatively straightforward projects to ones with multiple external partners (worth in excess of £5m)
